Mr. Speaker, I thank my colleague for his question and especially for his hard work. We are firmly committed to promoting both of our official languages. With Bill C-13, Treasury Board will play an enhanced role in monitoring and evaluation. For the first time, that will include monitoring federal institutions to ensure that they meet their obligation to take positive measures, including in areas where they work with their provincial and territorial counterparts. We need to move forward with Bill C-13 to strengthen official language minority communities, among others.

Mr. Speaker, official languages are essential to the effective and efficient delivery of our federal services. Over 40% of public servants in the federal government are bilingual. Our government is also developing a new framework for language qualification standards, supervision and assessment to support a culture of bilingualism in the public service. All deputy ministers have a duty to support and promote the objectives of the Official Languages Act by encouraging the use of both official languages within their organizations. We will continue to pursue our efforts.

Mr. Speaker, respect for official languages is not only an obligation and a priority for our government, but it is also essential for the effective delivery of federal services. We are committed to providing these services in accordance with our official languages obligations. We will ensure that public service positions are designated bilingual, where appropriate, and that an appropriate level of bilingualism is required. This is essential to creating and maintaining a workplace that encourages the use of both official languages.

Madam Speaker, when government members do their presentations and communications to Canadians, they are always offered in both official languages. We will continue to do that with announcements and with all of the communications on the measures that the government is bringing forward.

Madam Speaker, since 2015, the government has made significant investments, particularly in the action plan for official languages, which was implemented in 2017. An additional $500 million in funding was allocated to provide civil society with the resources it needs to serve communities across the country, whether in the areas of immigration, health or post-secondary education. I think that we are already doing our part. We know that COVID-19 has been very difficult for the organizations, and we will continue to invest in our official languages communities.

Madam Speaker, I thank the member for the question. Today we are talking about a bill. We are talking about the terms we want to improve within the Official Languages Act, which we have had for 50 years. One of the services we provide is the translation of documents in French and English, as well as interpretation. When we put the rules in place, we want to be sure that the provinces and territories receive the necessary documents in both official languages. We want to be sure we can represent both our official languages in our agreements.

Respecting official languages is not only an obligation, it is also essential to delivering our services more effectively to Canadians. Bill C‑13 on the modernization of the Official Languages Act will strengthen the powers of the Treasury Board with respect to official languages to ensure that federal institutions are compliant.
