Madam Speaker, the short answer is, “Yes.” I was here when the original Greenhouse Gas Pollution Pricing Act was brought into force. I think it was in 2018. The reason I support Bill C-234 is that when the Liberals originally authored their bill, they put exemptions in the parent act that listed qualifying farm fuels, qualifying farm machinery and qualifying farming activity. When I look at the language that is in Bill C-234, looking at the heating and cooling of barns and greenhouses and also at fuels used for drying grain, I think those are legitimate farming activities that are in line and in spirit with the original act. I can conclude and say very publicly here in this House that, absolutely, New Democrats will keep our vote consistent with the third reading vote that we gave, along with the Green Party, along with the Bloc Québécois and along with the Conservatives. We are choosing to reject the Senate amendments to Bill C-234.

Mr. Speaker, here we go again with Bill C-234. It does not seem to want to go to the Governor General just yet. As previous colleagues have said, this is a bill I am intimately familiar with. We did see a previous version of the bill in the 43rd Parliament, and of course, now that we are here at the beginning of 2024, the bill has had an approximately two-year journey to go through both houses of this Parliament, only to end up back in the House because the Senate has decided to amend it. I want to remind hon. colleagues and all Canadians who are watching this debate of something, because I know a lot of the agricultural sector is probably tuning in right now, and members of the Agriculture Carbon Alliance have a very real interest in this bill and want to see us pass it in the same form it was passed by the House at third reading. What I want to remind everyone of is that the third reading vote is quite remarkable. The bill passed by a vote of 176 to 146. Just so everyone realizes this, that Conservative bill would not have made it to the Senate if it had not been for the support of the New Democratic caucus, the Bloc Québécois caucus, two Green Party members and a handful of Liberals. We tend to try to bring a narrative in the House that it is just one party doing all of the work. The beauty of a minority Parliament is that sometimes the opposition can come together on an idea that has its merits and can use its combined majority vote to pass legislation the government may not agree with. It is a far better experience for members of the opposition than I ever had during my first four years in this place, when I was facing a majority government. It is a lot more worthwhile to members on this side of the House because we are able to work in a collaborative environment and to actually get things done when they may be in opposition to official government policy. It was a notable vote, and that vote was the result of a lot of deliberation not only in the House of Commons but also at the Standing Committee on Agriculture and Agri-Food, of which I have been a proud member since 2018. We have heard quite definitively from many witnesses with intimate knowledge of the agricultural sector that these exemptions are necessary. I was here in 2018 when the original Greenhouse Gas Pollution Pricing Act was brought in. I believe, if memory serves me well, it was part of a budget implementation act at the time. If we look at the original legislation, the existing statute of the Greenhouse Gas Pollution Pricing Act, we can see that when the Liberal government at the time drafted the legislation, it included significant exemptions for farming activities. There is a list of eligible farming activities, fuels and equipment, because the government realized that agriculture is in a unique position and that sometimes farmers do not actually have an option to switch to a different kind of fuel source. Many sectors in agriculture are still reliant on fossil fuels to conduct their operations, and that is going to be a fact for the foreseeable future, hence the exemptions that were put in the original act. When I look at Bill C-234, I think the language in the bill that was passed by the House at third reading is in line with the spirit and intent of the original statute, which is why I gave it my support. It is why I will continue to give my support for the version of the bill that was passed by the House at third reading. The basic premise behind carbon pricing is to incentivize a change of behaviour to a less polluting fuel source. However, we heard very clearly from many people who are involved in the agriculture sector that there are not commercially viable alternatives for the farming activities referenced in this bill. If we cannot use this tool to incentivize a change of behaviour, it is not going to be very worthwhile. This is why, when we look at the text of the bill and how the agriculture committee amended the bill, we recognized some technologies may be coming online and showing signs of early promise but are not in any shape or form ready for commercial viability. We also wanted to signal to the sector that we are putting a short time frame on this. That is why we see referenced in the language of the bill the fact that there is an eight-year sunset clause, so the provisions that originally existed in the statute will come back into force after eight years, giving the industry a break for a short amount of time and giving it the signal that we expect change in the coming decade. With respect to the carbon tax debate in this place, I am filled with a lot of remorse at the state of debate. I do not think it actually does great service to the complexities and dangers that climate change is presenting to Canada and many countries around the world. I regret very much that the state of debate around the carbon tax is that it has been reduced to a rhyme on a bumper sticker. That is a great disservice to the very clear and present danger that climate change presents to our agricultural sector. If we want to look at one of the key reasons food price inflation is so high, we need only look to the state of California, which has been going through unprecedented drought-like conditions because of a changing climate. Since California acts as a breadbasket for much of Canada, when farmers are unable to produce as much as they did in years previous, that, of course, means there is going to be a supply shortage and increased prices. I am very worried about what the upcoming summer is going to be like. Look at the summer we went through in 2023, with fires burning out of control in so many different provinces, levelling a clear and present danger to many agricultural operations. We can see the snowpacks that are in such a reduced state in the Rocky Mountains right now. They feed all of the major river systems in the Prairies. What are we going to do when farmers start running out of water in our prairie provinces? That is going to be a monumental crisis, and I do not think the debate around the carbon tax gives enough attention to the significance of that. I also do not think we give enough conversation to the fact that farmers are dealing with massive input costs. There are gross farm revenues, but the farmer gets only a small portion of that at the end of the day because of the input costs: fuel, fertilizer, transport and so on. Farmers have enormously high input costs, and one of the best ways we can serve our farmers is to put in effective policy dealing with those input costs, helping them change the way they farm and putting in strategies to help them reduce fertilizer use, because it is possible to do that and also maintain the same kinds of yields. As well, we need to talk a lot more about the power imbalance that exists with the corporate-controlled grocery sector. That is why farmers have been on the front lines of asking parliamentarians to put in a grocery code of conduct. Last but not least, if we are not going to talk about the ridiculous oil and gas profits, we are doing an extreme disservice to everyone who is listening to this debate. We can go on and on about the carbon tax and its costs for Canadians, but if we are not going to talk about the fact that since 2019, the oil and gas sector has seen over a 1,000% increase in net profits, that is a disservice to the debate. I keep asking my Conservative colleagues to confront the elephant in the room, which is that the real reason people are paying through the nose for so many goods and services is that oil and gas companies are milking Canadian families for all they are worth. High profits mean someone is paying. It is Canadian families from coast to coast to coast that are lining the bank accounts of a very profitable oil and gas sector. I will conclude by saying that with respect to Bill C-234, New Democrats are going to honour the third reading vote that we presented to the House last year, part of the 176 votes to 146 votes. Therefore, we support a message to the Senate rejecting their amendments and honouring the bill in its form at third reading in the House.

