Mr. Speaker, it is important to recognize that foreign interference is nothing new. It has been happening now since 2010-11, when the first report came out. It is not just in Canada. It is happening around the world, and it is not just China that is involved in this foreign interference. We should all, collectively, look at ways to protect the interests of our democracy and the Five Eyes countries, and take a dialed-down approach. Let it go to the PROC committee and see if it can come up with something that will reinforce Canada's leadership role in the world in dealing with foreign interference. Canada can play a stronger role on that front, but it is more powerful if we work together. I am wondering if the member could provide his thoughts on that issue.

Mr. Speaker, it is important that we recognize a couple of facts. The first is that we are not just talking about China. The second issue is that many members of Parliament, and we are talking about 49 members of Parliament in 2022, and there were members of Parliament before— Some hon. members: Oh, oh!

Madam Speaker, it is important that we recognize, first and foremost, that Canada is not the only country where election interference allegations have been levelled. It is also important to recognize that China is not the only player. The Conservative Party always seems to want to raise the issue of China, whether it is over the pandemic or whatever it might be. I find that most unfortunate. At the end of the day, we need to remain focused. What has been assigned to our special rapporteur is something the Conservatives should be a little more patient and respectful about. Let us see what comes from Mr. Johnston.

Mr. Speaker, the Conservatives make a great deal of reference to China. On all issues, they tend to focus a lot of attention on China. What does the member suggest the Conservative Party, in general, would do in dealing with China when it comes to the issue of trade, given that there was a secret trade agreement that was signed with the former prime minister of Canada? Can he provide his thoughts on what kinds of consequences there should be for China generally, based on the comments that we are hearing today from the Conservatives?

Madam Speaker, I am going to address the PROC committee, which is dealing with this. A lot depends on the makeup of the committee and the real agenda of the committee membership. I would have loved to have seen a committee that said, “Look, it is not only China. Russia and other countries are trying to have electoral interference here in Canada and in other countries”. As a committee, it could maybe conduct a more general study on such an important issue. I am sure that would go a long way in providing some wonderful recommendations for the future.

Mr. Speaker, Falun Gong is a traditional Chinese spiritual discipline, which consists of meditation, exercise and moral teachings based on the principles of truthfulness, compassion and tolerance. The Doctors Against Forced Organ Harvesting has gotten about 1.5 million petition signatures over 50 different countries and presented them to the United Nations High Commissioner for Human Rights calling for immediate action to end the unethical practice of forced organ harvesting in China. It is also calling for an end to the persecution of Falun Gong. This is a petition that is signed by a number of Canadians, and it is a pleasure for me to table it today. It is looking for members of Parliament from all political parties to do what they can.

Madam Speaker, over the years one of the things that I have learned, whether it was with Stephen Harper when he was prime minister all the way to today, there are some significant tensions between China and Taiwan and it does have an impact around the world, including Canada. I have full confidence that the Minister of Foreign Affairs is working with the different departments to ensure that first and foremost Canadian interests are met and our Canadian values are espoused around the world. That is something which we in the Liberal caucus take very seriously.
