Madam Speaker, in the riding of Waterloo, there are a lot of connections to people in all provinces and territories, including the Maritimes, the east coast and Newfoundland and Labrador. I would like to hear from the minister about how the legislation would actually connect to the economic prosperity of Canada today and leading into the future.
This is something that is on the minds of constituents. They would like the legislation to go forward, but it is also important for them to understand how it would actually work when it comes to the economic abilities and prosperity for the country. How would this work with the government's plan?

Mr. Speaker, it is always a privilege to rise on behalf of the constituents of the riding of Waterloo. They have brought many items to my attention and have raised many concerns. They want different levels of government to work together.
Within this budget implementation act, I understand there would be increased health care funding. There would be the national school food program that we have heard about. There would be funding for nearly four million homes. The region of Waterloo, within the riding of Waterloo, has received really good support through the housing accelerator fund. There would also be support for renters to ensure that they are able to understand their tenant rights so that they will not be put out of their homes.
Some constituents have also been raising the issue of free contraceptives. I know it is a hard conversation in this place, especially as the official opposition does not recognize that a woman should be able to have full control and decision-making over her body. It is unfortunate that we are still having that debate, but we know where Liberals stand.
I also know that this is about affordable dental care and much more.
I would like to hear from the minister as to what this budget implementation act would do when it comes to affordability and when it comes to making lives better for Canadians, especially for constituents within the riding of Waterloo.

Mr. Speaker, over the past few years, we have made considerable progress in modernizing the military justice system and advancing culture change to support victims and survivors in the Canadian Armed Forces.
There remains a lot of work to do, primarily because of the inaction of the previous Conservative government. In her report, Justice Arbour recommends a transfer of all Criminal Code sexual offences to civilian jurisdictions. This approach would be suitable to constituents within the riding of Waterloo, should it be done with the resources to ensure justice for the people involved.
Will the Minister of National Defence update the House on the progress we are making to advance culture change?

Madam Speaker, I have two petitions today.
The first is regarding float homes in Ontario and making sure they are classified the way they should be. I have presented similar petitions twice in the past. It is something that constituents within the riding of Waterloo and surrounding areas, depending on where they cottage and so forth, are very concerned with. It is a matter of great importance to them and if it matters to them, it clearly matters to me as the member of Parliament for Waterloo.
The petitioners look forward to a response from the Government of Canada on a way forward, and they are more than willing to work with the government to make this happen.

Madam Speaker, I first want to congratulate the minister on her work and the speech she shared with us today.
I think some of the important work that has taken place over the last eight years comes from the separation of what was formerly known as Indigenous and Northern Affairs into Crown-Indigenous Relations and Northern Affairs, as well as Indigenous Services Canada.
I also appreciated the minister's comments with respect to recognizing the value and importance of a nation-to-nation relationship and having first nations and indigenous peoples as part of the decision-making, because the way we move forward really has to come from a better recognition of what we have done in the past, and I think we have to recognize that we have not always done it well.
I would like to hear her comments on some of the publicly available data when it comes to water advisories, as well as the importance of seeing this legislation thoroughly debated and moving it forward as quickly as possible.

Madam Speaker, I am very proud to rise here to represent the people of Waterloo. Not everyone knows this, but the history of the francophone community in our region is very important to the people who live in Waterloo.
I am also the chair of the procedure and House affairs committee, and I have a lot of regard and respect for this debate. I welcome the debate at PROC. I do not make any decisions, because I chair the committee; members will determine the outcomes. However, within the parameters of this motion is reporting back to the House of Commons by Thursday. As the chair, I am uncomfortable with this issue: Do we have the resources to ensure that we are reporting back in both official languages? This motion and this issue are of utmost importance to all members in this House, and I am really hoping that all parties will agree to find a way forward, where we work as much as we can to ensure that not only do we respond as a committee but also that we respond to the House in both official languages.
I am not sure what other members think, but as a person who represents a community where people often do not feel that they are represented for their two official languages, and as someone who supports and will always fight for Canada's two official languages, I just want to bring to members' attention as chair that I know that our interpreters are working around the clock. Members should understand that reporting back to the House has to happen in both official languages. Are members are willing to ensure that we do the work, so that they have the time to do their work with regard to the official languages of our country?

