Madam Speaker, I thank my colleague for his never-ending advocacy and support, and bringing forward the voices of experts in field and families. Prior to becoming a member of Parliament, I worked in mental health and addictions, working directly with youth, families and those who supported them to provide wraparound supports. It was not good enough to offer a youth-only treatment, or only housing or only mental health support. It was essential that they were provided with the wraparound, person-centred supports people require to work through what was going on with them. The other piece was culture, tradition and connections to families. We need to be looking at wraparound, person-centred supports. Could the member please share with us the importance of having a multi-tiered approach in supporting people who are struggling with substance misuse and how that is the path forward in preventing more deaths?

Madam Speaker, more than 165,000 new cases of traumatic brain injury occur annually in Canada. In fact, this current number is likely underestimated because of under-reporting of cases stemming from concussions, intimate partner violence, combat injuries and survival of toxic substance poisoning. Beyond the significant physical damage people experience from traumatic brain injury, we know there is a link between brain injury and further challenges with mental health, substance misuse, homelessness and incarceration. It is necessary to support education and prevention measures and interventions. My hon. colleague from Cowichan—Malahat—Langford has brought forward Bill C-277 to establish a national strategy on brain injuries act. The legislation is driven by the support of so many living with brain injuries and organizations like the Nanaimo Brain Injury Society, which provides tremendous support and advocacy. I urge all hon. members to add their support to the voices calling for a national strategy on brain injuries.

Madam Speaker, I thank the hon. member for all of his work and advocacy around this bill and getting people with disabilities the support they need and deserve. It is vital that we are getting all hands on deck and getting this work done today. That includes having our federal Liberal government working alongside provinces and territories to ensure that this benefit is provided in such a way that those living with disabilities are receiving the benefits that they need and deserve. Ensuring that clawbacks are not happening is just one example. Absolutely, there are many amendments that still need to be done. This is not the bill that the NDP would have put forward, but it is a step in the right direction.
