Madam Speaker, it is an absolutely fabulous idea, notwithstanding the fact that I do not know how it would work within the procedural rules of the House. I certainly support the initiative. I would like to see that. I would definitely participate, if we are successful with something like that. I am not sure if the no-sense Conservatives would be there, but I would hope they would participate as well.

Madam Speaker, if the member is concerned about homelessness and initiatives this government has put forward, I would encourage him to not be tempted into voting against all the opposed items the Conservatives will be putting up. As I indicated, two of them, the Reaching Home program to address homelessness and the Canada housing benefit, are on the chopping block as a result of the opposed items the Leader of the Opposition has put forward.
The reality of the situation is that, while he says we are subsidizing the fossil fuel industry, we have phased out the fossil fuel subsidies. The only way we continue to subsidize, in any way, the fossil fuel industry is to help to deal with abandoned orphan oil wells. That member might that think that it is not our problem, because they were companies from 50 years ago. We should leave the wells there, and that would be the end of that. Unfortunately, governments at the time did not think it was good to ensure that the proper money was in place to deal with those wells later on, so now society has to pick up the tab. That is the unfortunate reality. However, it is something that we have to do in our environmental interests.

Madam Speaker, as I indicated earlier, I think that this is a good motion. I plan to vote in favour of it, as I hope many people in this House will.
I recognize that towards the end of the motion, the Bloc specifically calls on the government to promote the use of renewable energy and public transit. There are a number of initiatives that are already ongoing with respect to both of those. I am wondering if the member from the Bloc can comment specifically on what more he thinks should be done as it relates to promoting renewable energy and public transit. What more could the federal government do?

Mr. Speaker, I know that the last clause of the motion specifically speaks to incentivizing renewable energies, and Quebec has an incredible track record in terms of its renewable energy program.
Some initiatives that have come out of Quebec relate to using government tools and resources to properly incentivize the renewable energy sector. Could the member comment on initiatives from Quebec that the rest of the country can benefit from?

Mr. Speaker, I listened to the intervention from the member for Selkirk—Interlake—Eastman saying that this is an affront on democracy. It is almost as though he did not even listen to his own leader yesterday saying in the media that Conservatives will pull out every procedural trick to prevent the budget from moving forward. Clearly there is a calculated effort, which we witnessed yesterday and Friday, to do whatever they feel necessary procedurally to prevent moving forward on these important initiatives for Canadians. Perhaps it is time for Conservatives to think about having a less partisan approach and a more collaborative one when it comes to this, in order to deliver for Canadians. I am wondering whether the minister would like to comment on that.

Madam Chair, I very much appreciate that answer, because it makes a great parallel between the Industrial Revolution and the countries that seized on an opportunity versus those that just waited and saw what their role would be in it. I think that it is very clear that Canada is doing the same thing right now by seizing on the opportunity.
Could the minister comment on some of those initiatives and how they have translated into businesses like Umicore choosing Canada?

Mr. Speaker, I rise today to recognize Bhavana Varma, an outstanding citizen and community leader from my riding of Kingston and the Islands. Bhavana has just announced that she will step down from her position as CEO of the United Way of Kingston, Frontenac, Lennox and Addington at the end of August.
Since 1999, Bhavana’s leadership has inspired record annual fundraising campaigns and successful local initiatives. A true community partner, Bhavana has been a leader in addressing complex issues like food insecurity, poverty reduction, addictions and mental health and homelessness.
With Bhavana at the lead, the United Way's impact has grown significantly in our area, providing funding support to a substantial network of agencies that deliver vital programs and services. The United Way helps thousands upon thousands of people in our region on an annual basis.
As the member of Parliament for Kingston and the Islands, I want to express my deep appreciation for all that Bhavana has accomplished over the past 24 years. I have no doubt she will leave the agency in good hands and will continue to be a positive force within our community.
I wish Bhavana the best of luck in her future endeavours.

Mr. Speaker, three times the other night while I was speaking, the Conservatives did the exact same thing. I would take this opportunity to encourage people to go to my Twitter feed right now, where I posted a really interesting video that shows how Conservatives were playing with that quorum game just two nights ago in the House. They did it again. What happened when they did a quorum call? The Speaker stood up, verified we had quorum, and then I continued. This happens to me; it happened to the member for Saanich—Gulf Islands. The Conservatives are doing it routinely, and I do not understand if they think that is the business of the House, because it is not.
I would like to get back to the Bloc, and I apologize to my Conservative friends that I have gone off topic from them, and I want to focus on the Bloc. I am back with the Bloc now. Its members say we are not doing any initiatives for Canadians and that there is nothing to help Canadians. They can look at the countless measures in here making life more affordable, like by taking the interest off students loans. They can go talk to students who have interest on their loans and ask them if that is going to help make life more affordable for them. We are lowering credit card transactions and doubling the GST tax credit for six months for certain Canadians. There is a $500 top-up for the Canada housing benefit, the Canada dental benefit and a new quarterly Canada workers benefit.
Are Bloc members trying to tell me that those are not meaningful things that would impact people? Are they nodding? If they are nodding, that basically means they do not think that stuff would be impactful to Canadians and Quebeckers. Even if they are nodding, I doubt they would actually agree with that.
We can also look at some of the other stuff in here, like making housing more affordable. The housing top-up I mentioned is helping young Canadians afford a down payment faster. We are helping Canadians save on closing costs, introducing a new refundable multi-generational home renovation tax credit and cracking down on house flipping by ensuring profits from properties are held for less than 12 months. Do those members think these are initiatives that Canadians are not going to benefit from?
There is the Canada growth fund to help build technology, infrastructure and businesses. I could go on and on, and then the Bloc is going to get up, ask about the health transfers and say we are failing because they do not happen to agree with the manner in which we are distributing the health transfers.
This fall economic statement is about providing supports for Canadians. That is exactly what has been laid out in this document. It is exactly why I am very much in favour of supporting it, and I think the Canadian people will judge those who choose not to support these measures, and we will see how that comes to be when we get to vote for this. Hopefully Conservatives will let us vote on this some time in the fall, rather than waiting until June, like last year, but I will not hold my breath.