Madam Speaker, this is a petition for the Minister of Transport. Municipalities, property associations and thousands of individuals who are also residents of Ontario are concerned by the damage, including environmental, social, economic and public safety impacts, that unregulated float homes could potentially cause to our waterways in Ontario.
The problem is that there is a lack of consistency between provinces. These structures, in British Columbia, have been classified as float homes and not vessels. Therefore, petitioners are respectfully requesting that the Department of Transport, through the Minister of Transport, classify both existing and new float homes within Ontario as float homes and not vessels in a manner that is consistent with what was determined for the province of British Columbia in 2001. The petitioners look forward to a response from the government.

Madam Speaker, the Region of Waterloo consists of five federal ridings, and constituents from the Region of Waterloo have come together in support of Prince Edward Island's negotiations with the Government of Canada to advance a basic income guarantee program that would last at least five years.
The petitioners raise concerns that, within the province of Ontario, we had a basic income pilot to see how we could lift communities and people up, but unfortunately, the current Conservative provincial government chose to kibosh that and to get rid of it right away.
As we approach Thanksgiving weekend, we know a lot of people are hurting. The petitioners feel this type of program might be an idea that could see more Canadians lifted up, especially during these challenging times.
I would hope Conservative members opposite would stop yelling at me, because we should be more concerned about the people who are hurting.

What is the importance of this legislation, and what is it that constituents from the riding of Waterloo and Canadians need to know about the importance of advancing this legislation and seeing it passed?

Mr. Speaker, within in the riding of Waterloo, constituents provide me a wide range of perspectives and experiences.
When it comes to our judicial system, it is something that we always want to have confidence in. We know we could always improve our systems, because they are not perfect.
My question kind of builds upon the last answer. I know we have been looking at other countries and I know that a lot has been gained, but what have we learned from the international experience? Who are we looking towards? What have we gained from them so that we could actually advance, because we know this is long overdue?

Mr. Speaker, I have been listening intently, and this is a conversation that constituents in the riding of Waterloo often have. Negotiating with a three-year-old child, a five-year-old child or even an older one is sometimes very difficult when it comes to marketing.
The member spoke about raising her children, so I would like to hear from her about what would have changed if legislation like this had existed while the member was raising her children and what the impacts would be for kids and families today, including those in Waterloo.

Mr. Speaker, the riding of Waterloo includes two universities and a college, so there are numerous students. I remember when I graduated from the University of Waterloo, I had Canada student loans and Canada student grants. After I graduated, I had six months to pay them back, but interest started to accumulate the day after I graduated. This took a really big toll.
Since then, many students have been asking for the removal of interest. Most recently, I met with the president of Conestoga Students Inc., who asked when the government would be able to deliver on this commitment. I would like to hear from the minister how quickly we can actually implement this commitment if we see swift passage of this legislation.

Madam Speaker, the stories the hon. member is sharing, we are hearing. I will tell her that the federal government is committed to doing whatever it can.
Today, we are able to see this legislation advance because of a partnership between two partners, recognizing that outcomes matter and that we can work better together in this place.

Madam Speaker, the member for Kitchener Centre and I come from the same region, and it has been impressive to see that we have post-secondary institutions that are recognizing that the best natural renewable resource we have in our community is our people; it is the talent. That is why it is important that we continue to invest in them. Both the University of Waterloo and Wilfrid Laurier University have continued to push themselves. To an earlier comment in regard to having a challenging time finding qualified talent, what the universities in Waterloo demonstrate is that the talent does exist and we can find it if we work hard enough to try to secure it.
