Madam Speaker, I want to thank my colleague for bringing this legislation here to the chamber. I am proud to have seconded it. My question is around the Magnitsky act and just the importance of it. The member highlighted clearly why it is so important, but specifically he did indicate that it has not been used nearly as well or as much as it could be. I want the member to elaborate on what that does to Canada's reputation on the international stage as a leader for defending human rights right across this globe, and how our taking these actions would be much more beneficial and why it is so important.

Mr. Speaker, the second petition is from petitioners who are concerned about the Chinese Communist Party's arbitrary detention of Canadians, as we have seen recently. There are still over 100 Canadians in detention. In particular, the petition highlights Huseyin Celil, a Canadian who has been detained in China since 2006. The Chinese government is refusing to acknowledge his Canadian citizenship and has refused him consular services. Specifically, the petitioners are demanding that the Chinese government recognize Mr. Celil's Canadian citizenship and provide him with consular and legal services, that this unjust detention becomes a priority for the Canadian government, that the government appoint a special envoy to ensure his release and that the government ultimately work with the U.S. administration and other allies to seek the release of Mr. Huseyin Celil from detention by the Chinese communist regime.

Mr. Speaker, I thank my hon. colleague for his dedication and service to our country, in particular in preparing our service members to help out in Afghanistan and help Afghans. He highlighted the risk that Afghans face on a daily basis from the Taliban. I know first-hand the torture and abuse and how vicious the Taliban can be when they take revenge on those they feel do not support their cause. I would like the member to elaborate further on the urgency of setting up this committee and getting solid recommendations to the government to take action now.
