Mr. Speaker, I hope the government holds itself accountable.
The arrive scam merely scratches the surface of the rot and corruption in the NDP-Liberal government. Its procurement system is seriously flawed and broken. For example, it paid KPMG, a consulting company, almost 700,000 taxpayer dollars to learn how to cut back on consultants. One cannot make up this lunacy. It has learned nothing.
The question is simple: In the budget next week, will we see a cut to all of the corruption?

Madam Speaker, I too enjoy working with my friend on a number of committees. I always value her sage advice, her thoughtful questions and the probing way she too wants to get to the bottom of this. I think she touched upon a very important point.
We are basically speaking in the House about GC Strategies and what it did to the procurement process within the arrive scam context. However, with respect to the broader point and to respond to my colleague, I think it is symbolic of what has been allowed to occur with the corrupt Liberal government. If it occurred with arrive scam, one only has to wonder how many other millions, if not billions, of wasted dollars have gone to other similar contractors and subcontractors, so I think there is an excellent opportunity to expand this in many other ways onto many other committees.

Madam Speaker, I will start with a caveat. I have been involved in so many committees looking at this particular scam that it will be a real challenge to keep my comments to 10 minutes. I could literally speak for hours, but I am happy to highlight some of the important points today.
I will start by reiterating our common-sense plan. As Conservatives, we will axe the tax, build the homes, fix the budget and stop the crime. After eight years, with a worn-out, tired Liberal-NDP government, Canadians have endured unprecedented levels of corruption.
Today, we are debating the Conservative motion that calls on the Liberal government to table the full cost of the arrive scam app within 100 days from today's date and to reclaim all money that was paid to contractors and subcontractors who performed no work. This is the app, according to the Prime Minister, that should have cost the taxpayer $80,000, but now we have the Auditor General guessing at an amount of $60 million. It could be $70 million or $80 million. We do not know how much more than $60 million, but we do know that it is at least 750 times more than the original cost.
I have been keeping track for several weeks now; several ministers, if not members of the backbench, have commented that, if the rules were broken and there was malfeasance or criminality, those responsible will be held accountable for their actions. What we have not heard at all is any minister, including the Prime Minister, indicating in the House that the buck stops with the government. Where was the Prime Minister? Where was the Minister of Public Services and Procurement?

Mr. Speaker, the previous member stands for the rights of Canadians and getting to the heart of the $60-million arrive scam. The NDP voted yes at least eight times to give tens of millions of cost overruns and money-for-nothing contracts to shell companies, including a $20-million contract to a two-person basement business that wrote the terms for its own contract. The Prime Minister is worth neither the cost nor the corruption.
I will ask this again: What did the Liberals have to do to require the NDP to fund the arrive scam?

Mr. Speaker, what a completely insincere answer. It is a fraud on Canadians.
Since the Prime Minister took office, over $250 million has been given to GC Strategies, two guys working in their basement, $20 million alone for the arrive scam. Criminality is rampant with evidence the committee has recently heard.
The arrive scam is just like the Prime Minister, not worth the cost, not worth the corruption. Fleeced taxpayers want an honest answer.
Will the Prime Minister finally call on the RCMP to expand the investigation? Yes or no.

Now, the committee studying this scam has heard evidence of forgery, fraud, obstruction of justice and breach of trust by government officials. The arrive scam is just like the Prime Minister, not worth the cost, not worth the corruption.
Will the Prime Minister finally stop the cover-up and join us to call on the RCMP to expand the investigation?

Mr. Speaker, I have one word for the government: jaw-dropping.
Today the Auditor General revealed that the Prime Minister paid almost $20 million to GC Strategies for his arrive scam. The two-person consulting company working out of a basement performed no actual IT work on the app. The amount is double what the government previously reported.
Will the Prime Minister admit that he rigged the system to pay well-connected Liberal insiders while fleecing taxpayers?

Mr. Speaker, Canadians want these questions asked of the ethically and morally challenged government. Public officials were caught lying and insiders who became millionaires through the arrive scam app were caught lying. It is time for honesty and clarity in this House. For weeks, we have heard the same talking points from the minister and no action. No one has been charged and no one has been fired.
Once again, will the minister responsible for this fiasco that the RCMP is investigating please stand up?

Mr. Speaker, after eight years, it is time for the NDP-Liberal government to end the cover-ups and come clean with Canadians about the ArriveCAN scandal. Two senior bureaucrats were caught lying to committee about their role in hiring a two-person basement company for the $54-million arrive scam. With cozy relationships with the government, GC Strategies was hired over Deloitte, Microsoft and Apple. It is outrageous.

Mr. Speaker, after eight years of the government's ongoing corruption, we have yet another scandal. We have had conflicts of interest, nepotism and abuse of power. Now we have allegations of criminality around the contracting practices in the top offices of the government.
The $54-million price tag for the arrive scam app is just the tip of the iceberg. Last week, the NDP-Liberal coalition voted to shut down the testimony of the Auditor General's review of this scandal.
