The member who just spoke shared about an email he received from a constituent in the riding of Waterloo, and I would ask that he share with me those concerns because I represent the diversity of opinions—

Mr. Speaker, on that same point of order, and it is a point I have also raised on a couple of occasions, if the app is a representation of the chamber, and if a vote is a vote, as the member has just stated, then it is interesting that on the virtual app we have the choice of voting for or against, yes or no, or abstaining. However, in the House a person would not have the option of abstaining, because they would either rise to vote for or they would rise to vote against, but they would not get to abstain. Therefore I think it might be important to look at how we do make sure that the app actually reflects how the chamber operates, and then maybe there would be more of a— Some hon. members: Oh, oh! Hon. Bardish Chagger: Mr. Speaker, I do not know why I am being chirped at. I am just trying to raise a part of the same point of order.

Mr. Speaker, I appreciate the fact that we are having this debate and this discussion today. I believe that every member of Parliament is elected to represent their constituents. I am really honoured and privileged to represent the good people of the riding of Waterloo. What I have noticed, whether in the House or within committees, is that each party has priorities. Each has areas of focus. Whether it is the Bloc, the NDP, the Greens or the independents, there are areas of interest in which each party is trying to work with the government to ask how they can deliver for their constituents. I echo the comments of the government House leader, that there is one party that believes that the role of the official opposition is to always oppose rather than actually constructively work with. Some hon. members: Oh, oh! Hon. Bardish Chagger: Mr. Speaker, they find it funny, and that is fine. We notice that when there are certain people speaking in the House, the volume in the House is a lot louder than when other people are speaking. I think that when it comes to this motion, what is important for us to actually focus on is how we deliver for Canadians. The leader of the official opposition lives in government-funded housing. Every member of Parliament is paid by the public purse. How do we ensure that we are delivering for Canadians? Government does have a role to play. I would like to hear the government House leader's comments on how this motion might actually be able to make us more productive if members of Parliament chose to come here actually to work constructively together rather than blindly oppose.

Madam Speaker, I am very proud to rise here to represent the people of Waterloo. Not everyone knows this, but the history of the francophone community in our region is very important to the people who live in Waterloo. I am also the chair of the procedure and House affairs committee, and I have a lot of regard and respect for this debate. I welcome the debate at PROC. I do not make any decisions, because I chair the committee; members will determine the outcomes. However, within the parameters of this motion is reporting back to the House of Commons by Thursday. As the chair, I am uncomfortable with this issue: Do we have the resources to ensure that we are reporting back in both official languages? This motion and this issue are of utmost importance to all members in this House, and I am really hoping that all parties will agree to find a way forward, where we work as much as we can to ensure that not only do we respond as a committee but also that we respond to the House in both official languages. I am not sure what other members think, but as a person who represents a community where people often do not feel that they are represented for their two official languages, and as someone who supports and will always fight for Canada's two official languages, I just want to bring to members' attention as chair that I know that our interpreters are working around the clock. Members should understand that reporting back to the House has to happen in both official languages. Are members are willing to ensure that we do the work, so that they have the time to do their work with regard to the official languages of our country?

Madam Speaker, I would have to say that I am elected to represent the riding of Waterloo, and Waterloo is world-renowned for innovations and technologies. The member mentioned Nortel, and I remember very well the impact that had within my community. It is 2023, and I am still carrying a Blackberry to support my local economy and that brainpower. I would like to assure the member that I am confident that this government is always open to amendments. I think we have demonstrated many times that we can work together in the best interest of Canadians. I would like to encourage him to, as he has done in the past, continue working together to find the best way forward, because when our constituents and our country benefit, we all win.
