Madam Speaker, I thank my colleague for that important question. We will not have a high-quality, accessible, affordable, inclusive child care system without the workforce to deliver it. Of course, the workforce forms the backbone and the heart of our child care initiative. With every agreement we have signed on child care, we have ensured that the provinces and territories have to do a couple of things to access those funds, the first of which is to create a wage grid and make sure they are paying an adequate wage to our ECEs. They have work to do when it comes to building a workforce recruitment and retention strategy. We have seen provinces and territories engage in different activities across the country. For example, Manitoba has brought forward a provincial pension and benefits plan for ECEs. B.C. is doing really important work on increasing the wages of ECEs and is working on new ways to ensure it is bringing qualified ECEs into the workforce. I could go on and talk about every province and territory, but a lot of work is happening in that space.

Mr. Speaker, I, too, was very pleased to see the opening of the Prince George passport office. There will be about 20 additional offices that will be providing passport services across the country over the coming months. I do want to commend the leadership of the Government of British Columbia when it comes to workforce. It has some very innovative ideas when it comes to recruitment and retention. One of the things that they are leading the country on when it comes to recruitment is that they have created a new high school accreditation program for ECEs that is going to allow high school students to do their grade 11 and 12 combined with the college ECE program, so that once they graduate from high school, they can enter straight into the child care workforce. It is innovative ideas like these, which are happening through the funding that we have provided to the provinces and territories, that are really going to make a difference when it comes to recruitment and retention. The federal government will continue to work in partnership with provinces and territories, to ensure that we address the challenges that we are facing within the child care sector.

Mr. Speaker, I would like to thank the NDP members as well as the Bloc Québécois members for their support, because we are going to be able to move forward with Bill C-35 despite the delay tactics of the Conservatives. For all of the reasons he mentioned, it is important to move this legislation through the House so that we can ensure Canadians have access to high-quality, affordable and inclusive child care. When it comes to the workforce, British Columbia is doing some excellent work. It has instituted a $4-an-hour increase for all child care workers. It will be coming out with a wage grid soon. We are going to continue to work in partnership with British Columbia and in fact all provinces and territories to make sure the workforce is well compensated and well respected right across this country.

Mr. Speaker, I would like to thank my hon. colleague for her collaboration on Bill C-35. It has been an absolute pleasure to work with her on advancing this bill. We have had many conversations, and I share her deep commitment to ensuring that workers are fairly compensated and have the supports they need to thrive as child care workers. Workforce supports are indeed part of each of the bilateral agreements and action plans. I will be meeting with my provincial and territorial counterparts this summer to come up with a more comprehensive workforce strategy.

Madam Speaker, I would like to thank my colleague for her collaboration on this. I am absolutely thrilled we are here, continuing to advance early learning and child care and putting it into legislation, so I thank her for that collaboration. Yes, we do need to address the workforce challenges. In each of the bilateral agreements we have, we encourage and work with provinces and territories for them to bring forward recruitment and retention strategies, and some provinces have done great work in that regard. B.C., for example, has done a $4-an-hour wage top-up for all workers within child care. Manitoba has brought forward a pension and benefits plan. The Yukon has put forward a minimum wage for ECEs, starting at $30 an hour. There is good work going on, but yes, we need something much more national in scope. That is why at the FPT meeting I am hosting this summer with my provincial and territorial counterparts, the number one item on the agenda is workforce, because we are not going to be able to maintain or create those spaces without that workforce.

Mr. Speaker, we understand that EI benefits need to be fairer, more responsive and more adaptable to the needs of Canada's evolving workforce. That is why we continue to be committed to comprehensively modernizing the system. We have already extended EI sickness benefits from 15 to 26 weeks. With budget 2023, we propose extending support for seasonal workers until October 2024. We have always said we need to get EI reform right. It is a priority, and we are on it.

Madam Speaker, it is a pleasure working with my hon. colleague. I would note that she started her career as an early childhood educator, so her input has been invaluable in this regard. It is important to reiterate that the legislation is complementary to the agreements we have signed with provinces and territories. Each one of those agreements does have a commitment to a wage grid, to benefits, to ensuring we are supporting the early childhood workforce. Of course, that is very much within the provincial and territorial jurisdictions, and provinces and territories decide what those wages are. However, we are in constant dialogue with them and based on the last FPT meeting we had, there is a concerted interest from all my counterparts at the provincial and territorial level to ensure there are fair wages, that the workforce is included and supported, because they all understand that will be key to having a successful child care system.

Mr. Speaker, we took important action when we understood that the high cost of living was having an impact on Canadians. In fact, yesterday the Financial Post noted that our child care policy has been a success. It said, “government policy has played a role in getting women back in the workforce...especially when it comes to child care.... Women feel more confident going back into the workforce because they won’t be spending their whole paycheque on child care.” We are there for Canadians and we are delivering.

Mr. Speaker, first of all, I take issue with the member's question, because let us be clear that when people are working from home they are still working. The first point is that the numbers she is quoting are for the entire 29,000-person Service Canada workforce. When it comes to people who are in-person and in-office Service Canada passport officers, almost 90% of them are back in the office. Those who are working from home are doing so for medical reasons, but they are still able to support the delivery of services. It is important to get the facts right here.

Mr. Speaker, what I can share with the member opposite is a real plan to grow our economy. In every province and territory across this country, families now have access to reduced child care fees. In fact, if women across Canada choose to enter the workforce at the same rate as women in Quebec did 25 years ago, that is 240,000 workers in this country able to join the economy and able to grow the economy. We are committed to fiscal responsibility, and we will do just that.
