That a humble address be presented to His Majesty the King in the following words:
TO THE KING'S MOST EXCELLENT MAJESTY:
MOST GRACIOUS SOVEREIGN:
We, Your Majesty's dutiful and loyal subjects, the Commons of Canada, in Parliament assembled, respectfully desire to express our deep sympathy to Your Majesty for the great loss you have sustained by the death of your beloved mother, Her Majesty Queen Elizabeth II.
We mourn with you, with members of the Royal family and with the people of all of your realms, the loss of our Queen, whose selfless dedication to duty earned our respect and admiration. For more than seven decades, Her Majesty The Queen demonstrated her commitment to the people of Canada, who in return offered their great affection and loyalty.
In this time of sorrow, we welcome Your Majesty's accession to the throne and convey a sincere expression of our loyalty and our devotion.
We, the Commons of Canada, will do our utmost to uphold and support Your Majesty as you undertake your heavy responsibilities.
That the said Address be engrossed; and
That a message be sent to the Senate informing their Honours that this House has passed the said Address and requesting their Honours to unite with this House therein by filling up the blanks with the words “the Senate and”.

That, notwithstanding any standing order, special order or usual practice of the House:
(a) the House meet today and tomorrow for the sole purpose of paying tribute and making statements on the passing of Her Majesty Queen Elizabeth II and the accession to the throne of His Majesty King Charles III and, during these sittings,
(i) immediately after the adoption of this motion, a member from each recognized party and one member of the Green party may make a statement on behalf of their party, and that afterwards, the House observe a moment of silence,
(ii) that all other members wishing to make a statement be allowed to speak,
(iii) the Prime Minister and the Leader of the Official Opposition have unlimited time for their statement, and other members have no more than 10 minutes each,
(iv) no quorum calls or dilatory motions shall be received by the Chair,
(v) the sitting shall not be counted for the purposes of subparagraph (c)(ii) of the order adopted on May 2, 2022, governing proceedings until June 23, 2022, and Standing Orders 34(1), 36(8)(b), 37(3), 39(5)(b), 81(10)(c), 93(2) and 97.1 and provided that the answers due on those days for written questions and to petitions shall be tabled on September 20, 2022;
(b) at the ordinary hour of daily adjournment today or when no member rises to speak, whichever is earlier, the House shall adjourn until Friday, September 16, 2022, at 10 a.m.;
(c) at the ordinary hour of daily adjournment on Friday, September 16, 2022, or when no member rises to speak, whichever is earlier, the House shall adjourn until Tuesday, September 20, 2022, provided that, for the purposes of Standing Order 28, the House shall be deemed to have sat on Monday, September 19, 2022.

That, notwithstanding any Standing Order, special order or usual practice of the House:
(a) on Thursday, February 17, 2022, Orders of the Day shall be extended beyond the ordinary hour of daily adjournment for the purpose of considering the motion for confirmation of the declaration of emergency standing on the Order Paper in the name of the Minister of Public Safety, and when no Member rises to speak or at 11:59 p.m., whichever is earlier, the House shall stand adjourned until the next day;
(b) on Friday, February 18, 2022, the House shall proceed with the ordinary daily program, provided that it meet at 7 a.m. and sit beyond the ordinary hour of daily adjournment for the purpose of considering the aforementioned motion, and when no Member rises to speak or at 11:59 p.m., whichever is earlier, it shall stand adjourned until the next day;
(c) on Saturday, February 19, 2022, and Sunday February 20, 2022, the House shall convene at 7 a.m. for the sole purpose of considering the aforementioned motion and when no Member rises to speak or at 11:59 p.m., whichever is earlier, it shall stand adjourned until the next day;
(d) on Monday, February 21, 2022,
(i) the House shall proceed with the ordinary daily program, provided that it meet at 7 a.m. and that it sit beyond the ordinary hour of daily adjournment for the purpose of considering the aforementioned motion,
(ii) if no Member rises to speak on the motion at any time before Statements by Members, all questions necessary to dispose of the motion be put and if a recorded division is requested it be deferred to 7:30 p.m. that day and the sitting then be suspended until the time provided for Statements by Members and be suspended again after routine proceedings until 7:30 p.m.,
(iii) if no Member rises to speak on the motion at any time after routine proceedings, all questions necessary to dispose of the motion be put and if a recorded division is requested it be deferred to 7:30 p.m. that day and the sitting then be suspended until 7:30 p.m.,
(iv) at 7:30 p.m., if not previously disposed of, all questions necessary to dispose of the motion be put and if a recorded division is requested it shall not be deferred;
(e) if, during the sittings of February 18, 19 and 20, the Speaker receives notice from the House leaders or whips of all recognized parties that they are satisfied no further member wishes to speak on the motion, all questions necessary to dispose of the motion be put and if a recorded division is requested it be deferred to Monday, February 21, 2022, at 7:30 p.m., and that the House stand adjourned until this time;
(f) during the sittings of February 17, 18, 19, 20 and 21,
(i) the Speaker shall not receive any dilatory motions, and shall only accept a request for unanimous consent after receiving a notice from the House leaders or whips of all recognized parties stating that they are in agreement with such a request,
(ii) the House may be adjourned before the aforementioned times pursuant to a motion to adjourn proposed by a Minister of the Crown,
(iii) the application of Standing Orders 26, 38 and 52 be suspended, the sittings of February 19, 20 and 21 not be counted for the purposes of Standing Orders 34(1), 36(8)(b), 39(5)(b), 51(1), 81(10)(c), 92 and 91.1, Private Members' Business shall not be taken up, and provided that any response to petitions and questions on Order Paper otherwise due on those days shall be tabled at the sitting of the house on February 28, 2022.
(iv) no motion be allowed to be moved during routine proceedings, except by unanimous consent;
(g) notices laid on the table, or filed with the clerk for publication between the hours of 6 p.m. on Thursday, February 17, 2022, and 6 p.m. on Thursday, February 24, 2022, only be printed for the Notice Paper of Monday, February 28, 2022;
(h) when proceedings are completed on the motion for confirmation of the declaration of emergency, the House stand adjourned until Monday, February 28, 2022, at 11 a.m., pursuant to Standing Orders 28(2) and 24(1).

