Mr. Speaker, I like what the leader of the Green Party has said, and that is why I say that we need to dial it down.
Canada is not alone. Foreign interference happens all around the world, and I think that we can demonstrate leadership in the world by taking a positive, united front in dealing with this particular issue.

Mr. Speaker, what saddens me is the fact that, with such an important issue that is taking place in the world today, as a group of parliamentarians we are having to debate a motion of this nature. I would rather have seen the Standing Committee on Foreign Affairs try to build some form of consensus and then, through that consensus, bring it to the floor of the House of Commons.
I think there is a lot to be said about unity. At a time when Canadians are looking for leadership on issues such as this that are having such a profound impact, can the member opposite give any sort of indication whether there was any dialogue between him and the New Democratic Party with respect to the motion we have before us today? Was there any form of an attempt to do something of this nature in the standing committee, as opposed to trying to politicize the issue inside the chamber?

Madam Speaker, there has been dialogue among the parties inside the chamber and I suspect that if you were to canvass the House that you would find unanimous consent at this point in time, to see the message passed as the minister had proposed.

Mr. Speaker, I rise on a point of order. We witnessed this yesterday and, once again, we are starting to see it today, where members of the Conservative Party will stand up and start off their speeches with dialogue on the price on pollution, the thing they actually supported back in the last election, and being critical of the government.
It is not relevant to the debate at hand. I get the feeling that we are going to see more and more of that throughout the day. Members should be cautioned regarding staying relevant to the debate at hand.

Madam Speaker, I appreciate the member's bringing forward the legislation, and his comment. The member has made reference to the fact that the bill has been brought forward to the House in the past. He also made reference to the fact that there is joint responsibility between the provinces and the federal government. I would add indigenous peoples to that as a very important factor when we talk about anything related to the environment, let alone any other issue that might be out there.
Could he just share whether he has had that dialogue and whether he has some direct information he can provide in terms of feedback from the provinces, territories and indigenous communities?

Madam Speaker, I appreciate what the member is saying. It is a heavy decision that ultimately does need to be made. There is no question about that.
I look at how important it is that we continue to be in touch with the health care professionals, that we continue to be in touch with other jurisdictions and stakeholders, and that we make sure that we continue to move forward.
This is very much an emotional issue that people have very strong convictions on. I do not think there is an easy answer to this. From my perspective, I think that we have to continue the dialogue and have more faith in the system.
Can he provide his thoughts with respect to that?

Mr. Speaker, I have always enjoyed the one-on-one discussions the leader of the Green Party has had with me, and I would invite her, the next time we can get together, to have some dialogue. It is an area of concern and interest on my part. I would welcome that dialogue, because I have found her to be very informative on a wide spectrum of issues, and especially because, as she so eloquently pointed out, there is a connection even for the city of Winnipeg and our trains. Winnipeg is a hub of train activities, and I do appreciate the manner in which she raised that.
I look forward to being able to have a further dialogue with her on this in the coming days ahead.

Madam Speaker, I just want to pick up on the idea of Standing Orders with the member. When I think of changes to the Standing Orders, where there is anything of any real substance, members would want to, at the very least, make an attempt to reach out to other caucuses or other members. When motions are brought forward to the House, we often see that consultations are done in advance.
In June, we will be having a discussion on the Standing Orders in general. I am wondering if my colleague could provide his thoughts in regard to having a dialogue on that day, or perhaps even going to the procedures and House affairs committee, as opposed to arbitrarily trying to change a specific rule?
