Mr. Speaker, I genuinely hope we can get answers on behalf of Canadians out of this, not political theatre, not dragging somebody there just for the purpose of showing a nightly clip that shows another individual being brought before the bar in such a manner. We are doing this so we can actually get the answers to the questions that were not provided in committee.
To the point of the member for Leeds—Grenville—Thousand Islands and Rideau Lakes, it is to show Canadians that there is an obligation when people are summoned to committee to come and provide the truth, and if they do not, there is recourse to that.
I do not disagree with the manner in which the member has put it forward. I just want to make sure our objective here is going to be to get to the bottom of this issue and that we have the right tools in place to do it. I genuinely think this is the correct way. It is the way that Canadians would expect us to do it, and it would be the responsible way that would provide the proper due diligence.

Madam Speaker, as I said in my speech, one of the things the bill does is it specifically directs what the various telecommunications providers need to do in order to maintain that security. That is what we do from a policy perspective. We establish what those requirements are that are required of the telecommunications systems in order to ensure that security is there. What we will see coming out of this is that the telecommunications systems, in a unified fashion, will promote these particular policies and safeguards that will be put through those directives.

Mr. Chair, a number of questions have been raised regarding Nuctech and whether contracts were awarded to the company. There may be questions regarding contracts awarded through Public Services and Procurement Canada as a department and as a common service provider. Can the minister clarify if contracts were awarded to this company?

Madam Speaker, when it comes to contracting out work, there are certainly going to be different opinions and different things to weigh when making those decisions. I can understand. I certainly feel as though, from time to time, we need to focus on making sure that Canadian service providers can do work on behalf of Canadians. It makes the most sense. I can also appreciate that, at times, that might not be the case. I do not think any responsible government could ever commit to 100% never contracting out, but I also think that any government needs to focus as much as it can on making sure it keeps doing things within our country.
