Mr. Speaker, I get that transparency is an elusive concept for the government, but it is in the minister's best interest to get to the bottom of this to clear his name. So far, his committee interventions have shown an evasiveness and a laissez-faire attitude toward this serious situation. Perhaps ethical breaches are so old hat for this Liberal Party that the minister does not see this as a big deal. Canadians, however, disagree.
When will the minister take his scandal seriously and tell us who the real Randy is?

Mr. Speaker, there has been more explosive testimony on the ArriveCAN scandal. Yesterday, the committee heard from Minh Doan, the former CBSA vice-president who is at the centre of this controversy. Not only was he the person responsible for hiring GC Strategies, but it is also alleged that he deleted 20,000 emails pertaining to arrive scam. When pressed on the issue of the lost emails, he said that he changed the battery in his computer and, poof, 20,000 emails were gone. How convenient.
We also received text messages of a conversation he had with a colleague about his committee summons where he admitted that he could not “throw ministers under the bus” and that there is a gap between what he wants to say and what he can say.
There is still a dark cloud of secrecy that hangs over arrive scam. Who is Mr. Doan protecting? Who is he covering for? Conservatives will continue to ask the tough questions to get to the bottom of this boondoggle of a scandal.

Madam Speaker, my colleague is woefully wrong in the approach he takes. He indicates this was arm's length, and initially it was established as arm's length. However, when we have the Prime Minister handpicking the chair to sit on the board and to excuse numerous, close to 100, conflicts of interest, it is no longer arm's length. It becomes another Liberal-friendly entity, and taxpayer monies were misused, consistently, year after year.
To the member's point that the government reacted swiftly, that is garbage. It did not happen. The Liberals only reacted when they were embarrassed by these whistle-blowers coming forward and releasing details of all the conversations with the ADM. Then it was, “Whoops, we got another scandal on our hands, better tamp this down as quickly as possible, call for investigations.” That is my response.

Where were all those ministers for a period of three-plus years? Were they completely tone deaf? Were they completely derelict in their responsibility, asleep at the wheel? Were they simply complicit with fleecing the Canadian taxpayer of at least $60 million?
Why is that important? It is because they need to look themselves in the mirror and say to Canadians that they did not provide the appropriate ministerial oversight.
I have heard from deputy ministers and from several presidents of the impugned agencies, as laid out in the Auditor General's report. Every one of them confirmed regular, consistent, numerous discussions with the appropriate minister.
Surely, all of them, including the Prime Minister, knew how badly out of control this arrive scam was going. They had the opportunity to rein in this out-of-control spending and stop the criminality, but they did not.
That is what Canadians should be most appalled about, not necessarily just our professional public servants and those individuals they contracted with, such as GC Strategies. They are under investigation. Quite frankly, the government and the Prime Minister need to be under investigation.
We all know what is going to happen; we knew about it in the Aga Khan scandal and the SNC-Lavalin scandal. There is a two-tiered level of justice when it comes to dealing with government misconduct, potential government criminality and potential criminality involving the Prime Minister. The Prime Minister has the luxury of hiding behind cabinet confidentiality.
Today, in the ethics committee, I put it this way to the RCMP commissioner: Are Canadians to believe that the Prime Minister can engage in a whole host of criminal activities and simply hide behind the shield of cabinet confidentiality? He did not have a good response, I will admit. Certainly, that is what it looks like.
As a former Crown prosecutor, I can say that there was ample evidence to support the charge of obstruction of justice by the Prime Minister in his campaign of trying to influence the actions of the first indigenous attorney general, Jody Wilson-Raybould. However, again, the government would not release the documents. It would not release them to the Ethics Commissioner and certainly not to the RCMP.
However, the government talks about how independent the RCMP is. It talks about how it is going to be transparent and accountable. The Prime Minister promised Canadians that in 2015.
Madam Speaker, look at the mess they have created in the last eight years. They are the most corrupt government this country has ever seen. There is no question about that.
The member for Winnipeg North can laugh all he wants; he knows it is the truth. He knows how difficult it is, day after day, to sit in this House and defend the illegal actions of the government.
I have so much to say here that I do not even know where to begin.
Now the members of the NDP caucus are blindly following along with everything the Liberal government has to say. They are so hypocritical. They will challenge and they will fiercely try to argue that we should be holding the government to account, yet they blindly support it time after time. They voted with the Liberal government on at least eight occasions to continue funding this particular scam. If they had voted no on at least one occasion if not all of those occasions, I certainly would not be standing here today talking about the scandal and its cost to the taxpayers.
I will conclude with this. After eight years, the Liberal government has proven itself both financially incompetent and riddled with corruption. Common-sense Conservatives will get to the bottom of the scandal and bring home accountability for taxpayers.
Therefore I stand in the House today, along with my Conservative colleagues, to hold the government accountable for its reckless and irresponsible use of taxpayer dollars. Conservatives demand that the government take decisive action to recover all funds paid to the ArriveCAN contractors, and most importantly the subcontractors, who failed to deliver on their obligations. We are asking for that within 100 days of the motion's being adopted. We are calling on the Prime Minister to present a comprehensive report to the House demonstrating the successful repayment of the taxpayer funds.
This motion is a crucial step in bringing home accountability for Canadians, and it is well within the federal government's mandate. With a commitment to common-sense governance, Conservatives are steadfast in unravelling the scandal and restoring accountability for taxpayers. I encourage all members of the House to stand and support our common-sense motion.

