Mr. Speaker, I thank my hon. colleague from Madawaska—Restigouche for his important question and especially for the hard work that he does for the community. As President of the Treasury Board, every day, I see the dedication of federal public servants, who ensure that the government acts in the interests of Canadians. I thank them for that. Canadians are well served by our professional, committed and hard-working public servants, whether they are issuing benefit payments to seniors or protecting our borders. I hope that everyone will have a wonderful National Public Service Week.

Mr. Speaker, the good news is that we just landed a deal with the four public agreements for the core public service, and we are continuing to work with the CRA to make sure we have a deal negotiated at the table. We have a reasonable deal for Canadians that is fair for public servants, and we will continue to work very hard at the table to get that next deal.

Mr. Speaker, let us talk about Liberal competence. Yesterday, we managed to get four agreements with the core public administration. That means we have an agreement that is fair for employees and reasonable for Canadians. We are continuing to negotiate with the Canada Revenue Agency. I am convinced that we will get the best agreement for the CRA at the bargaining table.

Mr. Speaker, as I said earlier, I published an open letter yesterday to update public servants and Canadians. We are now a few items away from getting to a deal. We know many services are being affected right now, and we respect workers who are on strike. We know that this is hurting Canadians. That is why I am working tirelessly with my negotiating team to get to a deal. We are going to get to a deal as soon as we can.

Mr. Speaker, we have been in mediation for three weeks now, and our team is working tirelessly to negotiate new collective agreements that are fair, competitive and reasonable. This round of negotiations has been very difficult. As I said earlier, the union came to the table with 570 demands. I am proud to say that there are only a handful left on the table. Our bargaining team is working very hard, and we will come to an agreement very soon. We will continue to make an effort to come to an agreement.

Mr. Speaker, we are currently at the table. We are negotiating with the Public Service Alliance of Canada. A great deal of progress has been made. We must remember that there were 570 demands at the outset. A few are remaining and we will get there. We will reach a fair and reasonable agreement for Canadians.

Mr. Speaker, our team has been working around the clock to negotiate new collective agreements that are fair, competitive and reasonable. This round of negotiations has been a heavy lift. The union came to the table with 570 demands, and I am proud to say that only a handful remain on the table. We need to find a balance between what is fair for employees and what is reasonable for Canadians, which is what the deal on the table at this time is.

Mr. Speaker, public servants from PSAC provide important services to Canadians and the government values their work. We are committed to reaching agreements that are fair for employees and reasonable to Canadians. There is a competitive deal on the table, but PSAC continues to insist on demands that are unaffordable and would severely impact our ability to deliver services to Canadians. Canadians can expect both parties to bargain in good faith and find compromise. That is what we are focusing on.

Mr. Speaker, public servants from PSAC provide important services to Canadians, and the government values their work. We are committed to reaching agreements that are competitive, that are fair to the public servants, but also that are reasonable for Canadians. We also, as a government, believe they have a right to strike, and we will be working with them to make sure, because we are continuing at the table, that we get to a deal. We are working very hard together to get to this deal.

Mr. Speaker, I want to thank my hon. colleague for his hard work for the people of Vaughan—Woodbridge. Canada's public service is one of the best in the world. Hybrid work lets us harness the best of in-person and remote work, creating shared in-person experiences that foster collaboration and trust, together with the flexibility of up to two to three days of remote work a week. Consistency in how hybrid is applied across government will make employees' experiences consistent no matter where they work, and it will support our core purpose: serving Canadians.

Mr. Speaker, the Prime Minister asked me and my colleague, the Minister of Public Services and Procurement, to get to the bottom of this, and that is what we will do. It is important to know that we are upholding the highest standards of openness, transparency and fiscal accountability. We will continue to support Canadians by making sure they have good jobs and good services. That is how we are going to keep supporting Canadians.

Mr. Speaker, I want to thank my hon. colleague from Vaughan—Woodbridge for his hard work and for his excellent French. I have good news: We have approved a new public service health care plan that will improve support for members without any additional cost to taxpayers. Some significant changes will help improve support to the 2SLGBTQI+ community. In addition, mental health care support will double to $5,000 a year. We know that we can achieve great things together and we worked with the unions and pensioners to come to this agreement.

Madam Speaker, from the beginning of the pandemic, we made a commitment to Canadians to keep them healthy and safe during the pandemic. We have put in place measures to protect workers and communities, and federal public servants stepped up. They got fully vaccinated, up to 99%. This shows that we know we need to continue to make sure that public servants and Canadians are safe. We are committed to reviewing the current policy and will come back with a decision.

Mr. Speaker, official languages are essential to the effective and efficient delivery of our federal services. Over 40% of public servants in the federal government are bilingual. Our government is also developing a new framework for language qualification standards, supervision and assessment to support a culture of bilingualism in the public service. All deputy ministers have a duty to support and promote the objectives of the Official Languages Act by encouraging the use of both official languages within their organizations. We will continue to pursue our efforts.

Mr. Speaker, respect for official languages is not only an obligation and a priority for our government, but it is also essential for the effective delivery of federal services. We are committed to providing these services in accordance with our official languages obligations. We will ensure that public service positions are designated bilingual, where appropriate, and that an appropriate level of bilingualism is required. This is essential to creating and maintaining a workplace that encourages the use of both official languages.

Mr. Speaker, I thank my hon. colleague for his question and for the hard work he does in his riding of Vaudreuil—Soulanges. We will continue to take concrete measures to eliminate discrimination within our institutions. We created the Centre on Diversity and Inclusion, launched programs to remove barriers to recruitment and promotion, released disaggregated data and amended the Public Service Employment Act. Discrimination has always been entrenched in society. Eradicating it will require a constant and unrelenting effort.

Mr. Speaker, having a vaccinated workforce makes our workforce and our communities safer. We asked employees of the federal public service to attest to their vaccination status and they stepped up: 99% of public servants have attested to being fully vaccinated. We are currently reviewing this policy and will be back to Parliament to share our decision.
