Madam Chair, on a point of order, I completely appreciate that there is latitude to go beyond the scope of the estimates, but we are not even talking about the estimates now. We are talking about an individual private member's bill. The last three or four questions have been on it. This is a debate about the estimates with this particular department.

Mr. Speaker, yes, I was going to point that out, and I do not require the response to be limited to the amount of time of the question.
I want to go back to the minister's comments about dental care specifically. During debates in this House as recently as just a couple of weeks ago, I had an exchange with a Conservative member who tried to tell me that only 41 dentists in the entire province of Ontario had signed up for the dental care program. In my riding alone, I know there are 61, so just in my riding the number surpassed the number that the Conservative member gave out. Can the minister inform the House as to how many dentists have signed up for the program throughout the country, and in Ontario? If the minister does not have the exact number, could he give the best estimate as per his last indication?

Mr. Speaker, correct me if I am wrong, but the questions that are posed tonight are supposed to be with respect to the estimates. Is that correct? If so, the last line of questioning has significantly deviated from that.

Madam Speaker, we are and have brought in many measures to the House to help people, particularly those who are struggling with those increased costs. The member challenges us and asks questions about this. However, then he goes ahead and routinely votes against measures, like he will do tonight. He will likely be a member of the only political party here tonight that votes against the estimates. In case he did not know, we are voting on the estimates tonight, which is an opportunity for him to show his support for Canadians and get the supports to them.
Members can be against the government, they can be critical of the government, they can challenge the government, but they can still support Canadians by voting in favour of very important measures for them. When the member gets up and challenges me on my ability to do my job to support Canadians, we will see where his votes go tonight when it comes to voting on the estimate items.

Madam Chair, I am rising on the same point of order I did just a couple of minutes ago.
You indicated that the member should bring the questions back to the main estimates. She is now talking about a vote on an opposition motion. The last three questions have not been about the estimates, despite your ruling.
Perhaps you would encourage the member to bring it back to the topic at hand.

Madam Chair, the discussion we are having today is supposed to be on the main estimates. This seems to be outside of that scope. They are asking questions for clarification on what a committee has been requesting and what the minister's role in that is. I am sure these are questions that can be asked during question period. This discussion is about the budget estimates specifically.

Mr. Speaker, on a point of order, the member for Elgin—Middlesex—London made a really good point earlier on when she said that the discussion happening in the House really did not have anything to do with the main estimates. I am wondering if the member will bring his speech back to the estimates or if he is going to continue with justice policy and legislation.
