Mr. Speaker, as vice-chair of the Standing Committee on Citizenship and Immigration, it is my honour to table, in both official languages, a supplementary report to the 16th report, on the situation at Roxham Road border crossing. Conservative members wish to reiterate what our leader, the hon. leader of the official opposition, has said, which is that the government could have acted much sooner to close Roxham Road. This inaction was highlighted by the fact that the government signed a secret protocol well over a year ago to close the safe third country agreement, but set an effective date of March 26, 2023. Conservative MPs did ask the Minister of Immigration, in November 2022, if the government had any intention of closing this loophole, but he kept answering that negotiations were ongoing, claiming that it could not be done easily. This was a statement we now know is false, as the signature had already been dry for half a year on the agreement to close Roxham Road. We tried to call the minister before the committee on this, but the NDP-Liberals indicated they had no desire to allow transparency on this issue. This, once again, shows how the NDP-Liberal coalition is more concerned about making a media splash than solving problems.

Madam Speaker, it would seem that the debate today is all about ArriveCAN, and it should be, because the questions are very good. The app was, first of all, mandatory, so I find it interesting that the minister bragged about how many people downloaded the app. They had to download the app; they did not have an option. The real question is the $54 million that it cost. We already know payments were made to companies who did not even know they got paid, and that all this money was lost. Will the government actually audit the money that was spent and figure out, number one, why it cost so much more than it should have cost for what it did, and number two, where all this money went that nobody knows about? Who got rich on this?

Mr. Speaker, my heart was saddened to hear the news of four people from India losing their lives last month after becoming lost in -35°C weather during a blizzard. This is a tragedy made worse by the news that it was allegedly human traffickers who put these people in harm’s way. Human trafficking causes real harm. No matter what someone may say, it is never safe to cross the border illegally. Human smugglers are only concerned about money and have no regard for the lives lost. They are responsible for over 40 million victims worldwide, often leading to forced labour, prostitution and death. There is a substantial need among some individuals to get to another country like Canada, but this is not the way. Canada’s Conservatives are calling on the government to ensure that our immigration system is fair, efficient and compassionate to prevent future tragedies like these events. We issue our collective condolences to the victims of this horrendous tragedy and to all fleeing their countries in search of a better life.
