Mr. Speaker, Indo-Pacific region is growing in terms of population and economy. It is also a strategically important region in the current turbulent global situation. The region offers much-needed markets for Canadian exports and a secure place for Canadian investments. Canada has a well-formulated Indo-Pacific strategy. Among other things, this highlights the importance of our relationship with India. India is a growing market for our exports, with pulses today and potential products like small nuclear modular reactors in the future. India is also a secure place for our increasing need to diversify our investments. Our pension funds and the private sector have already invested $84 billion there. India is also the leading source of our much-needed skilled immigrants and a major provider of international students.

Mr. Speaker, I rise today to speak to the budget implementation act. This is a challenging time in a challenging world. With every challenge comes an opportunity. It is in this context that I speak to this budget implementation act. There are two main things in this budget for me. The first is that we would ensure that Canadians can continue to count on us to be there with our continued support to all vulnerable Canadians. The second is that we would also meet the challenges of today and tomorrow while building a Canada that is more secure and more sustainable, and ensuring that the prosperity we enjoy today will be available to future generations too. Let us start with the challenging times. We all know that the pandemic hit not only Canada but also all the countries across the world. With the co-operation of Canadians, we managed to contain the pandemic to the best extent possible. We are one of the best countries in the world to have managed the pandemic this well. The economy got hit, and 8.9 million working Canadians lost their jobs. We came out in support of them. We also supported more than half a million small businesses through the wage subsidy scheme and the small business account. As well, we managed through the pandemic with relatively fewer deaths compared to many other countries in the world. Then came the war, the illegal invasion of Russia on Ukraine. This created a problem in the energy crisis across the world. It also gave rise to the rising crisis of food grains. We also had the problem of the supply chain issue due to the pandemic. There are a lot of shortages because the supply chains were disrupted across the world. We also realized the importance of self-reliance in that time, when critical goods were not being produced and were not available at the right time to all those who needed them. Due to all of this, we faced inflation, which peaked to 8.1% in September 2022. However, during the last nine months, we have seen the inflation rate going down. Currently, it stands at around 4.3%. With all of this, we can still say that Canada has done relatively well. In fact, among G7 countries, we have the best economic growth. We have recovered 865,000 jobs more than there were before the pandemic. These challenging times are also in globalization. Globalization, as we knew it for several decades, is on the way down. The multilateral agencies, such as WTO, on which international order-based trade depends, are also facing their own problems. With all the vacancies at the appellate body at WTO, it cannot even operate today due to non-cooperation by some key member states. We are seeing that, the more bilateral free trade agreements taking place, free trade agreements among certain blocks taking place and the concept of friend-shoring is coming in. While these are challenges, they also provide opportunities for Canada. I will come to that a bit later. We also had the Inflation Reduction Act in the United States, our biggest trading partner, which was a game-changer. This Inflation Reduction Act, combined with the U.S. CHIPS and Science Act, is close to one trillion dollars in legislation. They have rewritten the rules of industrial policy and industrial development in the United States. The Inflation Reduction Act did affect many of the trading partners of the United States, but Canada was able to manage the bulk of it through effort brought by different levels of the government and the industrial bodies. Before the IRA became legislation, we were able to ensure that all North American manufactured vehicles are included in the incentives and subsidies proposed in that IRA. At the international trade committee, when we were discussing the effects of the IRA on Canada, one trade union leader very aptly said that we cannot respond with every dollar to dollar to IRA, but we can respond smartly. That is what Canada has done, and that is what Canada would also be doing with this budget. Canada is prosperous, and has been prosperous for a long time, due to our natural resources, such as oil, gas, minerals, metals and forestry products, and due to the hard work of several generations of Canadians, but the world is changing. The world is moving more toward a knowledge-based economy. This knowledge-based economy makes a flat world out there. Canadians, especially the younger generation of Canadians, today face competition from all across the world, whether from Sydney, Australia; Tokyo, Japan; Shanghai, China; Mumbai, India; Frankfurt, Germany; or any other place. We all are facing the same competition