Madam Speaker, can the member tell us when she believes they should have received that designation? She often makes reference to six years ago. Is that when the Conservatives would have put it in? When would they have put in the designation?

Madam Speaker, in debating this, I have tried to break this into two components. One is on the procurement process. The member provided a lot of positive thoughts with respect to that issue. The other one is related to how a company such as GC Strategies has been able to get to the point where it can get those sorts of contracts. I made the suggestion that we look at the origins of the company, which goes back a number of years. It is the same company but it just changed its name. Is there merit in looking at how an individual company was able to come virtually from nowhere a decade ago to the point where it is today?

Mr. Speaker, a combination of many different factors has ultimately brought us to the point where we are today. One of those factors is that just last week I stood in my place and made the suggestion that we sit until midnight; however, I required unanimous consent, and there were some in the chamber who did not support the idea of sitting extra hours later into the evening so we could have had more debate on the issue. It is not our lack of desire to see additional debate. Historically, in the last six years, we have had a great deal of debate inside the chamber and outside the chamber in communities across the country. I suspect we are going to continue to have more, as was pointed out in the previous question in regard to the special committee and the need to have it reconvene. I truly believe that this is going to be an ongoing debate, keeping in mind that the legislation first came in not that long ago, in 2016. It took a number of years before the Province of Quebec was able to bring in legislation, whereas we had a Supreme Court decision timeline we had to work against. I suspect that is one of the reasons we needed to make some of the amendments we have made today.

Madam Speaker, the member has been around for a number of years, as I have. That is why I tried to emphasize the last 10 years. If memory serves me correctly, I can honestly say that, since I became a parliamentarian over 30 years ago, it has not been an issue. If we look at it from that perspective and see what is happening around the world and in our nation today, whether it is a court ruling in the United States, a war in Europe or a worldwide pandemic, there is so much more we could have been debating today. I just see this as a lost opportunity.