Mr. Speaker, after eight years, it is time for the NDP-Liberal government to end the cover-ups and come clean with Canadians about the ArriveCAN scandal. Two senior bureaucrats were caught lying to committee about their role in hiring a two-person basement company for the $54-million arrive scam. With cozy relationships with the government, GC Strategies was hired over Deloitte, Microsoft and Apple. It is outrageous.
Which Liberal minister hired the company and paid it 11 million taxpayer dollars for doing absolutely nothing?

Mr. Speaker, outright incompetence is how senior officials to the Prime Minister describe the scandal around the $1-billion green slush fund, $40 million of which is under investigation for suspicious payments.
Leaked audio has been recently released, and members will not believe what a Liberal government official had to say about it. He called this fund “a sponsorship-scandal level kind of giveaway”. After eight years of the Prime Minister, he is simply not worth the cost.
The unholy alliance of the NDP and the Liberals, with its spending, scandals and corruption, has now caused sponsorship scandal 2.0. The previous Liberal sponsorship scandal began with an Auditor General investigation. Today, we learned that the Auditor General is now investigating the taxpayer abuse at the $1-billion green slush fund.
Liberal corruption must stop. Common-sense Conservatives will finally clean up this mess.

Mr. Speaker, after eight years of the government's ongoing corruption, we have yet another scandal. We have had conflicts of interest, nepotism and abuse of power. Now we have allegations of criminality around the contracting practices in the top offices of the government.
The $54-million price tag for the arrive scam app is just the tip of the iceberg. Last week, the NDP-Liberal coalition voted to shut down the testimony of the Auditor General's review of this scandal.

Everything that I said in my last 30 seconds, Mr. Speaker, was always through you. The fact is that I turned and looked at NDP members. Unfortunately, I cannot speak to the leader, but, notwithstanding that, the choice is there.
Will the New Democrats continue to prop up the government, or will they get to the heart of the scandal and find out what Katie Telford knew?

Madam Speaker, listening to my friend, his comments are completely off topic, which is par for the course for him. To take a page from the Liberal government that it ought not to take any lessons from the Conservative members who challenge the Liberal government on a daily basis in question period, perhaps he should listen to his own rhetoric. The bottom line is, if he has nothing to hide, why are Liberals consistently doing things to conceal documents that are relevant to this particular study?
Let us look at the SNC-Lavalin scandal. Let us look at the WE scandal or the Winnipeg labs scandal, where they actually had to sue the Speaker of the House. This is the pattern of the government. It is not about accountability. We want to get to the truth. Canadians want to get to the truth.
