Madam Speaker, farmers in my region and throughout Quebec are being squeezed. Not only is the price of diesel skyrocketing, but the price of fertilizer is soaring too.
As if that were not enough, farmers are facing unending immigration delays at Immigration, Refugees and Citizenship Canada. Foreign workers cannot even enter Canada. Some farmers are afraid they are going to lose their crops, the thing that provides. Their livelihood is at stake, not to mention our food source.
Why is this government refusing to resolve the disgraceful delays and interminable holdups at Immigration, Refugees and Citizenship Canada?

Mr. Speaker, an entrepreneur in my riding, Tony Ouellet, president of Feuillages du Québec, relies on temporary foreign workers to run his business.
Unfortunately, only one of the three workers he hired has arrived. Nothing is happening at Immigration Canada with respect to the other two. Many planting contracts must be completed by June 15, which is in two weeks, or he will have to pay severe penalties.
Why should Mr. Ouellet pay for this government's failures and mistakes?

Mr. Speaker, procedures, procedures, procedures. Sébastien Charrois is a constituent of mine whose family has been raising chickens for generations. He is at the end of his rope. He cannot find enough people to catch and transport the chickens in his barns.
Transportation companies cannot do the work, and they cannot bring in temporary foreign workers. Tens of thousands of chickens are going to be euthanized if he does not find temporary workers. I have a simple question for the government: When will it do what needs to be done to bring in temporary foreign workers immediately?

Mr. Speaker, I thank the parliamentary secretary for his response. However, he did not at all answer my question or Mr. Mackendi's question. The reality is that there are people in 2020‑21 who have already found out about their permanent resident status. Their applications have already been approved, no problem, while his has been dragging on for two and a half years.
My question is very simple: When can Mr. Mackendi expect his file to be reviewed and approved? It is outrageous to see a file drag on for practically two and a half years. That is terrible.

Mr. Speaker, I wanted to participate in tonight's adjournment debate because I am still dissatisfied with an answer provided by the former minister of immigration, refugees and citizenship, who has been the Minister of Public Safety since December 3.
My original question was about temporary foreign workers, but obviously, the immigration program is a much more complex program and has ramifications throughout the entire immigration system.
I will use the example of an applicant I spoke with just today. Nazar Mackendi, an immigrant of Haitian origin, has been in my riding for some time now. He is still waiting for approval on his application for permanent residence, which was duly submitted in August 2019, over two years and four months ago. Waiting for a bit is fine, but two years and four months is a ridiculously long time to wait. On top of that, his work permit is going to expire soon.
If Mr. Mackendi leaves the country to visit his family, which we are currently advising against, not only for this reason but also because of the pandemic, he may not be able to return. Also, since nothing is happening on his permanent residence file, he will have to pay $438 by January 31 to renew his work permit in order to remain in Canada legally and continue working.
My question is the following: What would the minister or his parliamentary secretary do in Mr. Mackendi's place?

Madam Speaker, in a joint announcement with the Government of Quebec on August 6, the government pledged to reconsider its immigration regulations, especially with respect to temporary foreign workers. Businesses will now be allowed to increase the number of temporary foreign workers from 10% to 20%.
Businesses in my riding are tired of waiting for the government, which has dithered for exactly four months now. Will they finally do their job once and for all? Will that be implemented on Monday, December 6, after a four-month delay, yes or no?
