Mr. Speaker, even the Auditor General said that a crisis situation is no excuse for this lack of value for money for Canadians. Conservatives have today put forward a motion, related to arrive scam, to get money back from the contractors who did no actual work. There is one person in this chamber who can make that decision: the Prime Minister. He has the power to make the decision to get the money back for hard-working Canadians. Will the Prime Minister commit today to getting the money back for Canadians, or will he shirk his responsibility, as he usually does?

Mr. Speaker, every word I say is true, and the member knows it. The Prime Minister's arrive scam app is not worth the cost or the corruption. Contractors were paid over $1,000 a day, even though 18% of the invoices for these contracts had no supporting documentation, so we do not even know if the contractors completed the work. GC Strategies pocketed almost $20 million and yet completed no work itself, and it gets worse: It wrote the requirements for the $25-million contract it won. I have a simple question for the Prime Minister: How is he going to get our money back?

Madam Speaker, I do not know. There is a lot on television and in movies about power struggles where someone gives someone money and the person who receives the money usually has to do whatever the person who is giving the money says. I think that would qualify here as well. It is not as simple as that. It is nice to think it would be like that, but it is not. Someone is giving the money and the money has strings, and that is the way it is with the government.

Quite frankly, Madam Speaker, I do not think that. I am from Alberta, so what Ottawa does with the money we send it is not our problem at the moment, but I hope it will be someday. My colleague also talked about the number of child care spaces. That is a problem. I think this program will result in more problems with spaces. Lots of parents are going to want a space, but there will not be enough workers for all those spaces. I think there is a problem with the money and how it is distributed as well as with the number of child care spaces.

Madam Speaker, obviously we agree on the need for transparency. I also think we agree on the fact that the app cost too much and that far too much money was spent developing it. However, I think that the most important thing here is that we need to get value for our money, but we are not. I think we agree on the need for transparency. I think we also agree that we should be getting a return on our investment.

Mr. Speaker, the government spent $54 million on an application that experts say they could have created for $200,000. We demanded a list from the Liberal government of the contractors to see who got the $54 million. Already three contractors have come forward to say they did not get a penny. What is the government trying to hide, where is the money and who got rich?

Madam Speaker, the government had the opportunity on many occasions to not spend the amount of money it did to raise inflationary spending, but it did not choose that. It chose to spend, and it is Canadians who will pay for it.

Mr. Speaker, the reason we are here is because the government took money from seniors. Had it not taken money from seniors, we would not be in the House debating this bill today.
