Madam Speaker, I thank the member for that very serious question. I think it is a fair question, and an angle that, quite frankly, the government should be pushed on because there is always more that we can do.
There is the northern housing plan, and I might have the name wrong, but perhaps that is not enough. Perhaps this member thinks that it needs to go further, and perhaps there is validity in that claim. However, it is important to reflect on the fact that we are building a lot of housing throughout the country.
I used to be a mayor of a city in Ontario, and I could not have ever thought of the federal government coming to a municipality and saying, “Let's make a deal” and completely leaving the province out of it. That was unheard of in my time in local government. However, we have a Minister of Housing who is literally going around the country to different communities and saying, “I don't even want to talk to the province. How do I make a deal with you directly?”
However, the member's question was more about indigenous communities, and I completely accept that. Perhaps we should be doing more, and I encourage her to continue to stand up to challenge the government to do more in that regard.

Madam Speaker, I find it interesting that the member just said that Ottawa is not in the business of telling municipalities what to do, when the leader of the Conservative Party just recently called two municipal leaders incompetent: the mayor of Montreal and one other. I wonder if the member has had the opportunity to talk to his leader about how inappropriate those comments were.

Madam Speaker, it is because, at the city council and the mayoral levels, people could not care less who is in government in Ottawa. They are looking for a partner. They are looking for programs to work with the government on to make communities better.
Unfortunately, the Leader of the Opposition has no interest in that. All he is interested in doing is picking fights in various municipalities by threatening people. That is not what we are going to do. We want to work with municipalities. As a former municipal leader, I know that is the better way to do it.

Madam Speaker, I am so glad the member brought up yesterday's opposition day motion, because I was not here so I was not able to contribute. Now I have the opportunity to ask her a question given she spent some time talking about it.
The Conservatives are talking about municipal gatekeepers, which is an interesting way to reflect on and appreciate municipal councils and mayors throughout the country who are elected and trying to represent their constituents. Nonetheless, what the Conservatives are doing is basically suggesting the federal government can somehow affect the direct policies in neighbourhoods about zoning, intensification and increasing density.
I know she says and the Conservatives say that this is about incentivizing municipalities to build more housing and tying, I guess, money to that incentivizing process. Can she explain to this House exactly how they would incentivize that, but more importantly, how it is different from the current existing housing accelerator fund that does exactly that?

Mr. Speaker, that is an absolutely excellent question, and I wish I knew the answer to it, but I do not.
I was in municipal government before coming here, and the minute we built a brand new building, we had already started building a reserve fund to deal with the challenges the building would face years and decades down the road. If one goes into a municipality and wants to build a new building, they have to give the municipality a deposit on the site plan. If they do not deliver on the site plan, the municipality can come in and pay for it. Why on earth that was not set up for oil wells, I do not know. I can respect the fact that the times must have been different then. I do not know what the circumstances were like, but in hindsight, it was just not the right thing to do by all the previous governments that dealt with this.

Mr. Speaker, based on his comments, the member would have one believe no government should be doing any outsourcing, which I find very difficult to fathom. In my time even at the municipal level, I knew for a fact that outsourcing for various projects was not only a necessity but a benefit to municipalities. I know this member actually happened to serve on the Hamilton City Council. When the member was on city council, did he object to every proposal to have an outside firm do work on the assumption that all the work could be done by public servants?

Madam Speaker, the member indicated that it is not in the preamble. Could it be in the preamble? Maybe it should be. I am not sure.
What I did learn very quickly from my days on municipal council is that the preamble really does not matter; it is the resolve clauses in the motion, or in this case the bill, that really matter. Do I believe that privacy is of the utmost importance? Absolutely. It is talked about throughout this bill. Should that be in the preamble? I am sure that is another matter that could be discussed at committee to determine if it is appropriate.

Mr. Speaker, there is so much incredible misinformation in that speech that I just do not even know where to begin.
I would point out for the member that at the beginning of his speech he said that spending government money, in particular in this program, would have an inflationary impact. He then later went on to talk about how giving people $500 would not affect the economy, and he said it twice. Which one is it? Is it going to have an inflationary impact or is it not? That is what he said. He should review the tape. Maybe he misspoke.
More importantly, the member talked about housing and said that the federal government should work with municipalities to cut red tape. I worked at the municipal level. I know the way that it works. He knows the way that it works. Every member in this House knows the way that it works. Municipality planning acts and their ability to change zoning and so on and so forth are 100% under the jurisdiction of provinces. He knows that. Why does he come to this place and say that the federal government should work with municipalities to remove red tape? It makes no sense.

Madam Speaker, I listened to the intervention by the member today and I find it quite fascinating that previous Bloc MPs have risen and said that we are not moving fast enough with various things, in particular in relation to green infrastructure.
The Infrastructure Bank is funding so many of these projects. We just have to go online to see that, but the member is now complaining that municipalities and the provinces are asked to submit their plans and their applications for 10 months from now. I was a mayor of a city and a city councillor and I know very well that if a municipality has a project on the go or is interested, 10 months is more than long enough to get council approval to proceed with an application and put together the basic framework for an application to submit.
I am curious if the member can comment on one or two municipalities that he knows for which 10 months would not be long enough to put together a plan for that application.

Madam Speaker, I thank the member for his well-delivered speech and the initiative he has brought forward.
I am curious if he can comment on the fact that no other jurisdiction, whether provincial or passed on from a province to a municipality, seems to have taken up this initiative to lower the voting age. I am wondering if he is aware of any consultation that provinces have done and what that consultation might be.