in this digital world. Even in this digital economy, we have invested. In last year's budget we came out with an investment of over $1.2 billion in artificial intelligence, quantum computing and other advanced technologies. In this budget, we have committed $1.2 billion for space technology. If possible, I will touch on that a little later. The other key thing is that the world is moving toward a clean economy. Between now and 2050, it is projected that about $100 trillion of private capital will be invested across the world in building the global clean economy, and that is where the opportunity lies for Canada. We have the opportunity to be a supplier of critical minerals and the entire supply chain. In the transition toward electrical vehicle industries, Canada can play a major role. We are already seeing investments announced by major auto manufacturers in Canada. I believe even today there is going to be a very major announcement on battery manufacturing in Canada. We have seen the battery recycling plants coming up in Canada, and already Canada is projected to be one of the leaders for the supply of critical minerals required for this entire ecosystem. We need to see the processing of critical minerals also take place in Canada today. We have a lot of opportunities on that front. However, we have a small issue with the new mines coming up to mine the critical minerals. There is a long regulatory process that is involved in that. For that, the federal government has come out with agreements with various provinces. For example, we have signed an agreement with the Province of Ontario where we can work together to align ourselves on the timelines, on the resources and on the regulatory approval process so we can deliver quicker, faster approvals, which are required to get the minerals from the ground for battery manufacturing. As I mentioned, we would invest $1.9 billion in Canada's space agencies. This funding would support the development of new technologies and capabilities, including space robotics and exploration missions, as well as support for Canadian companies involved in the space industry.

Madam Speaker, I will be sharing my time with the member for Kings—Hants. The Conservative opposition day motion we are debating today has two points I agree with, while I completely disagree with the objective of the motion to appoint a special committee to examine and review all aspects of the Canada-China relationship. While it is good to have opportunities to review Canada’s relationships with any country so that we can find ways to improve or further strengthen our relationships in a positive way, the objective of this motion is to establish a platform that provides for further degrading Canada’s relationship with China. This motion is designed to provide a stage for harsh and one-sided critics of China. There are things about China that we can and should criticize. I do not foresee any positive outcomes from this proposed committee. Before I talk about the negative implications of having this committee, let me mention the points I agree with. First, the motion states that Canadians of Chinese descent have made immeasurable contributions to Canada. Absolutely, yes. Our wonderful country, Canada, is an ongoing success story of a nation with extraordinary cultural, ethnic, linguistic and religious diversity. I would like to recognize and appreciate the important contributions that Chinese Canadians have made and continue to make to Canada’s socio-economic, political and cultural heritage. The history of Chinese Canadians goes back as far as the 1700s, but the big movement started in the late 19th century. The road has not always been smooth. Chinese Canadians faced and continue to face discrimination. If this motion passes and the committee is established, I foresee increased negative perception about Chinese Canadians in our country. In spite of the historical discrimination they have faced, Chinese Canadians, with hard work and determination, have built on the opportunities our wonderful country offers and have been successful in every aspect of society, in the arts, sciences, sports, business and government. To put it simply, Chinese Canadians have made big contributions in building a dynamic and prosperous Canada. The second point the motion makes that I agree with is that the people of China are part of an ancient civilization that has contributed much to humanity. Again, yes, absolutely. China is a country with a 5,000-year-old civilization. Chinese people have contributed greatly to many fields during their long recorded history. Some of the greatest inventions that have been momentous contributions of the Chinese people to world civilization include papermaking, printing, gunpowder and the compass. Other than these two points, everything else in this motion aims to design a platform for degrading Canada-China relations, and negatively contributes to Canada’s interests. If this committee is established, I expect, first, an increased negative perception about Chinese Canadians in our country. We have seen anti-Asian racism on the increase in recent times. The kind of rhetoric I have heard before, and which I am sure will be repeated again in the committee, would lead only to increased negative perceptions of about 1.8 million Canadians who form over 5% of the population. The second negative effect, if