Mr. Speaker, I am in favour of keeping the bill in the same form that passed the House at third reading. I have been on the agriculture committee for a long time, and I hear the Conservatives talk a lot about the carbon tax. However, I would like to hear from my hon. colleague about the other costs. I do not think that is talked about as much in this place. How does the Conservative caucus propose to deal with the immense costs that are being foisted on farmers from the effects of climate change? We know the summer coming up is going to be particularly bad for farmers in Alberta. What about the high input costs? What is the policy in dealing with those? Also, when are the Conservatives going to speak up to address the outrageous profits in oil and gas? Those, by themselves, completely obliterate any effect the carbon tax would have. Oil and gas profits have increased by over 1,000% since 2019. When are the Conservatives going to address that incredible cost on the backs of farmers and Canadians from coast to coast to coast?

Madam Speaker, I am extremely proud to be standing in the House on behalf of the fruit and vegetable farmers in my region of Cowichan—Malahat—Langford. My region and the Cowichan region have a long and storied history in agriculture. I would like to remind all members that the Cowichan Valley is in fact Canada's only Mediterranean climatic zone. The Halkomelem language is the language of the Quw'utsun; the Cowichan name is the anglicized version of that, and it roughly translates into the “warm lands”. We are an agricultural powerhouse in the Cowichan region. I have been proud to call that area my home for over 30 years, and I am proud to be standing in this House in support of Bill C-280. This is a measure that has long been talked about in this very chamber, and we now have an opportunity to actually change the law. As many colleagues have pointed out, this is going to be of no cost but of huge benefit to the people it directly concerns. I want to thank the people who have spoken before me: the sponsor, the member for York—Simcoe; the member for Kings—Hants; and the member for Berthier—Maskinongé. I have the pleasure of serving with two of those colleagues on the Standing Committee on Agriculture and Agri-Food. I have been the proud agricultural critic for the NDP since January 2018, so I know this subject very well. This is my third Parliament on the agriculture committee, and this subject has come up time and time again. I do not want to delve too much into the details. We know that this issue matters because of the nature of the product we are talking about. Fruits and vegetables only have a tiny bit of shelf life before they have no more value. This is a unique product, and that is why we need to have this kind of a deemed trust. It is not as though farmers, who are taking all the risk, can recoup losses by taking the product back; it is perishable in nature. We know that farmers deal with high costs. They have high input costs. It is expensive to buy machinery and erect greenhouses. In fact, almost all farmers' money is tied up in infrastructure, whether that is machinery or land. They are, in other words, land rich but cash poor. This is a business model that is based on the tightest of margins, and anything the Parliament can do to ease up and make the payment process more guaranteed is something we should look at seriously. I am happy to say Bill C-280 would do that. I would argue that, instead of this being just a Conservative bill, this bill is expressly non-partisan. I know the NDP has been fighting for this, as part of our electoral promise to Canadians, since 2015. Moreover, it is non-partisan by virtue of the fact that the second reading of this bill was unanimous. It sailed through committee. We had three meetings; we heard from a variety of witnesses. However, we decided as a committee to report this bill back to the House without amendments. It has the committee's stamp of approval, and I hope members in this chamber take note of that and seek to give it rapid passage. This bill has been the subject of many committee studies. I have almost lost count of how many times, at different committees and different parliaments, we have seen a recommendation for this type of measure to be enacted by the House of Commons. The time is now. I would like to see this bill pass through third reading, get to the Senate and start getting the traction it needs. The Fruit and Vegetable Growers of Canada, the Canadian Produce Marketing Association and the thousands of people they represent are watching us. They are waiting for action. I will conclude my remarks by proudly saying that I will be supporting this bill, along with the NDP caucus. We look forward to its speedy passage to the other place; hopefully, it will eventually find its way to the Governor General's desk and receive the royal assent it deserves.

Madam Speaker, I thank the member for York—Simcoe for the bill. It is clearly important that we establish this kind of financial protection for our fruit and vegetable growers. In the agriculture committee, we learned during a recent study that oil and gas profits had climbed by over 1,000% over the last three years. Would my hon. colleague agree with me that changing the law in this way and offering fresh fruit and vegetable growers this kind of financial protection would help them stand up against the price gouging that oil companies are putting on citizens of Canada?

