Mr. Speaker, on that same point of order, and it is a point I have also raised on a couple of occasions, if the app is a representation of the chamber, and if a vote is a vote, as the member has just stated, then it is interesting that on the virtual app we have the choice of voting for or against, yes or no, or abstaining. However, in the House a person would not have the option of abstaining, because they would either rise to vote for or they would rise to vote against, but they would not get to abstain. Therefore I think it might be important to look at how we do make sure that the app actually reflects how the chamber operates, and then maybe there would be more of a—

Madam Speaker, the second petition is with regard to the killing of Mahsa Amini, a 22-year-old woman. Many people are raising their voices within my community of Waterloo, as her death sparked nationwide “Woman, Life, Freedom” protests, calling for democracy and equal rights.
The petitioners are asking the Government of Canada to appeal to the UN Security Council. It is important that these conversations be had. It is important that their voices be heard and as their representative, I am committed to making sure that their voices are heard in this chamber. They look forward to a response from the Government of Canada.

Madam Speaker, I have the honour to present, in both official languages, the 54th report of the Standing Committee on Procedure and House Affairs.
Pursuant to its mandate under Standing Order 111.1, the committee has examined the proposed appointment of Mr. Eric Janse to the position of Clerk of the House of Commons. The committee recommends that the House ratify the appointment of Mr. Eric Janse to the position of Clerk of the House of Commons, and I would like to send my congratulations.

Madam Speaker, in this place we often talk about firsts, but we do not always get to talk about lasts. As the person who was the last seatmate of the Hon. Jim Carr in the House of Commons, I share my condolences with his family and with all of his team members. I want them to know that he adored them, and because they adored him, I want them to be assured that I adore them, and I will do whatever I can to ensure we get through this challenging time.
I have the honour to present, in both official languages, the 19th report of the Standing Committee on Procedure and House Affairs entitled, “Protecting the Parliamentary Precinct: Responding to Evolving Risks”.
I would like to take a moment to thank all colleagues on PROC. Believe it or not, as it is sometimes tough, I really do appreciate all members on PROC, past and present. PROC members would like to thank Justin, our clerk, as well as Laurence and Andre, our analysts. We also appreciate the witnesses. PROC members also thank all support staff, including those in our teams, in the AV and IT crews. I would also like to thank the interpreters, those in food services and all involved in supporting the work that we do.
Pursuant to Standing Order 109, the committee requests the government table a comprehensive response to this report.
We would also like to thank you, Madam Speaker, and your crew. We would like to thank the House administration, all pages and everyone involved in making this place functional to the best of its ability. We hope all keep well and safe, and we look forward to seeing everyone again in 2023.

Madam Speaker, I have been watching the member for Victoria engage in this debate throughout the day. I really appreciate the approach she is taking of recognizing that we need to do better, as well as the fact that this is actually much more of a conversation about how quickly, for example, if we see a woman such as myself or herself be appointed, we see the headlines become that it is not merit-based.
We are qualified individuals. We are educated. To suggest that when we have more diversity and intersectionalities represented, candidates are all of a sudden less qualified I personally think is, first of all, ridiculous and also disheartening, hence why I mentioned it in my comments. I know we have very qualified people who have been overlooked for far too long. We are creating systems that work for more Canadians, for more talent, and that is why dismantling the systemic issues is instrumental.
I would like to assure the member that I will keep fighting to ensure that we do better.

Madam Speaker, on a point of order, I think we all work hard and we come here to represent our constituents. I just want to make sure I did hear what I thought I heard. I think the comment the member just made was absolutely inappropriate. He likes the fact that it slid by and nobody else noticed. I would ask that he apologize and retract it from the record. It was entirely inappropriate, and it does not belong in the chamber.
