Madam Speaker, on behalf of PROC members, I would like to thank the witnesses who appeared. I would also like to mentioned how much we appreciate our clerk, Michael, as well as the analysts Andre, Isabelle and Laurence, who has returned. We also want to give a shout-out to everyone who supports the committee, including those in food services, tech, interpretation, cleaning services and so many more. Today, I am very proud to present, in both official languages, the 63rd report of the Standing Committee on Procedure and House Affairs, entitled “Question of Privilege Related to the Member for Wellington—Halton Hills and other Members”.

Mr. Speaker, before I present the 55th report of the Standing Committee on Procedure and House Affairs, entitled “Speaker's Public Participation at an Ontario Liberal Party Event”, I want to take a moment to thank our clerk Mike. I appreciate the hours put in and the speed at which our analysts Andre, Sarah and Isabelle moved. I also appreciate members from all parties, including the Liberals, the Conservatives, the Bloc and the NDP. I would like to thank the witnesses who arrived in short order and the behind-the-scenes crew, including for IT, food and maintenance. The list goes on. I thank especially interpretation and translation services, which worked around the clock to return this report to the House in the time the House gave us. I also have to give a shout-out to team members from all teams. They were there with us every single minute of the way, not necessarily by choice but because they had to be. We appreciate everything they have done. When committees move at the pace at which we were moving, it is often our constituents who are left behind. I know constituents in the riding of Waterloo were not able to have meetings with me because I had to cancel them. I want them to know that I appreciate them. I want to wish everyone happy holidays. We will see each other next year. Hopefully it is not before then. I would really appreciate not seeing anyone in this place until 2024 because I would like to be in my riding of Waterloo. With that, I have the honour to present this report in both official languages. I am sure everybody will be reading it profusely. Mr. Speaker, Merry Christmas and happy new year.

Mr. Speaker, you are not the only one who has been waiting for it. I do want to say that I have always appreciated working with the opposition House leader. I remember that when I became the House leader, it was maybe the next day that he shared that he would no longer be the House leader. I did take it personally. I think my being the chair of PROC and his being the opposition House leader provides us an opportunity to work together. At the procedure and House affairs committee, the way the House functions is a matter we have taken really seriously. We have also really pondered how to make sure interpreters can do their work. We have tried to provide some good suggestions for Standing Orders, and the list goes on. Right now, at the procedure and House affairs committee, we are seized with a really important question of privilege. As much as we would like to see a response to that question of privilege, unfortunately the lists of witnesses that come from Conservative members continue to grow. Today, in question period, the member rose and wanted a response to his question of privilege. I believe every question deserves an answer, so I would like to see a response provided. However, he really should be talking to his fellow Conservative colleagues, because most members would like to see that response happen. The point I am making— An hon. member: Oh, oh! Hon. Bardish Chagger: Mr. Speaker, it is interesting that they talk about heckling, yet they do it so well. I have been watching the House for so many years on the TV screen, and watching Conservatives heckle. Maybe that is why I have learned a trick or two. I now hear the member for Perth—Wellington doing such a good job chirping at me. It is not just in the House that he does that. I welcome it. I will continue on my point. Many stories have been shared regarding when members might use hybrid. I have been very lucky, because I have been able to be in the House every single time I needed to be in the House. Every single time committee was called or a 106(4) was called, I was able to change my schedule, oftentimes saying no to my own constituents to ensure that I took those responsibilities seriously. However, we have heard some stories in which that is just not always the case. It might be because someone got sick. It might be because there was a wildfire in someone's community. It might be because there was a flood and people lost their homes and everything they knew. It might have been a mass shooting in a mosque, a place of worship, where someone thought they would go to offer a simple prayer, probably not for themselves but for those around them, and they did not come home—

Madam Speaker, I guess I will thank the member for his speech, because I am sure he was up all night writing it word for word, and he delivered it with such conviction. I was listening attentively and trying to understand if he was in support of this motion or against it, because part of his comments actually do justify the need for more time to debate, and then I listened to some of his comments in regard to committee. I am chairing the procedure and House affairs committee, and we meet every Tuesday and Thursday from 11 o'clock to one o'clock. As a committee, we have agreed, because I agree we can find consensus and a way forward, that we would work on foreign election interference. We have already had two meetings with witnesses and we are working to find that way forward. However, this week, just coming out of Remembrance Day and Veterans' Week, we actually got a Standing Order 106(4) letter. For anybody listening, that means we had to add a meeting to procedure and House affairs, and the committee that could not have its time was veterans affairs. All parties agreed to that. I would like to know what the member thinks about actually taking away time from other committees so that some committees can have an emergency meeting on an issue that has already been discussed.