Mr. Speaker, I am pleased to rise today to give a few of my thoughts on Bill C-280, which was introduced by the member for York—Simcoe. I would like to thank him for introducing this important bill. Of course, Bill C-280 is an important bill that is going to amend both the Bankruptcy and Insolvency Act, which we will hereafter call the BIA, and the Companies’ Creditors Arrangement Act, the CCAA. Ultimately, the bill is seeking to create a deemed trust for perishable fruits and vegetables. Let me go into a bit of background on why this particular issue is so important. For the people who are growing, harvesting, packing and marketing fruits and vegetables, we have to understand that this industry comes with a number of risks. First, there are very high costs. Second, the capital in that industry is often tied up in the farmland, the buildings, the machinery and the overhead, so we can look at the value of the company and can see that it is what is commonly termed as “land-rich, cash-poor”. Furthermore, the challenges are exacerbated because any returns made from the selling of their produce are often delayed until that product has been sold and payment is collected all the way up the supply chain, which can be long after the farmer or another seller has passed on the product. In that whole system, there is no financial protection from losses because of buyers who have become insolvent, which adds a tremendous amount of risk to this business model. The perishability of fresh produce and the common industry payment terms make it impossible for sellers to recoup money that has been lost when a buyer goes bankrupt, and we have seen a recent example in Ontario with Lakeside Produce in Leamington. Prior to 2014, Canada was the only country in the world that enjoyed preferential access with our largest trading partner, the United States, under its Perishable Agricultural Commodities Act, also known as PACA. That was a dispute resolution mechanism in the United States, which basically meant that Canadian produce sellers were treated on par with their American counterparts when selling to a U.S. buyer. Unfortunately, and this continues to this day, the United States removed our country's preferential access to that system because we did not have reciprocal protection here in Canada. It has to be clearly underlined that the fresh fruit and vegetable industry has been calling for a statutory deemed trust for payment protection from losses due to buyers defaulting on payment obligations. They have been calling for this for a long time, to make sure that we are on par with what our American counterparts enjoy, and they want us to do this so that our amazing producers can be on a level and competitive playing field with our closest trading partner. I want to say from the outset that the NDP absolutely fully supports this initiative in Bill C-280. In fact, we have been campaigning on this particular change to the law since 2015, and we have continued to support it ever since then. The very first mention of it was in our 2015 election platform. When we boldly stepped out and made that commitment, we got praise from both the Canadian Produce Marketing Association and what was then called the Canadian Horticultural Council, which really praised us for taking a strong position on the issue. Again, in the 2019 election, Rebecca Lee, the executive director of what is now the Fruit and Vegetable Growers of Canada, stated: Canada's fruit and vegetable farmers are facing financial risks that threaten their competitiveness at a crucial time when consumers want to make healthy food choices and are being encouraged by their government to consume more fruits and vegetables. It is important that all parties recognize this, and we applaud the NDP for their commitment to making a payment protection program for produce growers finally a reality. It is not just from our election commitments. This has been the subject of parliamentary committees, two in particular, the Standing Committee on Agriculture and Agri-Food, of which I have been a proud member since 2018, and the Standing Committee on Finance, in the 42nd Parliament, the first Parliament in which I was a member in the House. Both of those committees, which were, at the time, comprised of a majority of Liberal members, made the recommendation that our country move toward a PACA-like system to protect our produce growers. Unfortunately the Liberal government said they would not consider it at the time. Again, in this current Parliament, as here we are in the 44th Parliament, with regard to the Standing Committee on Agriculture, in our recent report, entitled, ”Feeding the World: Strengthening Canada's Capacity to Respond to Global Food Insecurity”, recommendation 7 of that report makes a very clear recommendation to make a statutory deemed trust. Again, the Standing Committee on Finance, in this Parliament, in its recent pre-budget consultations, also called for the creation of a limited statutory deemed trust. We have had multiple committees look at this issue and make those recommendations. It is time for the government to take that ball and run with it and finally put this into action. I think we are actually going to see some movement on this, thanks to Bill C-280. Let me read into the record the stakeholder feedback. We have positive responses from the Canadian Produce Marketing Association, the Fruit and Vegetable Growers of Canada and the Fruit and Vegetable Dispute Resolution Corporation. They are all calling on members of Parliament to consider this bill and to send it off to committee for further study. I believe that this is a critical opportunity for all members of Parliament to demonstrate our support for this sector and to safeguard Canadian food security. I want to also give an honourable mention to the Ontario Federation of Agriculture. It has also been an important voice in calling for this change. Going forward, we are only at the second reading stage, in principle. The government has raised some concerns about this bill. It believes that no other commercial creditor has a deemed trust for unpaid claims. It thinks that this bill would favour sellers of fresh produce over sellers of other perishable products. It believes that fresh produce sellers could demand immediate payment, that this bill would benefit large retailers, that the existing dispute resolution corporation already has a mechanism or that the BIA already has provisions that adequately protect growers. I think this will come through a committee: each one of those arguments has been thoroughly refuted and they will be coming up at committee, where we can finally put them to rest through important witness testimony and feedback. I have seen both the CPMA and the Fruit and Vegetable Growers of Canada respond to each of those points with evidence to the contrary and I look forward to that information coming forward in committee so that we can properly make a report back to the House. I just want to say that Canadian farmers are essential workers and they need and deserve to stay in business. They work so hard on our behalf, putting in those long hours, working in a very uncertain market and with very thin margins. The least that we can do as parliamentarians is to set up policy and laws that help them compete on a level playing field. I believe that if we go forward with this bill, we will have a number of positive impacts. We will help reduce the number of Canadian farm bankruptcies by extending key financial protection toward them. It will encourage timely transport of produce to market, because it is going to make it more worth the transporter's money and time to ship it. I believe, ultimately, that a deemed trust is going to provide important stability in a very volatile food price inflation market. For that reason, and as the NDP's proud critic of agriculture and agri-food, I am looking forward to voting on this bill tomorrow, to sending it to my committee and giving it the proper examination that it deserves. I would like thank the member for York—Simcoe for bringing forward this important bill.

Mr. Speaker, today is Canada’s Agriculture Day, and I want to take this opportunity to recognize and thank the amazing and hard-working people who produce such an amazing abundance of food and drink in Canada. This is a day to showcase the innovative ways our agriculture and agri-food sectors are confronting the challenges of food production in the 21st century. Food matters, and its journey from the farm to the factory to the fork is an important topic of discussion. This is especially true when so many Canadians are struggling to feed their families and so many farmers are struggling with debt while corporate grocery chains are making record profits. My NDP colleagues and I are committed to taking on those corporate profits and reinstating fairness for both farmers and consumers. Let us raise a fork to the food we love and to the people who produce it. As the NDP’s critic for agriculture and food price inflation, and on behalf of the entire NDP caucus, I wish all my colleagues a happy Canada's Agriculture Day.

