Madam Speaker, to hear the Conservatives complain about time allocation is incredibly rich given what we saw from the Harper government. When a government bill was being debated in the House for the very first time, the Harper government would give notice of time allocation on that same day. The Conservative Party has no leg to stand on when it comes to this particular issue. Ultimately, this bill started its journey in the Senate. We are now at third reading. We are at a stage where members have acquainted themselves quite well with this bill. I think it has some very important aspects, and I am proud of how our team was able to strengthen the bill. For this particular bill, with the ways the New Democrats strengthened it, it is important for the House to arrive at a decision so members can make their opinions known on it. Could the minister expand on some of the reasons for this?

Madam Speaker, my colleague and I sit as members of the agriculture committee, and I do very much enjoy working with him. In the times we find ourselves in, many Canadians across the country are demanding bold action in so many areas, including in confronting our climate crisis, our housing crisis and the growing inequality we see. For so many of these areas, we see a government that is prepared to only advance half measures, and a lot of the anger and frustration that we see out there are symptomatic of that. People are not seeing our major concerns being addressed. I know my colleague addressed some of this in his speech. I am just wondering if he can elaborate a bit further on how we find ourselves in a moment that does demand bold action and how that is what Canadians right across the country are expecting to see from their elected federal members of Parliament.

moved for leave to introduce Bill C-203, An Act respecting soil conservation and soil health. He said: Mr. Speaker, I am extremely proud, not only as the member of Parliament for Cowichan—Malahat—Langford, but also as the NDP's critic for agriculture and agri-food, to introduce this private members' bill. Healthy soils are the foundation of sustainable food production, enhanced biodiversity and cleaner air and water. Healthy soils are also key to our fight against climate change, as good agricultural practices can unlock soils' huge carbon sequestration potential. The bill I am introducing today sets up a national strategy to promote efforts across Canada to conserve and improve the health of our soils. The strategy would help maintain, enhance and rebuild the capacity of soils to produce food and fuel for years to come. It would encourage farmers and other land users with research, education, training and knowledge transfer in best practices. The bill would also recommend the establishment of a national advocate for soil health, and would formally recognize both World Soil Day on December 5 and National Soil Conservation Week during the third week of April each year. Finally, I want to acknowledge and thank the member for Skeena—Bulkley Valley for seconding this bill, and I invite all of my colleagues to join me in making this strategy a reality for our hard-working Canadian farmers.