That, notwithstanding any Standing Order, special order or usual practice of the House, Bill C-3, an act to amend the Criminal Code and the Canada Labour Code be disposed of as follows:
1. the bill, as amended, be deemed to have been concurred at the report stage with the further amendments contained in the document tabled earlier today;
2. the bill be immediately considered at third reading stage;
3. when the bill is taken up at third reading stage, a member of each recognized party be allowed to speak for not more than 10 minutes each followed by five minutes for questions and comments and, at the conclusion of the time provided for debate or when no member rises to speak, whichever is earlier, the bill shall be deemed read a third time and passed;
4. the Law Clerk and Parliamentary Counsel be authorized to make any technical changes or corrections to the bill as may be necessary to give effect to this motion; and

That, notwithstanding any Standing Order, special order or usual practice of the House:
(a) following Oral Questions later this day, the House shall proceed to a recorded division on the motion for second reading of Bill C-2, An Act to provide further support in response to COVID-19;
(b) that the members to serve on the Standing Committee on Finance be appointed by the whip of each recognized party depositing with the Clerk of the House a list of his or her party's members no later than 24 hours after the adoption of this order, and that the Clerk of the House shall convene a meeting of the committee no later than Monday, December 6, 2021;
(c) the Standing Committee on Finance shall be composed of six members of the Liberal Party, four members of the Conservative Party, one member of the Bloc Québécois and one member of the New Democratic Party;
(d) if Bill C-2 is read a second time and referred to the Standing Committee on Finance, the Deputy Prime Minister and Minister of Finance be invited to appear as a witness for the committee during the consideration of the bill, and that she answer questions for not less than two hours after her opening statement;
(e) the Standing Committee on Procedure and House Affairs be appointed to prepare and report lists of members to compose the standing and standing joint committees of this House, and that the committee be composed of Bardish Chagger, Ryan Turnbull, Mark Gerretsen, Sherry Romanado, Ruby Sahota, Greg Fergus, Michael Barrett, Blain Calkins, Eric Duncan, Brad Vis, Alain Therrien and Rachel Blaney;
(f) the Clerk of the House shall convene a meeting of the Standing Committee on Procedure and House Affairs tomorrow at 12:30 p.m.;
(g) immediately upon the tabling of the report referred to in paragraph (e), it shall be concurred in;
(h) the Clerk of the House shall convene organizational meetings of all the Standing Committees no later than Friday, December 17, 2021;
(i) for the duration of the 44th Parliament:
(i) Standing Order 104(1) be amended by replacing the words “10 members”, with the words “12 members”,
(ii) Standing Order 104(2) be amended by replacing the words “10 members” with the following: “12 members, except for the Standing Committee on Access to Information, Privacy and Ethics, the Standing Committee on Government Operations and Estimates, the Standing Committee on Public Accounts and the Standing Committee on the Status of Women, which shall consist of 11 members”,
(iii) Standing Order 106(4) be amended by adding, after the words “any four members of the said committee”, the words “representing at least two different political parties”,
(iv) Standing Orders 104(5), 104(6)(b), 114(2)(e) and 114(2)(f) be suspended,
(v) Standing Order 108(1)(c) be amended by adding, after the word “subcommittees”, the words “, composed of members from all recognized parties,”; and
(j) the Clerk of the House be authorized to make any required editorial and consequential alterations to the Standing Orders, including to the marginal notes.