Madam Speaker, I would like to congratulate the member for Huron—Bruce for getting Bill C-234 to this stage in the legislative process. It is important to underline we would not be at this stage if not for the co-operation and collaboration of all opposition parties. It kind of highlights how delightful it is to work in a minority Parliament when we can outnumber the government at times and control policy. As the agriculture critic, and I have served now on the Standing Committee on Agriculture and Agri-Food since the beginning of 2018, I have to say that of all the standing committees of the House the agriculture committee absolutely, despite some of our policy differences, is a fantastic place to work. It comes from a recognition that ridings across Canada, this great country of ours, have farmers and agricultural activities represented by Liberals, Conservatives, the Bloc Québécois and by New Democrats. There is a desire at that committee to put aside some of our more confrontational aspects to work really on behalf of farmers and try to make sure we are presenting good policy on behalf of farmers. The great theme we need to talk about of course is the threat climate change poses. Farmers will tell us right away they are on the front lines of the battle with climate change. They are the ones who have had to deal first-hand with irregular weather patterns, intense amounts of precipitation, wild forest fires and heat domes. I have often talked about my home province of British Columbia that, in 2021, in the space of three months went from a heat dome to an atmospheric river. The term “atmospheric river” is now part of our lingo, and no one ever really had experienced that kind of torrential downpour. It was particularly brutal in the Lower Mainland, in what it did for many farmers. Farmers are absolutely trying their best and are going to be a key part of the solution, not only from the carbon sequestration or the different farming techniques they are employing but also just from the efficiencies that have been generated. If we look at the amount of fuel that is burned now to take off harvest from the land, our farmers have definitely been some of the leaders in taking up new technologies in trying to make their farms more efficient. If we look at the volatile nature of prices for fossil fuels, it is absolutely in farmers' best interests to try to find alternatives to that. If we look at the very tight margins many of our farms operate by, they absolutely are trying everything they can to save money. With Bill C-234, I have heard the arguments from the government against this bill. I understand concerns with any attempt to amend the Greenhouse Gas Pollution Pricing Act. I believe a price on pollution is important. It is important to try to get that innovation to alternative fuel sources. However, that only works if there is a viable alternative. What we have heard repeatedly at committee from members of the agricultural community is that when it comes to drying grain there currently are no commercially viable alternatives. That was said repeatedly and it was presented with evidence. Sure it might come in time, but at present there just simply is not an alternative. I listened to the Liberals talk about their concerns. It is important to understand that, when they first brought in the Greenhouse Gas Pollution Pricing Act in 2018, when they authored that act at a time of a majority government, they took the time to identify in the definitions what a qualifying farming fuel was. They took time to define the activity of farming, what eligible farming machinery was and what eligible farming activities were. They did that so in the bill, their original act, they could carve out exemptions for agricultural activities. The Liberals, in 2018, realized that for certain agricultural activities exemptions needed to be carved out from the application of a price on pollution because there were no alternatives that were commercially viable. That is an important fact we need to remember within the context of our discussion on Bill C-234. The agriculture committee had about 30 witnesses, and the overwhelming majority of witnesses who appeared before the committee were in favour of Bill C-234. Going back to the collaboration and co-operation of all opposition parties, I was glad to see some of my amendments pass. They were very helpful in narrowing the scope of the bill so that it applies specifically to buildings that have a verifiable agricultural purpose. To send a signal to agricultural producers that this is a temporary measure, it was very important to have the sunset clause. The provisions of this bill would expire in eight years, and at that time, Parliament can take up the cause to review the state of the technology in the industry and decide whether further amendments are needed. It is very important to underline the fact that this bill is going to be in effect for eight years only. That, in itself, is an important price signal and is going to encourage the development of alternative forms of fuel and energy. We did our due diligence at committee. Language was put into the bill. It was amended in a way that has tightened its scope, and it has an important sunset clause. I know from having spoken with many agricultural organizations that there is widespread support for this, and I am happy to continue my support for the bill. When we get to a vote, I will definitely be voting to send it off to the Senate. Hopefully the other place will make short work of it.

Madam Speaker, I think it is important to remember that when the Greenhouse Gas Pollution Pricing Act was brought into force in 2018, even at that time the Liberal government recognized that there had to be important definitions for qualifying farming fuel for the activity of farming, for what eligible farming machinery was and what eligible farming activities were, so, even at that time, the Liberals recognized that special exemptions had to be carved out in the original act for agricultural activities. I am wondering if the member for Huron—Bruce can comment on that and juxtapose that with the Liberals' opposition to this bill when, back in 2018, they recognized that these exemptions were actually important.

Madam Speaker, I have a few questions for the member. First, is she aware that under the current Greenhouse Gas Pollution Pricing Act, there are already wide exemptions in existence for farming fuels? That is written in the act. Second, the member's colleague from Huron—Bruce sponsored Bill C-234. The only reason that bill on grain drying made it through committee and was reported back to the House was the support of the NDP. It would be nice to see some acknowledgement from the Conservatives that some of their measures are getting through because of the support of other opposition parties.

