Mr. Speaker, I rise with the honour of presenting, in both official languages, the 10th report of the Standing Committee on Access to Information, Privacy and Ethics, entitled “Foreign Interference and the Threats to the Integrity of Democratic Institutions, Intellectual Property and the Canadian State”. Pursuant to Standing Order 109, the committee requests that the government table a comprehensive response to this report.
While I have the floor, I want to state how important this study is and what the committee heard. I want to mention the courage of the witnesses who came before our committee, in particular Pascale Fournier, who spoke truth to power, and members of our Chinese diaspora who deal with threats, intimidation and fear on a daily basis. They came before our committee to tell their stories. I hope that this report reflects those concerns accurately. More importantly, the report states what needs to be done in the recommendations to the government to deal with these threats of foreign interference, particularly by the Chinese Communist regime in Beijing.
While I am standing, I also want to thank the Clerk, the analysts, the technicians, all the witnesses and all members of the committee for putting their hearts and souls into the issue of threats as a result of foreign interference. This is a very important issue for our country. I present this report on behalf of the committee.

Madam Speaker, one of the concerns coming out of report stage is about the firearms advisory committee that the public safety minister spoke about, and the power it is going to have to potentially ban firearms going forward. Could the member speak to that briefly?

Mr. Speaker, I think we have already seen examples of an overreach with this particular government on many aspects. I talked about Bill C-21 during my speech. My colleague from North Okanagan—Shuswap highlighted many of the egregious events of the government in taking down or limiting the rights and freedoms of Canadians. I think that is a concern and certainly a concern that I have heard from people as well.

Mr. Speaker, as I said during my speech, there has not been any other issue that I have been seized with other than Bill C-21, which is the firearms legislation, more than this piece of legislation.
I have heard from more people who are opposed to this piece of legislation, because of the impact it would have on user-generated content. I have listened to the voices of those people I represent. I have heard, at committee, the testimony of people. I read many of their comments about their concern about this piece of legislation. The Senate has a concern. The only sides that are not concerned about this are the Liberal and NDP side, and to some degree the Bloc. It is understandable why the Bloc is in support of this piece of legislation, but the NDP and the Liberals are not doing what they need to do, and that is to listen to those people who have expressed concerns.

Mr. Speaker, I am very glad to see you in the chair. I hope you are getting your strength back. You sound like it. You are doing a good job of keeping everybody in good spirits.
Before my question, there are a couple of issues that I want to bring to the attention of the government House leader.
Number one is that we are requesting a take-note debate on the issue of food security, which is having a significant effect around the world, as members know, as a result of many geopolitical issues.
The second thing is a request to split Bill C-21 so that we can work on victims and the protection of victims in domestic violence.
The third thing is that there have been significant concerns among stakeholders and advocates right across the country regarding Bill C-11. We are seeing some draconian measures being proposed by the government to deal with this piece of legislation. I am concerned about that.
Before I ask for the schedule, I am wondering what the government House leader's plan is to effectively silence the voices of millions of people who voted for opposition MPs in this place and, furthermore, what his plans are to contribute to a further decline in democracy in this place over the course of the next week.

Madam Chair, earlier I mentioned the great concerns the opposition parties are having in terms of our ability to hold the government to account, and it is at the mercy of the resources the government makes available for that purpose.
Has the government been gaming the system to ensure the resources are unavailable for the committees it does not like, such as the Special Joint Committee on the Declaration of Emergency and its motion to order the production of documents on the Liberals' increasingly flimsy invocation of the Emergencies Act?

Madam Speaker, let me begin by sharing my concern for the residents of the hon. member's riding. I know they are in good hands and he is going to work extremely hard on their behalf to ensure that the situation is rectified for the safety of all the residents he represents.
This was once a place of informed debate. The concern with this bill, specifically as it relates to the CRTC and the policy directive to the CRTC happening after the bill is passed, causes me and, I am sure, many Canadians great concern. I am wondering if the hon. member can reflect on what the consequences of that may be as it relates to the online content of Canadians.
