Mr. Speaker, the answer is yes. We will continue to be transparent and co-operate with the commission. I agree with my colleague. A judge as exceptional as Justice Hogue from the Quebec Court of Appeal is very well positioned to give Canadians confidence in our democratic institutions.
Canadians need to understand that the government will always ensure that the commission has access to all the documents needed to do this important work.
I really appreciated the work that I was able to do with my friend, the member for La Prairie.

We fully understand their concerns, and that is why I raised this issue with the president of the CBSA. I do not share my Bloc Québécois colleague's pessimism. As my colleague, the Quebec lieutenant, often says, they are experts in pessimism. I do not share that pessimism, but I understand the importance of doing things the right way.

Madam Speaker, I believe that on Thursday my colleague will take part in the summit with us. I will be very happy to work with her.
One of the things we did when we came to power was restore the jobs that were lost as a result of the major cuts inflicted by Mr. Harper’s previous government, for instance at the Canada Border Services Agency, where 1,000 jobs were eliminated. Half the jobs of officers who worked in criminal intelligence at border services were cut by the Conservative Government. That is why it is ironic that today the Conservatives are talking about investing in our law enforcement services.
I spoke to Minister Bonnardel from Quebec, who will also be with us on Thursday, and I will continue to work with him. The chiefs of police in the major cities are of course invited on Thursday. I am eager to hear their suggestions. We are going to invest more in border services and the RCMP so that they can be the best partners possible.

Madam Speaker, obviously, I commend my colleague for his parliamentary service in the House of Commons and previously in the Quebec National Assembly. I am fully aware of the statistics that my colleague gave about the number of cars stolen in my province of New Brunswick and in Moncton. I do not disagree at all with the numbers that my colleague provided. That is why we are working to get those numbers down, since they are obviously alarming.
However, I do want to correct my colleague on something. I know that it has often been said that there are five border officers at the port of Montreal who are working to stop the export of stolen vehicles. That is not at all the case. As I said, I went there myself and I saw that there are a lot more than five assigned to that task. We are working with the Montreal city police and the Sûreté du Québec, and we will continue to deploy the personnel needed to do this work.

Mr. Speaker, I know the opposition leader likes coming up with reasons to blame everyone.
I would like to set the record straight by saying that we are working with provincial partners in both Ontario and Quebec on this very important issue. We have invited provincial ministers, police forces, the manufacturing industry and insurance companies to meet with us next week. I myself had an excellent meeting with the Conservative Premier of Ontario, and we are going to do even more to tackle this problem.

Mr. Speaker, we obviously share the concerns of all Canadians with respect to the integrity of our borders.
My colleague is suggesting that we are going to cut RCMP staff in “C” Division in Quebec to fight organized crime and secure our borders, but that is not quite true.
Since the closure of Roxham Road and the changes to the safe third country agreement, the RCMP has reallocated its resources to priorities like organized crime and border security.

Mr. Speaker, we are going to keep fighting organized crime in a number of ways. We have invested more—$400 million more—to give our law enforcement agencies, the Canada Border Services Agency and the RCMP the tools they need to work with their partners in Quebec and the United States to fight organized crime coming into the country.
My colleague is well aware that I have discussed this with Minister Bonnardel. We will be taking further action with Quebec and our U.S. partners because we take this threat very seriously.

Mr. Speaker, I do not want to disagree with my colleague, but we have not lost control of our borders.
On the contrary, we are working with Canada's intelligence and security services. We share as much intelligence as possible under Canadian law so that our partners, whether American, Mexican or Canadian, including those in Quebec, can explore what more we can do to secure the border. I look forward to continuing my very positive discussions with Minister Bonnardel on this matter.

Mr. Speaker, we obviously share the concerns of all Canadians when it comes to the integrity of our borders.
That is precisely why we have invested additional funds in strengthening our border security posture. This is why I visited Washington a month and a half ago. I spoke with the U.S. Secretary of Homeland Security about specific ways that we could collaborate more. I also had an important discussion with my colleague, Quebec's public safety minister. We are going to keep increasing personnel as required to ensure that the border remains secure.