this committee is formed, is further deterioration of our relationship with one of our major trading partners, thus affecting our businesses. China is one of our major trading partners. Canadian exports to China in 2021 were worth about $29 billion. Canadian imports from China were worth about $86 billion. In addition to low-tech, mundane products, China is also a major technology and high-end products supplier to the world, from telecom equipment to batteries for electric vehicles. China is also a manufacturing base for many products our industries need. The proponents of this motion appear to be in a make-believe world with no China. Make no mistake, China is and will continue to be a major economy in the world. Canadian businesses need a smooth trading relationship with China, but the end results of this motion, if successful, will achieve anything but that. The third outcome, if this committee is formed, is the negative impact on the flow of Canada’s most valuable and precious resource requirement, which is immigrants with knowledge, expertise and skills. China, for a long time, has been an important source of our skilled immigrants. Highly trained Chinese immigrants have become a significant part of our growing knowledge-based economy. While I do not expect a dramatic slowdown in new Canadians from China, the harsh rhetoric will certainly act as a dampener in our efforts to recruit the best and brightest brains as immigrants to Canada. The fourth negative issue, if this motion is successful, is a further fall in new technology-trained international students from China and a further decline in the numbers of these highly skilled students who become permanent residents and later citizens. In the growing knowledge-based economy, it is not natural resources that give us prosperity or a competitive edge. It is the knowledge, expertise and skills of the younger generation that can continue to keep us prosperous. In the digital economy, it is the bright, young graduates of today who give us the competitive edge. China has been a major source of international students, and while China remains the second-largest source for international students to Canada, the trend is declining. It was about 10% less in 2021. The decline began in 2019 and increased due to the pandemic. The anti-China bullhorn diplomacy will only add to the current problem. Is China perfect? No. China ignores the desire of the people of Taiwan, who have established themselves as an economically successful entity with a vibrant democracy. China has erased the culture and heritage of minorities in its land and the distinctive identities of Tibetans and Uighurs, and we have legitimate concerns for the people in Hong Kong. As one expert put it, China is neither as benevolent as it claims nor as malicious as it is criticized for being. Let me mention what Jeremy Paltiel, a China expert at Carleton University, said in an article on Global News on May 8, 2021. He said that to see China in the context of “friend or foe” is an overly simplistic approach. “I think that’s a false dichotomy,” he said. “China can be both different and not an enemy.” This nuanced understanding helps countries like Canada that are grappling with thorny issues, including human rights. The key to a successful Canada-China relationship is to be mindful of the differences without necessarily agreeing with or accepting them. Understanding is not the same thing as pardoning. “We have to be able to find a way of talking across difference without defining 'difference' as being 'enemy',” Paltiel says. “And if we can’t do that, we can’t live in a diverse world.” To conclude, this motion is not in the interest of Canada and Canadians. Testifying before the Special Committee on Canada-China Relations in the previous parliament, the former Canadian foreign affairs minister and the member of Parliament for Notre-Dame-de-Grâce—Westmount mentioned a four Cs approach of Canada to its relationship with China: compete, co-operate, challenge and coexist. He stated, “China is rapidly becoming a global influence with which all countries must learn to coexist. That means that we must recognize situations in which it is necessary to cooperate with China.” He continued, “[I]t also means that we are competing with China when it comes to trade and to promoting our values. It also implies challenging China when human rights are violated or Canadian citizens and interests are jeopardized.” However, the objective of the proponents of this motion is not to add value or have a meaningful discussion, but to degrade the relationship between Canada and China—

