Mr. Speaker, tomorrow the Auditor General will table her report on McKinsey. Now, the Liberals will try to hide their preferential treatment of McKinsey, but the procurement watchdog already said that the government creates criteria specifically designed for McKinsey. The Minister of Procurement also signed a $5.7-million sole-source contract, despite her officials asking her not to, for McKinsey.
At a time when Canadians cannot even take a summer vacation, why is the government so hell-bent on giving $116 million to McKinsey?

Mr. Speaker, the Procurement Ombud confirmed what we already expected and that is, Dominic Barton and McKinsey & Company received preferential treatment in contracting. The Liberal-NDP government has given over $100 million in contracts to McKinsey & Company.
The Prime Minister is not worth the cost of consulting, so why is it that Liberals take care of themselves, friends and insiders when they should be taking care of Canadians?

Mr. Speaker, Canadians continue to ask questions about the ArriveCAN app, and Conservatives continue to push for answers.
Last week, we continued to prosecute GC Strategies, an IT firm of two people who performed no actual work, yet it was paid a third of $60 million in contracts for the ArriveCAN app. After hiding from accountability to the point of being threatened with arrest, the two individuals finally appeared at committee.
Although they were still evasive, MPs were able to learn that the two partners pocketed $2.5 million, and for what? One partner, Kristian Firth, that said he had averaged two to four hours per day at a rate of $2,600 per hour. His partner said that he had no clue as to what went on at any point in the ArriveCAN process and only processed the security clearances for their subcontractors, a job he did wrong.
The Liberal government must listen up. It must explain why it wasted millions of dollars. Canadians want their money back, so it should start explaining and pay up.

Mr. Speaker, even the Auditor General said that a crisis situation is no excuse for this lack of value for money for Canadians. Conservatives have today put forward a motion, related to arrive scam, to get money back from the contractors who did no actual work. There is one person in this chamber who can make that decision: the Prime Minister. He has the power to make the decision to get the money back for hard-working Canadians.
Will the Prime Minister commit today to getting the money back for Canadians, or will he shirk his responsibility, as he usually does?

Madam Speaker, this would be impossible. What year was GC Strategies incorporated? It was incorporated in 2015.
Canadians need only to look at the $23.6-billion deficit. Contracting is up 60% with this government in the last eight or nine years.
I refuse to accept the Liberals' attempt to, once again, cover up their use of such a company. Again, the facts speak for themselves. This company was not even incorporated until 2015, when—

Mr. Speaker, after eight years of a Liberal-NDP government, the RCMP is once again investigating a Liberal deal.
Two of the contractors involved in the creation of the ArriveCan app are already being investigated for their potentially criminal acts to obtain contracts, but that investigation will not even scratch the surface of everything that was hidden from Canadians. GC Strategies, an IT firm of two people that did no actual IT work, was paid over $19 million just to find people to build this $60-million app. This is not to mention it's also rigging the bidding process for a $25-million contract that only it could win, and it does not stop there.
Reports are out this morning revealing that this two-person headhunting firm has gotten as much as 250 million taxpayer dollars since 2015. This RCMP investigation needs to be expanded to understand what really happened in the building of this app and who is responsible for this huge waste of taxpayer money.

Mr. Speaker, every word I say is true, and the member knows it.
The Prime Minister's arrive scam app is not worth the cost or the corruption. Contractors were paid over $1,000 a day, even though 18% of the invoices for these contracts had no supporting documentation, so we do not even know if the contractors completed the work.
GC Strategies pocketed almost $20 million and yet completed no work itself, and it gets worse: It wrote the requirements for the $25-million contract it won.
I have a simple question for the Prime Minister: How is he going to get our money back?

Mr. Speaker, after eight years of the Liberal-NDP government, scandal continues to follow it with the ArriveCAN app.
Liberals insisted there were no forged resumes. However, it is a fact that almost 40% of the resumes GC Strategies sent in were forged. Liberals insisted security was never compromised, but it is a fact that almost 80% of all contracts did not follow security protocol. Liberals insisted procurement rules were followed; the fact is that the system was rigged in favour of GC Strategies.
I have a question for the Liberal government: What kind of operation is it running over there?

Mr. Speaker, damning new information revealed today shows that ArriveCAN contractors submitted receipts to the government for a company that does not even exist. This investigation already includes allegations of identity theft, forged resumés, contractual theft, fraudulent billing, price-fixing and collusion in the creation of the $54-million ArriveCAN app. How much worse can this boondoggle get?
