Madam Speaker, my hon. colleague is mixing up the timelines here. He keeps referring to eight years; in fact, the essence of the bill we are talking about happened three years ago.
Now, if the member wants to talk about someone suffering from stage 4 cancer and just taking some painkillers, I will let him defend himself. However, on what Bill C-62 is doing, we are dealing with a March 17 deadline. This morning, the Conservatives voted against time management of the bill. However, he must understand that we only have two sitting weeks to get the bill to the Governor General's desk.
Why did Conservatives vote against that when we are dealing with a hard deadline, understanding that the law will change if we do not get the bill passed?

Madam Speaker, the other crisis in our country is the crisis with people not being able to afford to go see a dentist. I am very proud that the NDP was able to force the Liberal government to expand provisions in this bill to make sure that children under the age of 18, seniors and persons with disabilities can now have access to dental care. These people are in the margins of our society and they really need it.
How long has he been able to enjoy the benefits of taxpayer-funded dental care, while his constituents and Canadians across this country have gone without?

Madam Speaker, the Conservatives have learned their lessons from Facebook. Facebook knows how to raise a lot of money because it keeps on pressing people's emotional buttons. This is a party that has become expert in rage farming. That is what they do. They churn it out. They take videos out of context. It is all to get people hopping up and down, mad about blatant mistruths. Yes, they have taken great lessons from Twitter, from Facebook, from everyone who has become an expert on this. They have become masters at keeping people angry so that they can rake in the cash. I will take no lessons from them on that.

Madam Speaker, I hear Conservatives expressing concern about inflation. With what is going on at the grocery stores, where is the outrage against Loblaws, Empire and Metro? With what is happening at the gas pumps, where is the outrage against Imperial Oil and Shell, which have seen profits go up by 1,000% since 2019? When people are paying more on interest rates for their mortgages, where is the outrage against CIBC, Toronto Dominion and RBC?
For Conservatives to stand in this place and manufacture this outrage but completely ignore the insane levels of corporate profit, they are just doing a disservice to their constituents.

Madam Speaker, yes, certain federal services are going to be disrupted. That is the nature of a strike as workers fight for better wages.
I have a question for my Conservative colleague because we have not yet heard from them on this. As they like to stand with workers, would they stand with these workers, who are some of the lowest-paid civil servants we have, as they fight for wages that keep pace with inflation?

Madam Speaker, one of the things my NDP colleagues and I are very proud of is that we have brought in Canada's first-ever dental care program on a national basis. Last year, of course, it covered children under the age of 12. Now it would be expanded to children under the age of 18, seniors and persons with disabilities—

Madam Speaker, there have been serious concerns about how, within the telecommunications infrastructure, Bill C-26 would allow Canada's national security and spy agencies to permanently implant themselves within that infrastructure, have access to all kinds of sensitive data and possibly share it.
I do not know what the specifics are at this point. I think the committee will be empowered to look at that. I want to make sure that, everywhere in Bill C-26 where ministers are able to issue these types of orders, or if they are kept secret, there would be accountability mechanisms built into the bill.
Can we give the standing joint committee on regulations the ability to review those orders, since they could be prevented from being published in the Canada Gazette? That is one particular example, but there are many others.
I agree with the premise of the member's question in that there is a lot of work that needs to be done with Bill C-26 at committee.

Madam Speaker, independence is critical in this. This bill diverges from its previous versions in that we would now be creating a stand-alone agency that would be completely removed from the RCMP Act. What we do not want is for this commission to have in any way undue influence over the agency or force it is supposed to investigate. That transparency, that accountability and that independence is critical, not only so it can do its job properly, but also so Canadians have trust it will actually be doing that job.

Madam Speaker, I think I am setting a record here in the House of Commons with three questions in a row for the minister.
I am glad the minister mentioned the CBSA, because as many people would know, there have been at least 16 deaths in CBSA custody since the year 2000. I would like the minister to clarify how exactly we are going to hold the CBSA to account for these deaths in the past. I would also like to know if he has any words to the families, both here in Canada and abroad, who have had family members die in CBSA custody. It is critical that the minister stand in this place to underline how important it is that we hold this particular agency to account, given that very sorry and dismal track record.

moved for leave to introduce Bill C-305, An Act to amend the Canada Shipping Act, 2001 (anchorage prohibition).
He said: Mr. Speaker, for years, communities in and around the Salish Sea have had to deal with the presence of large freighters using our waters for extended periods of time while they wait their turn in the Port of Vancouver. Today, I am pleased and honoured to introduce a private member's bill to address this issue by amending the Canada Shipping Act, 2001.
The bill proposes to introduce a new section, 23.1, to the act, which would prohibit the anchoring of large vessels in an area surrounding the southern Gulf Islands and the east coast of Vancouver Island. Any vessel contravening this prohibition would be committing an offence and would be liable to a fine of up to $100,000.
The coastal communities in this area are frustrated by years of inaction from the federal government. These anchorages were established on traditional territories without the free, prior and informed consent of local first nations. If the federal government values these same waters enough to establish a national marine conservation area, then they also deserve protection from being used as an overflow industrial parking lot. This bill would do just that.

Mr. Speaker, Canadians have been shocked by allegations of political interference into an RCMP investigation. They want to know that the organizations that are protecting them are not serving a political agenda, but the archaic language of the RCMP Act is a recipe for disaster. It needs to be fixed. Today, I called for new measures to clarify what directions the Minister of Public Safety can issue to the RCMP and for them to be issued in writing. We need to see more accountability.
Will the Liberals support my proposal to help restore public trust in our institutions?

Madam Speaker, to use a poker analogy, “You play the cards you are dealt.” We were dealt a minority government courtesy of the Liberals. We are going to use our legislative agenda in this place to deliver.
In answer to her question, absolutely, our goal one day is a universal program. This is the floor, not the ceiling. What I will say, though, is that children in her riding, and children under the age of 18 next year and seniors, are all going to benefit from this. I hope she finds it in her heart to support it.

Madam Speaker, I appreciate the member's intervention, and I will focus on his remarks about the CBSA.
It is true that the CBSA is still recovering from those cuts, but I think we also need to have a conversation about its role and responsibility. Currently, the CBSA is limited to operating at Canada's ports of entry, and if CBSA officers see illegal activity that is happening outside of a port of entry, they have to call the RCMP in. This can sometimes result in some snafus between the two agencies working together, so we may need to have a conversation about expanding the mandate of the CBSA and also providing the funding so that CBSA officers can do their jobs and keep those illegal firearms from coming into Canada.