Madam Speaker, I am pleased to be able to rise to join debate on Bill C-294. I would like to congratulate the member for Cypress Hills—Grasslands on bringing forward a bill for debate. We know the lottery system has its winners and losers, and to have a spot to be able to bring forward a piece of legislation for debate is a pretty big honour. Bill C-294 is an enactment that would target the already existing statute of the Copyright Act to essentially allow a person, under certain circumstances, to circumvent what is known as a technological protection measure, also referred to as a TPM, to basically make a computer program interoperable. Let us see how many times I can say that word quickly without stuttering over it, but basically it would be to make it interoperable with any device or component or with a product they manufacture. Just so we can understand the section of the Copyright Act this bill would be amending, the existing text of paragraph 41.1(1)(a) specifies that “no person shall circumvent a technological protection measure”. That is a pretty solid barrier to any kind of progress in this specific area. Before I go much further, I have been pleased to be the agriculture critic for my party now for four and a half years. I recall an important study we did back in the 42nd Parliament on the pace of technology and innovation in agriculture in particular. As a part of that study, our committee travelled right across Canada. We stopped in several different locations and met with some of our leading agricultural producers, manufacturers, researchers and scientists, who are really pushing the envelope in so many different areas and lending themselves to establishing Canada as the agricultural powerhouse it is. We got to see some of the amazing crop breeding technologies going on, but also the equipment. One thing that became abundantly clear is that, with the manufacturing of agricultural equipment, the pace of technological change, particularly in how advanced the computer programs operating this equipment are, is going ahead at a speed that leaves one's head spinning. It is still quite a competitive field, but it is also one dominated by several big players. We heard in other speeches about the fact that because they want their equipment to be used with other pieces of their equipment and are basically trying to corner consumers into sticking with their line of products, they are increasingly resorting to what is known as digital locks. Those locks do not allow for different pieces of equipment to operate with one another. It has long been identified as a frustration among farmers, but this also goes beyond the agricultural sector. This can be applied to many different areas of business, where they are increasingly having to use different computer programs that do not always mesh well with each other, and it can cost a lot of money for a business to have to switch gears and maybe dump one computer program and adopt a whole new system. This is really an important change to basically allow a bit more consumer choice but also to allow some of those small and medium-sized enterprises that are really trying to get their foot in the door to compete on a level playing field, so they can go out into the marketplace with confidence knowing that when they sell their products it is not going to put any pressure on someone to maybe disregard their product because it is not compatible operating with maybe a larger manufacturer. In that sense, this is very noble intention in this bill. When we speak of the word “interoperability”, that basically is what it is. It is going to allow those different systems, devices, applications, products or whatever one may have to be able to essentially connect and communicate with one another in a coordinated way. This is something the user of the product ultimately wants all their stuff to do. I heard one of my colleagues talk about the problem of e-waste. That is a very real problem in this country, and indeed around the world. We are generating so much e-waste and toxic chemicals that can leach into our landfills as a result. If we want to try to stop that from happening, then we have to find ways in our policies and in our laws to encourage people to be able to use a product for as long as they possibly can. Interoperability is going to be a key component of that, so that people can feel confident they do not need to throw something away but can keep on using it with another product. I want to also reference the fact that we in the House have already voted on a bill that was dealing with the concept of the right to repair, and now we are dealing with a bill that would also amend the Copyright Act to allow for interoperability. There is a slight difference between those two concepts, and I know the member for Cypress Hills—Grasslands has taken some time to really delve into that from a previous question, but I think we can tackle both of them. On the right to repair, I know at committee I have certainly had some manufacturers raise some concerns with it, so I certainly hope that at the committee stage, dealing with the right to repair bill in particular, they address some of those concerns. Manufacturers were concerned that some people might be able to tinker with their equipment to remove safety mechanisms. For example, a lot of forklifts require that an operator be sitting down in the seat, and the seat has to feel a person's weight in order for the machinery to operate. Manufacturers were worried that a person could tinker with that safety system, so that they could operate the forklift while standing beside it and outside the safety box, which, of course, would be incredibly unsafe were the load to tip over or something like that. There have been some concerns raised on it, and I know the committee will do its due diligence in addressing those. Returning to Bill C-294, we also have to set the context. This bill came about after an important report was issued by Western Economic Diversification Canada in February of last year. It essentially set the context of the fact that this is a pretty big issue within the agricultural field. It is a big issue because of new market dynamics that have arisen, created by those digital technologies. Ongoing policy in this area, because of the rapid technological change, has to really address a number of items. The first bullet point here was on copyright policy and whether there are exceptions in the law to permit circumvention of technological protection measures, TPMs, so that we can adapt to this and the reality in the marketplace. I do not want to spend too much more time speaking to the bill. I know my colleague, the member for Windsor West, who sits on the industry committee, may want to say some words on this bill during its second hour of debate, but I know he is looking forward to getting this bill to committee so that it can be studied in further detail. It deserves to continue on its journey to committee. We can let that deliberative body take a closer look at it and really get that airing from witnesses who are directly involved in the field, so they can come and say in their own words why this initiative is so important and give the reasons parliamentarians should ensure that it continues on its journey. I will end by just saying that I look forward to having the opportunity to vote to send this bill to the Standing Committee on Industry and Technology, and I would like to congratulate the member again on bringing forward this initiative for us to consider.