Mr. Speaker, at the beginning of his question, my hon. colleague pointed out the importance of protecting Canadians who are understandably worried about their safety and the safety of their community and meeting places. I agree with him on that.
Last week, I had discussions with Minister Bonnardel from Quebec and with other provincial and territorial ministers. These discussions focused specifically on how we can reassure and protect Canadians. I often speak to representatives of the RCMP and intelligence services. We will do whatever it takes in that regard.

Mr. Speaker, I thank my colleague from Pontiac for her question.
Canadians rely on public transit to get to where they need to be. That is why our government is investing $780 million to put 1,229 new electric buses on Quebec roads.
This historic investment in partnership with the Government of Canada will, of course, reduce our greenhouse gas emissions, support good jobs in Quebec's manufacturing industry and give Quebeckers a modern and reliable means of transportation.

Mr. Speaker, my hon. colleague knows full well that Quebec has several tools to control immigration into Quebec. We also know that there are posters all over Quebec saying “we are hiring”.
On Monday, I was in Saint‑Eustache with ministers from the Quebec government. On the way from Saint‑Eustache to Ottawa, there were companies everywhere, in industrial parks, that need workers.
We will work with the Quebec government and Quebec businesses to ensure that businesses have access to this workforce—

Mr. Speaker, we obviously share the sentiments of our colleague when it comes to the gratitude we have for the men and women who worked so hard in Quebec and in other provinces to restore power after the ice storm. We are obviously concerned about those who have suffered losses. There is an agreement between Canada and all the provinces to help recoup money and reimburse costs eligible under the agreements that have been in place for decades.
We are working with the Government of Quebec. We understand the urgent need to take action. That is precisely what we will do in partnership with the Government of Quebec.

Mr. Speaker, on the contrary, we will not deny the municipalities of Quebec or the Government of Quebec federal funding for projects as important as the public transit projects my colleague talked about.
For example, look at the blue line in Montreal or the tramway in Quebec City. These are essential projects that I address in my discussions with the mayor of Quebec City and the mayor of Longueuil.
We have always said that we would be there with the Government of Quebec to support important projects for the economic and environmental future of Quebec and Canada. I am confident that we will conclude this important agreement in the next few days.

Mr. Speaker, I thank my colleague for his important question. It gives me an opportunity to remind him of how well we work with the Government of Quebec on infrastructure issues. I have had extremely constructive discussions with Minister Julien on many occasions. I am sure that, by March 31, we will come to an agreement with the Government of Quebec on an important list of infrastructure projects like the ones my colleague talked about.
Rather than always trying to pick fights, as the Minister of Canadian Heritage likes to say, we are trying to work with Quebec, and that is exactly what we are doing.

Mr. Speaker, as my colleague, the Minister of Health, said, all Canadians are deeply concerned about this issue. We share that concern with all Canadians, including Quebeckers.
We have had important conversations with first ministers and ministers of health from across the country. This evening, I am meeting with the Premier of Nova Scotia. Tomorrow, I am meeting with the Premier of British Columbia. These conversations are promising.
We have consistently said we are prepared to provide more financial support to the provinces if we have assurances that we will get the results Canadians expect. That is exactly what we are going to do.

Mr. Speaker, with all due respect, as my hon. colleague is well aware, to say that we are not prepared to increase health transfers is not true. We have been very clear. We will work with the provinces to increase federal transfers to the provinces, which are responsible for managing their health care systems. We recognize that.

Mr. Speaker, it worries me that my colleagues from Quebec seems to disagree with the idea of helping all Canadians, including Quebeckers, adapt their infrastructure to handle climate change.
After hurricane Fiona hit the Magdalen Islands, my colleague, the Minister of National Revenue, witnessed the resulting difficulties first-hand.
We will set up programs to help Quebec's municipalities, Quebeckers and the Government of Quebec prepare for such events in the future. I am surprised that my colleague seems to be against that.

Mr. Speaker, I do not share my Bloc colleague's pessimism. As my colleague the Minister of Canadian Heritage has said in this place several times, and rightly so, the member is desperate to pick a fight.
The good news is that we are trying to work collaboratively. In the nine other Canadian provinces, we have found the right way to invest this money together with the provinces, and we will do exactly the same thing with the Government of Quebec.
I look forward to visiting Quebec with my colleagues and sharing this good news with Quebeckers.
