Mr. Speaker, I will just push back and counter the parliamentary secretary's comments, because, as I mentioned at the start of my speech and as I have brought up in debate previously, I am a big believer that every member in this House should have the opportunity to speak to every piece of legislation, if it is something that their constituents want them to speak to. That member is a member who speaks at every stage to every bill and to every amendment. In fact, he even spoke just two days ago to my private member's bill. He did not even listen to my speech on it, and I am the sponsor and the mover of the bill. There were other Liberal MPs I talked to who wanted to speak to it, yet he does not want to let them speak. He has to speak to it, when he does not even have a clue what he is speaking about.

Madam Speaker, I wish I could answer. I really take pride in trying to answer all questions. I have no idea of the logic or the rationale. It is not something I am familiar with. I will follow up with the member to try to get an answer by talking to my colleagues who are part of that committee, but I was not aware.
The bottom line is, to highlight what I did bring up in my speech, it was not even just about the fact that another level of government was telling Quebec what to do. Quebec actually took its time to implement it properly. It did not force it down anybody's throat. It took the time necessary to consider the impact, build the labour force for it and do everything needed to actually implement a successful program.

Madam Speaker, on a point of order, I am wondering about the relevance of the member's speech. The report is about Arctic sovereignty, and he is talking about procedural processes in the House of Commons.

Mr. Speaker, I want to thank my colleague for a great speech.
He talked about the backlog in the justice system, especially when considering the massive rise, a 32% increase, in violent crime in Canada since the Liberals formed the government.
First, how important is this legislation to addressing that backlog? Second, can he comment on the hypocrisy of the government waiting so long to bring this bill forward compared to its bringing Bill C-5 forward to eliminate the mandatory minimums for violent crime in Canada?

Mr. Speaker, that was a very passionate speech that really hit home for me, as I have a young daughter.
I just want the member to expand a bit. I could not agree more that we should be focused in the House on going after the root causes of issues such as gang crime and drugs, and helping our youth deal with addiction and mental health, etc.
The member alluded to a program that lost funding under the current federal government. I would like to know a little more about that. That is the type of program we should be spending time debating and investing in as a government.

Mr. Speaker, today 30% of the seats in the House of Commons are held by women. March 24 is Agnes Macphail Day, in celebration of her birthday and honouring her as the first woman elected to this chamber just over 100 years ago. Agnes was first elected to federal politics to represent the riding of Grey Southeast and would later represent the Grey—Bruce riding, part of the riding I have the honour of representing.
Last night I had the privilege of listening to the winning speeches at the 76th annual Grey County Federation of Agriculture public speaking contest. What stood out to me was that the overwhelming majority of the student participants were young women. I am confident in saying that many of them will be future leaders in my riding and across Canada, especially in the cultural, political and agricultural fields.
I hope all members will join me in recognizing the historic and inspiring contributions Agnes made to Canada and in honouring her as a pioneer who inspired and continues to inspire women across this country to take their place in the House of Commons.

Madam Speaker, I would correct my Liberal colleague. If he goes back and listens to my speech, I never actually made any allegations that there were no justifications or steps. There have been speeches that noted that, but it was not part of my speech.
With respect to the member's comment, if only 263 accounts have been frozen so far and he is saying that is a good sign of restraint, I would agree with him.
