Mr. Speaker, let us make sure talking points do not get in the way of the facts. Ten of the 12 mandatory minimums the Liberals are removing were introduced by previous Liberal governments, i.e., the senior Trudeau and Chrétien governments. What did the previous Liberal governments get so wrong? As violent crime continued to increase in the last seven years under the Liberal government, why is it so focused on helping criminals and repeat offenders instead of standing up for the victims? When will the Liberals repeal their soft-on-crime agenda?

Madam Speaker, I thank my colleague for his question. I have a great deal of respect for him. I have no issues with lists of criminal organizations right across this country. The challenge I have in my riding, as in a lot of rural ridings, is how we quantify that and get down to it, etc. I have no issues with criminal organizations being listed. I think that is important information that law enforcement should have if it can help, because I think it really gets to the root causes of gun violence in Canada: illegal crimes and gangs. Let us fix that.

Madam Speaker, my hon. colleague's speech was really fascinating and it triggered a memory of mine of Michael Sheehan's book, Crush the Cell: How to Defeat Terrorism Without Terrorizing Ourselves. That book talks about an aspect of cleaning up crime in New York. When they went after the subways and cleaned up the graffiti and cleaned up those lower crimes, that lowered crime writ large. Could the member please explain just a bit more about the broken windows theory and the idea that it is important to nip this in the bud right away and deal with criminals at that early stage before they escalate to more violent crimes?
