moved for leave to introduce Bill C-363, An Act to amend the National Defence Act (sexual offences).
She said: Madam Speaker, I rise to table my second private member's bill, an act to amend the National Defence Act, regarding sexual offences. Again, I would like to thank the member for North Island—Powell River for seconding this bill.
This bill would amend the National Defence Act in order to remove certain sexual offences committed in Canada from the jurisdiction of the military justice system. It would implement one of the recommendations from former Supreme Court justice Louise Arbour to transfer all cases of sexual offences by military members to civilian authorities.
It has been 18 months since the Arbour report, and the Liberal government has failed to introduce legislation to do this. However, for many survivors of sexual misconduct in the military, this problem is urgent, and they are tired of waiting for the Liberals to do the right thing. New Democrats stand with the women in the Canadian Armed Forces, who continue to wait for a real culture change in the face of sexual misconduct and assault in the military. Survivors deserve justice.
I thank the survivors for their bravery, and I urge the Liberal government to support this bill and show real commitment to ending sexual misconduct in the Canadian Armed Forces.

moved for leave to introduce Bill C-362, An Act to establish the Office of the Ombud for the Department of National Defence and the Canadian Forces, to make related amendments to the Contraventions Act and to make consequential amendments to certain Acts.
She said: Madam Speaker, I rise today to introduce my private member's bill to give the Office of the Ombud for the Department of National Defence and the Canadian Forces more independence.
I would like to thank the member for North Island—Powell River for seconding this bill. She does a tremendous job as NDP critic for veterans.
Over two decades, many Canadians have raised serious concerns about Canada's military culture, including cases of sexual misconduct. Despite the Deschamps and Arbour reports, hearings in Parliament and appeals from survivors, the Liberals have failed to address these systemic problems.
My bill would establish that the Office of the Ombud would report directly to Parliament and not the Minister of Defence. This independence is essential to ensuring that Canadian Forces personnel and DND employees can trust in the process and receive help. Importantly, Canada's current military ombudsman has asked this government to make his office completely independent.
The Liberals have refused to take action, but we have done enormous work to address the challenges within the Department of National Defence and the Canadian Armed Forces. This bill is an essential step.
I thank the advocates who have helped to get us to this point, and I encourage the government to support this bill.

moved for leave to introduce Bill C-218, An Act to amend the Excise Tax Act (psychotherapy services).
She said: Mr. Speaker, today I also have the honour to introduce a private member's bill that would amend the Excise Tax Act to exempt psychotherapeutic services delivered by psychotherapists from the goods and services tax.
I would like to thank my colleague, the member for Courtenay—Alberni who is the NDP critic for mental health, for seconding this bill today. I would also like to thank Stephanie Woo Dearden, a registered psychotherapist from the city of London, who asked me to take action on this issue.
This bill works to ensure that psychotherapists are treated the same as their fellow practitioners in other health care fields are, who do the same kind of work and who are exempt from the excise tax. I urge the government to get behind this very simple but very necessary bill to rectify this blatant tax inequality. The government says that Canadians' mental health is a priority, and this is an opportunity to do something good for Canadians' mental health and for tax fairness in Canada as well.
We all know the impact COVID-19 has had on people's mental health. It was a crisis before the pandemic, and we are certainly seeing the consequences on people now. This is a small but good first step to help people. I am grateful to the people who are working on this issue and who have been calling for tax fairness for psychotherapists for a very long time.

moved for leave to introduce Bill C-217, An Act respecting the development of a national strategy in relation to fresh water.
She said: Mr. Speaker, I am honoured to rise today to reintroduce this bill from the 43rd Parliament and from an incredible member who first introduced it in the 42nd Parliament. I am also grateful to the member for Edmonton Strathcona for seconding this bill.
I have worked and consulted over the years with local environmentalists, conservation authorities and members from the Oneida Nation of the Thames on this bill. It calls on the government to commit to a national freshwater strategy.
The Thames River runs through my riding of London—Fanshawe, and we are also fortunate to have several wetlands and environmentally significant areas in my riding. These areas are home to an incredible number of birds, wildlife and vegetation. Of course, we are also influenced by the beauty of the Great Lakes which provide all of our communities with environmental benefits that deserve targeted protections and sustainable planning.
It has been well over 20 years since the government established a policy on fresh water, and environmental conditions certainly have changed over that time. While Canada has seemingly abundant fresh water, very little of it is actually renewable. We need a modernized national freshwater strategy. Protection of our fresh water is vital.

moved for leave to introduce Bill C-208, An Act respecting early learning and child care.
She said: Mr. Speaker, I would like to thank the member for Winnipeg Centre for seconding this bill and for her work on this file.
There is an affordability crisis in this country. Being able to afford housing, food and other necessities is becoming increasingly difficult, and the pandemic has only exacerbated the struggles that many encounter. Families are struggling to find early learning and child care spaces and costs are not affordable in many cities. Parents are forced to make impossible choices between delaying their return to work and paying huge amounts for the child care they need.
After promising an affordable child care program for 28 years, I am glad to see that the Liberals are finally moving forward on their many promises. However, there is still a lack of critical details on the agreements signed with the provinces and the long-term stability and universality of this program.
I am tabling this bill today to establish the core principles of a universal early learning and child care program, one that is based on accountability, quality, universality and accessibility, and to establish the standards needed to meet these principles. I am calling on the government to work with us to continue to move child care forward. It is too important to get wrong.
