Mr. Speaker, I will just push back and counter the parliamentary secretary's comments, because, as I mentioned at the start of my speech and as I have brought up in debate previously, I am a big believer that every member in this House should have the opportunity to speak to every piece of legislation, if it is something that their constituents want them to speak to. That member is a member who speaks at every stage to every bill and to every amendment. In fact, he even spoke just two days ago to my private member's bill. He did not even listen to my speech on it, and I am the sponsor and the mover of the bill. There were other Liberal MPs I talked to who wanted to speak to it, yet he does not want to let them speak. He has to speak to it, when he does not even have a clue what he is speaking about.

Madam Speaker, unfortunately, I cannot answer a question on a bill that has yet to be fully debated or analyzed, on pharmacare. I did speak to Bill C-35 and the child care program in Quebec, and I complimented Quebec because it was able to implement something. The majority of this does fall within provincial jurisdiction. I made the comment when I spoke to this last year that I do not even understand why legislation is being brought in on this. The agreements have been signed. There are many other things we could be addressing versus debating something that has already been signed with the provinces and territories.

Mr. Speaker, I rise on the same point of order. That has been done. The interpreters do have a copy of the amendment the hon. House leader of the opposition is speaking to.

Madam Speaker, I am not going to even provide a dignified response to that. The fact of the matter is that every member of Parliament should be able to speak to every bill at every stage, if it means something to their constituents. That is why we are here: to represent our constituents, whether we are Conservative members of Parliament or Liberal backbenchers. It would be nice if that member or the member for Winnipeg North would let somebody else in the Liberal caucus speak.