Mr. Speaker, as we enter the third week of occupations and illegal blockades, we need this Emergencies Act for two reasons, in my opinion. Number one is that it is time to uphold the rule of law. Number two is that it is time to take action to protect our critical economic infrastructure before this makes permanent damage to our economy. As we all know, the rule of law is a political philosophy that involves the belief that all citizens and institutions within a state, country or a community are accountable to the same laws. Canada is a wonderful country with a very diverse population. People of different ethnicities and different faiths live together to make Canada the best country in the world. Canadians have come to Canada from over 100 different countries. According to Statistics Canada, 120 languages are spoken in my riding of Nepean, although 60% to 65% of my Nepean residents speak English as their first language. Some Canadians came to this country several generations back. Some came several decades back. Some are recent arrivals. Many Canadians came to this country for the freedom it offers to all its residents. Many came fleeing persecution in the countries in which they were born. Many came to Canada for the economic opportunities that it provides. Many came to Canada to provide better lives for their children than they had. There is one common denominator to all Canadians, especially the new Canadians who came to Canada. The fundamental reason is that Canada upholds the rule of law. Upholding the rule of law is so important, and it is so built into the fabric of our country, that the current situation is unbelievable to many Canadians. Whether it is for economic opportunities or better lives for their children, the fundamental reason for the security this country provides for hard-working Canadians to generate wealth for the economic development of the country, and for their families and their children, is the rule of law. It is unbelievable for many Canadians that the rule of law is so openly flouted, and that the rule of law is made a mockery. It is possible that our law enforcement agencies built their systems and processes around the assumption that Canadians, generally speaking, uphold the rule of law. Maybe this is the reason why we see an occupation today by a foreign-funded group holding our men and women in uniform in contempt. We need to support our hard-working men and women in uniform. We need to provide them with the tools they need to restore law and order. This is the reason for the Emergencies Act, which is targeted, reasonable and proportionate. It strengthens and supports law enforcement agencies so that they have more tools to restore order and protect critical infrastructure. The second reason for the Emergencies Act, as I mentioned, is to protect our critical economic infrastructure. Canada is rich today. We enjoy a very high standard of living because of continued economic growth. This economy of ours is very much dependent on our trade. Trade accounts for 60% to 65% of our GDP. This trade is dependent on the smooth flow of good and services across the border with our biggest trading partner. This economy and this trade have given us wealth. They allow us to take care of our seniors. They allow us to provide affordable housing. They allow us to deliver quality health care to all Canadians, irrespective of their income status. For a small, foreign-funded group of Canadians to misuse the freedom of expression and the freedom to protest to damage fundamental and critical economic infrastructure is simply not acceptable. It is time for us to act before permanent damage is done to our economy and, in turn, to the Canadian way of life. This big economy, and this big trade we have, did not only come about because of hard-working Canadians. It is also made possible by investors from different parts of the world who found Canada to be a good place to invest. We have major foreign companies in the automobile sector, the aluminum sector and the steel sector making investments in Canada. They do this because Canada is always open for business, because Canada offers little disruption to conducting business, and because Canada allows the free trade and flow of goods and services. This assumption is made by international investors, and it is the guarantee that international investors have come to expect. It is being fundamentally challenged and it is time to act now. Foreign-funded groups have crossed the line and we have to act to protect the interests of all Canadians. It is time to reinforce the principles, values and institutions that keep all Canadians free. The blockades and occupations are illegal. They are a threat to our economy and our relationship with trading partners. The foreign-funded groups are a threat to our supply chain and the availability of essential goods, such as food and medicine. The foreign-funded groups have become a threat to public safety. Let me be clear: Every Canadian has the right to express their opinion, their disagreement, or even their anger. They have that right. I will be the first person to defend those rights in our wonderful, free and democratic country. However, this right does not extend to the foreign-funded groups depriving other Canadians of the right and freedom to enjoy a peaceful life. The right to disagree does not extend to foreign-funded groups blockading our critical economic infrastructure. The right to protest does not extend to foreign-funded groups causing harm to families and small businesses, and destroying jobs and the economy. As the Prime Minister has said, under the Emergencies Act, the Canadian Charter of Rights and Freedoms continues to protect Canadians' individual rights. We are not going to call in the military. We are not limiting people’s freedom of expression. We are not limiting freedom of peaceful assembly. We are not preventing people from exercising their right to protest legally. Today, I ask all members of the House to take action against the illegal blockades and occupations that are harmful to Canadians. I ask all members of the House to stand up for families and workers.