Mr. Speaker, before I begin my remarks, I want to acknowledge and thank my colleagues in the Bloc Québécois, who switched their spot with me so that I would be able to make committee tonight at 6:30 p.m. I am very proud to be speaking to Bill S-227, and I want to acknowledge the member for Perth—Wellington for sponsoring it here in the House fo Commons, but also Senator Rob Black. I have known Senator Black for a little while now, and he and I share a definite passion for farming and soil health. It is nice to see that we have those kinds of champions not only for our agricultural sector, but for the key role that it plays in establishing food security in Canada. They recognize that farmers are going to be one of our greatest tools in effectively combatting climate change. As I mentioned in my intervention with the member for Perth—Wellington, this bill is no stranger to Parliament. We have seen several versions of it over several Parliaments. I also want to acknowledge the former member for Kootenay—Columbia, Wayne Stetski, who was a colleague of mine for four years in this place during the 42nd Parliament. He introduced what I believe was Bill C-281. That bill actually passed through the House of Commons before arriving at the Senate, but unfortunately did not go further. I am pleased to see that with this version of the bill, I think we may have enough runway to pass it into law. I am very proud to be standing here, not only as a proud member representing the great riding of Cowichan—Malahat—Langford, but also as the NDP's agriculture critic. I have been privileged to hold that position for four and a half years now, and for me, agriculture is not work. It is a passion of mine, and I have been incredibly blessed in this role over four and a half years to have spoken with farm organizations from coast to coast to coast. To represent the farmers in my riding, take their feedback and be a part of the national policy discussion on food, food security, agriculture and how well our farmers are doing has been a real privilege. I am also the owner of a small-scale farming property. It is nowhere near a commercial operation, but even the work on that property has given me a small insight into how hard our farmers actually work. I raise livestock. I have a small flock of chickens and raise ducks. I also have pigs and three elderly sheep. This teaches me a certain level of responsibility. It makes me appreciate that care for animals and the land is something we should all aspire to. I think this is something that, through the enactment of this bill, will become part of our national discourse. It is an appreciation for what farmers do for our communities, big and small, because sometimes in our large urban centres, there can be a bit of a disconnect from where our food actually comes from. If this bill helps further the conversation, strengthening those links between our urban centres and our rural centres, I think it is doing nothing but good for our national unity. In Canada, we already have Agriculture Day, which we celebrate in February of every year, but I like the fact that Bill S-227 is going to establish the Saturday before the first Monday in August as food day in Canada. That is important because Agriculture Day is, of course, a very broad topic. There are multiple different kinds of agriculture, but this bill is making it more specific and is centring, really, on the concept of food. I think every member of Parliament realizes that food is not just a commodity. It is important. The thing that makes all humans equal is that we all have to eat to survive. It is very much a social determinant of health too. We know that there are far too many people in Canada who suffer from food insecurity. Food security and food sovereignty have been key issues for me personally. We are a country, of course, that is very blessed with the amount of arable land we have. We produce far more food than our population consumes, so we are net exporters of food. We are actually one of the top agricultural producers in the world, and that is something we should definitely carry around with pride. What I love about the country is the huge variety of growing regions we have from coast to coast. It truly is a learning experience, no matter what province we are visiting. I think we should have a country where we have the ability to produce food locally for everyone who needs it, not only to give the bare minimum amount but to achieve the good, high-quality food we all need. We need that high level of nutrition. It is a very strong factor in the social determinants of health. As New Democrats, this has been a central issue for us in many parliaments for many years. Back in 2011, we ran on a commitment to introduce a Canadian food strategy that would combine health and environmental goals and food quality objectives. We have had incredible MPs, like Alex Atamanenko and Malcolm Allen, who in the past really set the stage for the debates we are able to have today. We have to recognize those members of Parliament who did that heavy lifting in previous parliaments to establish the building blocks we truly have today to get to where we are. We created a strategy called “Everybody Eats: Our Vision for a pan-Canadian Food Strategy”, which really focused on how food travels from the farm to the factory to the fork. It was very comprehensive and I think played no small part in forcing the Liberals to come up with their own strategy in the 42nd Parliament, when they last had a majority government. I stay in close contact with the farmers in my region. I depend very much on their feedback, and I try to be as true as I can, as their representative in this place, to ensure their voices are being heard. The other thing is looking at how food is produced in Canada. I think this bill is also going to force us to look at the concept of food miles. I can remember going to grocery stores when we could see oranges from New Zealand and apples from South Africa and the amazing distances those foods had to travel to make it to our plates. I know in British Columbia we have the ability to grow a lot of seasonal produce, and I think we need to establish those stronger links. I hope this bill will help achieve that. I am also incredibly proud to come from a province that I think arguably has the most diversified agricultural sector in the country. British Columbia has a variety of different climates, given our mountainous province, and we are able to grow a lot of different things in many different regions. Depending on which valley and which part of the province we are in, we will always find a little niche market somewhere. Bringing it home to Vancouver Island, to my riding of Cowichan—Malahat—Langford, we have some fantastic farmers' markets where we can go and see where our food is coming from locally and the incredible diversity that is being grown right in our backyard. I appreciate the efforts that the locals are going to in order to highlight that incredible work that is going on our backyard. The Cowichan region, believe it or not, is Canada's only maritime Mediterranean climatic zone. We have the highest mean average temperature in all of Canada, and this allows our farmers to get a head start on growing some amazing food. In fact, in the local Halkomelem language, Cowichan, which is the anglicized version of the word, means “the warm land”. We are blessed with incredibly warm, hot summers and get an incredible amount of rainfall in the winter. That allows us to produce an amazing agricultural bounty. It is on display everywhere we go. We can get organic fruits and vegetables; local honey, cheese, eggs and sustainably harvested seafood; meat from grass-fed and ethically raised animals; homemade jams, jellies, chutneys and sauces; artisan breads, pies, pastries and cookies; locally grown and produced wines and spirits; and even gourmet treats for our pets. To cap it off, because I know I have only a minute left, I am incredibly proud to stand here to support this bill. It sounds like we are going to have a lot of agreement in the House. I hope that when it finds passage, reaches royal assent and becomes law, it will be yet one more tool we have in our tool basket of policy to remind Canadians of how important local food is, to celebrate the farmers who produce it for us, and to start a conversation on how we, as parliamentarians, can better support food security so that everybody in every region has the ability to access good, high-quality food with no barriers whatsoever.

Mr. Speaker, I offer my personal congratulations and thanks to the member for Perth—Wellington for bringing this bill forward. This bill is no stranger to Parliament. Several parliaments have seen some version of it or another, and it is nice to see that we might have enough runway to get this passed into law. As the agriculture critic for the last four and a half years, I have really been consumed by the theme of resiliency and how we build resiliency into our local food systems and communities. I am wondering if the member can share some thoughts about how this bill may further that conversation in building local resiliency in our communities.

Madam Speaker, I thank my hon. colleague, whom I serve on the agriculture committee with. When I look at the agricultural section of the budget, it is nice to finally see a reference to climate change when speaking to agriculture. He will know that our committee is currently studying agriculture's contributions to climate change. I am wondering, based on the witness testimony he has heard at committee, what kind of recommendations he hopes to see eventually in our report that may serve as a firm basis for recommendations we can make for government policy in the future.

