Mr. Speaker, establishing a public complaint and review commission would reinforce and strengthen public confidence in the system. That is what makes the essence of the legislation powerful; it is a potentially effective tool that would assist in keeping that confidence in two institutions, the RCMP and our border control agency, which do phenomenal work. That is recognized not only domestically but also internationally, and I believe it is one reason the legislation has the support that it has from all political parties in the House. It is unfortunate that one leader, the leader of the Conservative Party, has taken the decision to advocate more for policy positions of the extreme right, which is causing issues here in the House of Commons.

Mr. Speaker, allow me to report the conclusion. It does not say “all recommendations”, but six or seven of them were responded to, and there is a conclusion: As the Government continues to strengthen its approach to greening government operations and to performance measurement and reporting under the GGS, we will take the Committee’s recommendations into account. I would like to take the opportunity to thank you and the Committee members for your important work in reviewing the report of the CESD on the Strategy. Suffice it to say that I do believe that, at times, we see fantastic work coming out of the standing committee. I know that the respective ministers take it seriously and I believe will ensure that we continue to go in the right direction.

Mr. Speaker, like you, I have been very patient, listening to commentaries. You, a while back, very clearly established that you had already received enough information to make some sort of a ruling, pending a review of the situation. Members continued to stand up, which is a challenge of the ruling you have made as Speaker. I would suggest that people just tone it down and allow the Speaker to do his job.

Mr. Speaker, the minister does have an obligation to review things. I think back to 10 years ago, and things do change. We could ask how many dollar stores, such as Dollar Tree, were around at the turn of the century and where they are today. Even stores like Giant Tiger have popped up in more communities. I would suggest there are probably more of them than there were Zellers stores. There is a wide spectrum of things that have to be taken into account that the government is ultimately responsible for. The biggest concern I had was when Loblaws assumed Shoppers 10 years or so ago. That was something I do not know whether I would have approved of. With respect to the Target and Zellers stores, I just do not know enough about the details. All I do know is that there seems to be a lot of retail competition, especially if we factor in the advancement of the Internet.

Mr. Speaker, we do know that there would be an ongoing review, because it is mandated from within, with regard to labelling. As I indicated to the member who just provided another question, I was not actually at the committee. What I do know is that there were committee amendments brought forward from different political entities, and I thought there was a high sense of political co-operation. We saw government amendments and also opposition amendments pass, and I suspect there would have been a more detailed answer to the specifics at the committee stage.

Mr. Speaker, with all due respect, I think the Conservative Party needs to review what has taken place in the last number of question periods and then look in the mirror. There has been a politicization of the issue. If we were to stand up now and elaborate on those things, I think it is very disruptive to the member who just gave a speech. I would like to be able to start over and—

Madam Speaker, I can tell the member that the one health expert we are not listening to is the member for Carleton. At the end of the day, we have health experts from across the country. We have individuals who have a background in science, and we will continue to work with those individuals in ensuring that the public policy we present is sound. As the chief public health officer of Canada has indicated, we do have reviews that are ongoing. Why? That is the responsible thing to do. To throw their hands up in the air months ago and say mandates are useless and not necessary is highly irresponsible.
