Although there is some leeway, I also was wondering when the hon. member would actually get to the bill itself. I would remind the member that he is to speak to the content of the bill. Yes, he can add some other content, but he should be focused on the bill that is before the House. I have another point of order from the hon. member for Provencher.

As I have indicated, there is some leeway. I want to remind members who are speaking to bills to make sure they reference the bill from time to time and relate their speech to it. The hon. member for Parry Sound—Muskoka.

I would remind hon. members, and I have mentioned this on a number of occasions, there is some leeway. As long as members bring it back to the bill and relate to the bill somehow, there is some leeway in the speeches. On another point of order, the hon. member for Cowichan—Malahat—Langford.