Madam Speaker, it is a great honour to rise to speak to Bill C-234. I would like to acknowledge the member for Huron—Bruce, who is bringing forward this bill, which is a revival of what was called Bill C-206 in the 43rd Parliament. I would like to indicate that, as the New Democratic Party agriculture critic, I will be giving my support to the bill, demonstrating that we review every private member's bill that comes before us based on its merits and the principle behind it. I feel the principle behind this bill is sound. I have been our party's agriculture critic for four years now. I have spent four years on the Standing Committee on Agriculture, and I am very familiar with the predecessor to this bill. I was present on the agriculture committee when we did a deep dive into the provisions of Bill C-206. As I will reflect later in my speech, this is something that the agricultural community is most definitely calling for. Before I get into that, it is important to set the table with regard to the difficulties that are being posed by climate change. The fact that human-caused climate change is occurring is no longer in dispute. It is very much a verifiable scientific fact, and many parts of the world are starting to face a climate emergency. It is one that will manifest itself in increasingly costly ways, not only to our natural environment, but also to our economy. We will see more extreme weather events, and it is our farmers who will suffer because, as I have heard time and time again at the agriculture committee, farmers are on the front lines of this fight. This climate emergency is leading to changing precipitation patterns. We are seeing increased occurrences of catastrophic flooding and catastrophic droughts. These are going to have real economic costs. We saw that in my home province of British Columbia last year when, in the space of a few months, we went from a heat dome and massive wildfires to flooding that essentially cut the port of Vancouver off from the rest of the country. That led to major disruptions for our agricultural producers in the prairie provinces. We as a country need to acknowledge this fact, and we need to put in place policy that is going to treat it like the serious matter that it is. It is the fight of the 21st century. Unfortunately, the continuing political fight that we have seen in this place over the carbon tax has ignored many of these realities and it has sidelined the leadership that we as a country need to take against climate change. However, what has been missing in this conversation is the important role that farmers and our agriculture sector do and can play in this conversation. That centres on the theme of carbon sequestration. It is time for us to start placing our farmers up on a pedestal and acknowledging the important work they do. The only way we are going to meaningfully solve this climate change problem is if we significantly reduce the amount of carbon in our atmosphere and find ways to put it in the soil where it can play a stable role. I have been inspired by so many in Canada's agriculture sector who are adopting regenerative farming practices. They are going beyond sustainability as a principle and are observing the patterns and principles in ecosystems to reduce their input and help purify the air, the water, rebuild the soil and increase diversity. In this way, our agricultural leaders are building resilience against climate change by tackling and overcoming challenges without being completely overwhelmed by them, and we must find ways as parliamentarians in this place to be strong and firm partners with those leaders. In 2020, I took a trip to the interior of southern British Columbia where I talked with ranchers who had won sustainability awards. I do want to acknowledge the work of the Canadian Cattlemen's Association, which are showing the way by trying to replicate the natural ecosystem that used to exist on Canada's Prairies and that requires a symbiotic relationship between plants and animals through rotational grazing techniques, which actually leads to healthier grasslands, which in their own way are putting carbon back into the soil where we need to put it. Despite the advances that we have made in good agricultural practices in the fight against climate change, it is still an inescapable fact that farmers today do depend on fossil fuels. This is especially true when it comes to the drying of grain. Many of my colleagues here will remember the wet autumn of 2019, which was called the harvest from hell. That was extensive and prolonged rainfall that happened right before and during the harvest in many parts of Canada. Of course, the early snowfalls and frosts also ruined many crops. Farmers in those situations were forced to use propane and natural gas heaters to dry their grain. Without the use of those dryers, their cash crops would have become worthless because rot would have set in, and it would have been a massive economic hit. As it stands, there are currently no viable commercial alternatives to the use of propane and natural gas for the operation of these dryers. This was explained very clearly to the agriculture committee in the previous Parliament. During that time, when we were examining Bill C-206, we received eight briefs and had 29 witnesses over six meetings. In particular, I will highlight some of the testimony that we received from the Agri-Food Innovation Council. The council acknowledged that we want to move to alternative and renewable energy sources. It also pointed out the fact that we are not yet at a point where farmers have those alternative options available. Many of the renewable or clean energy options are still in an experimental stage and they have nowhere near the scaling-up capability that farmers need to employ them on a mass scale. With that being said, there was also an acknowledgement that Ottawa can play a key role in helping develop further research into alternative, renewable and clean energy sources. I also want to acknowledge that we had several witnesses come before the committee who expressed concern with Bill C-206. However, again, when I pressed them on the fact that there were no viable alternatives, I did not, in my own opinion, hear a convincing argument to lead me to go the other way. There is a very real interest in trying to repeat the work that we did at the agriculture committee. Let us bring Bill C-234 there, so that we can again do a deep dive into it and find ways, hopefully, of making some slight improvements. It does not need to be said in this place that the value of our agricultural crops out of the Prairies, especially with grains and canola, numbers in the billions of dollars and is an incredible economic driver in those regions. Those sectors need to have our support, especially when they are facing challenges and especially when no viable alternatives exist. It is a significant part of our economy as many of my colleagues will attest. In the final couple of minutes with respect to Bill C-234, I will say that the main thing it would do is make definitions as to what a qualifying farm fuel is and what eligible farming machinery is. With respect to a qualifying farm fuel, the bill would be making sure that natural gas and propane are provided in the list of fuels. With respect to eligible farming machinery, I think this is an improvement on the previous Bill C-206. The bill is specifically making reference to grain drying but also making room for providing heating or cooling in a building. I will just highlight that this particular section might be too broad a definition, and it is something that I am interested in taking a closer look at in committee. That being said, there is some room for improvement and some room for negotiation on hopefully improving this bill and reporting it back to the House. In conclusion, I hope that, in our conversation on Bill C-234, we also take this opportunity to acknowledge the incredible costs that farmers are bearing. This has been detailed quite considerably by the National Farmers Union, which has recognized that Canadian farm debt is now listed at over $100 billion and has nearly doubled since the year 2000. Since 1990, the corporations that supply fertilizers, chemicals, machinery, fuels, technology services and credit have captured nearly all of farm revenues, leaving farmers with just 5% of the total revenue. While I think that the measures in Bill C-234 are going to have a measurable impact, we also need to use this opportunity to have a broader conversation on how we support farmers and make sure that, in most of the work that they are doing, the financial rewards are in fact staying in their pockets.

Madam Speaker, as the NDP's agriculture critic, I look forward to supporting this bill so that we can have a closer look at it in the agriculture committee, just as I did with Bill C-206 in the previous Parliament. We often are talking about the punitive aspects of policy, but the member did talk a bit about the work that farmers are doing. I was wondering if he could expand on the amazing potential that exists on farms for renewable energy sources. If we look at the area that is on barns, we could help farmers with solar panel installations. There are also some tremendous possibilities to use natural gas that is naturally derived from the decomposition of materials on farms. Could the member expand on how Ottawa can maybe partner with those farms, instead of having an Ottawa-knows-best approach, and really try to put those farmers on a pedestal, show good examples and maybe increase the knowledge transfer so that all regions across Canada are benefiting from that knowledge?

Mr. Speaker, allow me to return the compliment to my friend. I have had the pleasure of serving on that committee with him. I think he and I are the two longest-serving members on that committee. We have heard repeatedly from farmers about their willingness to do the right thing and be a central part of the conversation on how we combat climate change. When it comes to the hard choices that farmers have to make when they are purchasing new equipment or finding an energy source, we first want to make sure that viable alternatives exist, which is why until they are developed and until they are commercially viable, we prepare the necessary tax breaks to help them through those tough times.

