Mr. Speaker, I am rising today to table petition e-4576, which was signed by 7,610 people. The petitioners recognize in the preamble that the Island Corridor Foundation is a non-profit partnership that is governed by 14 first nations and five Island regional districts. They also recognize that the population of Vancouver Island is expected to grow to one million people by 2030 and that expanding the congested highways on Vancouver Island is quite problematic. Therefore, the petitioners are calling on the Government of Canada to work with dedicated resources and with a nation-to-nation approach to reconcile and resolve long-standing first nations concerns with certain sections of the Island corridor. They also want to see the Government of Canada create a $1-billion fund to implement the development of the Island corridor. They want to see the Island Corridor Foundation as a non-profit partnership that is very much in the public interest, and they want to apply the funding to create a modern freight and passenger service on Vancouver Island to retain and develop the strategic asset that was recognized by the B.C. and federal ministers of transportation and infrastructure on March 14, 2023.

Mr. Speaker, that is a great question. The Conservatives have suddenly taken it upon themselves to have a greater interest in the beautiful Vancouver Island area, but I would remind them that in my riding of Cowichan—Malahat—Langford, every single municipality I represent wrote to me asking that that bill get passed quickly. I am sure it is the same up and down Vancouver Island and in many communities right across Canada. Again, I think it goes to the theme of hypocrisy. There is a selective memory in this place about how different parties have used the Senate to further their own ends or block an opposing party's piece of legislation. I would agree with my colleague from across the way, the member for Winnipeg North, that that is an important bill. I was proud to support it. I was proud to see how we all came together, because the municipalities in Cowichan—Malahat—Langford, mayors and councils from every single town, wrote to me urging me to pass that piece of legislation quickly. I am glad I was able to report back as their member of Parliament, something that senators do not have to do, that the House did its job. I would like to see the Senate recognize and respect that fact.

Madam Speaker, my riding of Cowichan—Malahat—Langford has a mix of medium- to small-sized communities, and of course those communities have different resources based on their population. Langford is a big city. It has a well-staffed city council, but if I compare that with the City of Duncan or the Town of Lake Cowichan, they do not have similar resources. As such, I am pleased to see the recommendations that were in this report, and I know the housing accelerator fund is taking those in stride, but my colleague from Vancouver East raised an important point during the course of her speech. It was the fact that we have many large private corporations swooping in, buying up cheap housing stock and then forcing the residents out with a renoviction. I would just like to hear more from my colleague on how we tackle that problem because, in Canada's major cities, that is a huge problem, and the pace at which we are building affordable housing is not keeping up with how many people are being displaced by that practice.

Madam Speaker, the Port Renfrew Chamber of Commerce and sport fishers in my community are really frustrated. Starting July 15, Fisheries and Oceans Canada will close a prime chinook fishing spot off the coast of southwest Vancouver Island without doing sufficient consultation with locals or first nations. These hard-working people rely on this fishing spot to earn their income and support their families. Why is the minister yet again ignoring coastal communities and their expertise?

Madam Speaker, people on Vancouver Island have been left wondering whether the government deems public rail worth saving. A deadline was set by the B.C. Court of Appeal for the government to decide if the island rail corridor should continue to exist. That deadline is next month, and the government has not conducted consultation with the first nations whose territories the rail line runs through. Being unable to keep trains running on time is one thing, but sitting by while infrastructure falls into disrepair is another. Why have the Liberals been asleep at the switch, and why have they failed to conduct appropriate consultation?
