Madam Speaker, I would like to thank my great neighbour to the north, the member for Nanaimo—Ladysmith. It really is such a pleasure to serve in this House with her. I was first inspired to run back in 2015 because of the actions of the Harper government. I saw exactly how the policies and legislation enacted under that regime were affecting my constituents. I am glad that not only in 2015, but in 2019 and 2021, I have been returned to serve their interests. What I mentioned in my speech is that we did not get here overnight. This is the result of consecutive Liberal and Conservative governments pursuing neo-liberal economic policies, and that has gotten us to where we are today. There is a solution. We do not have to look very far back. We could look at the post-World War II era. The federal government was directly involved in the construction of new housing to accommodate returning veterans and to also help rural communities, like mine in Lake Cowichan, that were experiencing incredible resource booms and needed to have the workforce housed. We have had similar situations now, but we need to get the federal government more actively involved in building those units.

Madam Speaker, as a proud representative of a rural riding, I beg to differ. When I first ran in 2015, child care was a huge topic in that election. I can remember knocking on doors throughout communities in my riding of Cowichan—Malahat—Langford. I have heard Conservatives talking about choice; there was no choice. I frequently met parents who were desperately wishing that they could afford to get a second job, but all the money from that income would have just gone to the extremely high child care space costs. I would just like to ask my hon. colleague to reflect upon that. There was no choice in the beginning. This is an attempt to resolve that, to enshrine these funding agreements in place. I am just not sure where she is getting the division from. I see this bill as a positive step to addressing a long-standing problem; this has been called for by child care advocates for more than 50 years now.

Madam Speaker, on the contrary, as the NDP's agriculture critic, I am very proud to say that the technology already exists. Canada's farmers are leading the way. If the federal government wants to make a real difference, it will help farmers in rural communities make that transition to things like regenerative agriculture, paying attention to soil science and making sure that soil carbon sequestration is a centrepiece. I believe that our farmers have an important role to play in this whole conversation. They want to be placed on that pedestal as climate leaders. They are already doing this, but they need a partner in Ottawa to do it, not investments in an unproven technology.