Mr. Speaker, I very much appreciate to be able to rise today and contribute to the House's debate of the Liberal government's bill, Bill C-8, which has been faithfully reported back to the House by the Standing Committee on Finance. The committee did consider one amendment to that, and of course today we are dealing with the report stage amendments brought forward by my Conservative colleagues. I very much appreciate the work done by committee members in examining this bill. I especially want to thank my colleague, the member for Elmwood—Transcona, who is the finance critic for my caucus and has been shouldering a lot of work at that committee. Bill C-8 is an act that would implement certain provisions presented to the House in the fall economic statement. It would be a gross understatement to say that the country, and indeed much of the world, have changed since mid-December. I know, from the feedback from people in my riding and people I work with here in the chamber, that the pace of change over the last two months has really left our heads spinning. We seem, as a country, to be lurching from crisis to crisis these days, and it is not giving people much of a breather to accept their changed reality. I am hearing a lot of accounts of the mental health stress this has put on people. It was back in mid-December that we were just, at the House, beginning to get a glimpse of how bad the omicron wave was really going to be. I remember the news reports in early December that there was some hope that the variant, which first emerged and was detected in South Africa, did not seem to have as much lethality to it, but of course that was blown out of the water by the concerns of how rapidly it spread. Even if a smaller percentage of people ended up going to the hospital, that small percentage, when we had the variant passing through our population so rapidly, did give rise to very considerable fears that our hospital system would be overwhelmed. Of course we had a change in leadership with one of our political parties in the House. We had the protests descend on Ottawa and many cities across Canada, which turned into an illegal occupation and blockades at our border, further putting strains on our relationship with the United States. Then, of course, beginning just a few short days after that ended, we now have a fully modern conflict raging in Ukraine, where unprovoked Russian aggression is now putting the lives of 40 million Ukrainians at risk. Here we are. The world has changed quite a bit. I do want to acknowledge that it is a frustrating time for so many people, especially in Cowichan—Malahat—Langford. They are, like many Canadians, dealing with the inflationary pressures. They see the results in the price of food at the grocery store and the cost every time they fill up their vehicles. What people have also witnessed over the last two years is the fact that so many of the wealthy in Canada, and indeed many of our most profitable corporations, have seen their profits soar during this time. Many of those companies actually took pandemic benefits and were guilty of paying out dividends to their shareholders. It seems the hard-working families in my riding of Cowichan—Malahat—Langford are working twice as hard as their parents but for less money. These pressures are putting families at the breaking point. That is why I have always been proud to be part of a party that stands for trying to ease that inequality in Canada and making sure the very rich in our country do pay their fair share. If they do not, that burden ends up falling on working families. In my riding, in the space of one year, depending on what part of the riding someone is in, we saw housing prices increase anywhere in the neighbourhood of 30% to 40%. That is in one year. With those stratospheric record levels of housing costs, of course many people were trying to sell their homes during that time to take advantage of the high prices. All of that selling in the Cowichan Valley also caused a huge crisis on rental availability, because when people are putting their house up for sale, usually the tenants are evicted as it is not really known if the new owner wants to inherit tenants or not. We also have the worst record in the G7 when it comes to combatting climate change. In my province of British Columbia, we saw a record heat wave in June. We saw wildfires consume so many communities right across the province, and then just a few short months later, we saw catastrophic floods that effectively cut off the Port of Vancouver, our busiest port, from the rest of the country. A smart government would be looking at this and looking at the evidence that these climate change natural disasters will keep piling up if we do not address them. A smart government would look at the economic toll this will place on our ability to raise revenue in the future. As for my Conservative colleagues, who like to proclaim themselves as fiscally responsible, they should not ignore the damage this is going to do to future tax revenue and our ability to help communities from coastal inundation, protect them from wildfire danger and stand up for our hard-working men and women in agriculture, who seem to be dealing with flooding and droughts at a much more precipitous pace. I know, from my time at the Standing Committee on Agriculture and Agri-Food, of which I have been a proud member for four years now, that all farmers will tell us they are on the front lines of climate change. They need to have some recognition of the good work they are doing. They also need a partner in Ottawa who is going to help them take advantage and thrive through these very uncertain times. It is all about choices. With Bill C-8, I think there is a sense of regret. For me, it is a sense of regret for what could have been and what should have been. That being said, if through these measure, we are going to propose things like allowing small businesses to acquire equipment that will improve the quality of their indoor air, I think that is a solid investment. Just because we are starting to see some very hopeful signs of us getting out of this latest variant of COVID-19 does not mean there will not be future airborne illnesses. We want make indoor air quality much better, and we would if we were to make these targeted investments. I also like the idea of allowing for an increase in the school supplies tax credit and allowing us to expand that eligibility criteria to include the electronic devices that educators benefit from. A lot of people are struggling to make sure they can get by on those family budgets, so little measures like that, for many families, can actually go quite a long way. I am also interested in the proposal here in Bill C-8 about the refundable tax credit for the return of fuel levy proceeds to agricultural businesses. This has been an issue we have been seized with at the Standing Committee on Agriculture, because, especially when it comes to activities such as grain drying or even heating a barn, I am all for giving farmers an alternative that is not based on fossil fuels. However, what we heard, very clearly, at the agriculture committee was that the technologies that are free of fossil fuels are not yet commercially viable, and they will not be so for another 10 years. Therefore, if we are going to make sure we are trying to give that price incentive, we still have to ensure that a viable alternative exists for our farmers, which is why I am in favour of giving them these very specific and targeted breaks, so they can make it through with their bottom line. Part 2 of Bill C-8 would basically establish a 1% annual tax on the value of vacant or underutilized residential property. This would only be when the direct and indirect owners are non-residents or non-Canadians. Again, on housing, there are so many more ways that the government could have tackled this very big issue. I would say this is a good first start, but there is much more that needs to be done. I know the government likes to pat itself on the back with all of the things it has done with housing, but the proof is in the pudding. If we still see housing prices rise to these stratospheric heights, we have to measure the effectiveness of the policy against that reality. I will conclude here by saying that we do have a federal budget coming in the next number of months. I sincerely hope the government realizes that this is the time for bold policy action, to really make sure Canada comes through these uncertain and very challenging times.

Madam Speaker, during the member's speech, he made a reference to the fertilizer reduction strategy. It is something I have taken a great interest in during my time as the NDP's agriculture critic over the last four years. I want to get his comments on the National Farmers Union. It says that Fertilizer Canada has produced a simplistic self-serving model that does nothing to illuminate the actual path that farmers must follow to reduce emissions in line with the requirements of our international commitments. The union also said that its report provided no useful insights on how farmers can contribute to our low-emissions future. Reducing fertilizer is, of course, going to help farmers' bottom line. Does the member agree that there are other paradigms farmers can follow to achieve the same yields, but with less fertilizer usage? It just requires a collective effort and more research on how to do so.
