Mr. Speaker, I have good news. The work I did with my colleague and the other House leaders last summer has resulted in the Hogue commission.
We believe that the terms of reference we negotiated with our friend from La Prairie allows the commission to do precisely the work that the Bloc Québécois motion calls for.
We will support the motion in tomorrow's vote. We will work with the Hogue commission precisely to determine the best way to proceed.

Mr. Speaker, unfortunately, I disagree with what my colleague said. He knows full well that we are the first government to bring in measures to counter foreign interference and we have improved those measures. Following expert recommendations, we adjusted the measures to strengthen them further.
We have worked with our friends at the Bloc Québécois and other parties to help the commission and Justice Hogue do their work. We look forward to having her recommendations.
Parliament will certainly have to work together to follow through on those recommendations.

Mr. Speaker, as the Prime Minister said a few minutes ago, we very much appreciate the suggestions we have received from the Bloc Québécois. They put forward strong names of credible people. I think it is a good start to a meaningful conversation.
We also share the Bloc Québécois' concerns about acting quickly enough so as not to delay a public process. We look forward to working with the Bloc and, I hope, the other political parties to identify the person or persons who can lead this process and have an appropriate mandate. His letter is a very good start.

Mr. Speaker, how unsurprising to hear that another of my ideas has been branded a waste of time. The Bloc Québécois leader refuses to receive reliable top secret information from our intelligence agencies. Furthermore, Mr. Johnston was invited to appear before a parliamentary committee, which he did, for more than three hours, during which he was asked no questions of substance on foreign interference, but simply grilled on his integrity. In our opinion, that is the real waste of time.

Mr. Speaker, we were disappointed but not surprised that the leader of the Bloc Québécois refused to have access to the most important and confidential information from CSIS. That would have given him a clearer picture of the facts in the whole matter of foreign interference.
I, too, used to be an opposition member. I understand that sometimes the truth is hard for the opposition. However, this time, we made an offer to the opposition party leaders, including the leader of the Bloc Québécois and the Conservative Party leader. They refused to get access to this information because they prefer to play political games.

Mr. Speaker, again, I invite my colleague from La Prairie to talk to his leader and convince him to take advantage of the government's serious offer to share highly sensitive intelligence, so that the leader of the Bloc Québécois and his colleague who sits on the committee of parliamentarians in charge of looking into precisely this type of issue can look at the very facts that Mr. Johnston and the committee of parliamentarians will see to reach their conclusions.
I think that is the least the Bloc Québécois can do on such an important issue.

Mr. Speaker, I once again encourage the leader of the Bloc Québécois to accept the government's offer to access the most sensitive and specific details that Mr. Johnston and the committee of parliamentarians, which includes a representative from the Bloc Québécois and from each of the other opposition parties, had access to. I would encourage him to access all that information and get all the facts before coming to unfounded partisan conclusions.
This is a serious matter that requires a serious response. I invite the Bloc Québécois to do exactly that.

Mr. Speaker, the Bloc is obviously trying to make us believe that it is serious about protecting our institutions, but let us take a look at its record.
When measures were put in place to protect our elections, the Bloc voted against them. When we took steps to prevent foreign money from influencing our elections, the Bloc voted against them. When it came to strengthening the integrity of our voter lists, the Bloc voted against that too.
We take the job of protecting our democratic institutions very seriously. We will continue to do whatever it takes to strengthen and protect them, and we would appreciate the Bloc's help, for once.

Mr. Speaker, my hon. colleague insists on repeating things about a secret committee. That must be the high-level committee that the Bloc is a member of, the committee that hears all the appropriate information about this and other national security issues and that tabled in Parliament reports that the government will act on.
The Bloc has fully participated in this process, and it is one of the processes that we set up to specifically address this issue.

Mr. Speaker, I do not think we need a lecture about starting fights from the Bloc Québécois, which is always spoiling for a fight. I know that my colleague, the Minister of Canadian Heritage, has often pointed that out. I am ready to do so myself. I have good news for my Bloc colleague. A week ago, I had a really great meeting with the Mayor of Quebec City and the provincial infrastructure minister, who even came to Moncton. We had a really good conversation, and we are going to do good things for the people of Quebec.
