I’m pleased today to welcome a constituent, Christine Pisapia, as well as Susan McKenzie, leader of the Kidney Patient and Donor Alliance of Canada, and the rest of their team. Christine is a transplant ambassador at Sunnybrook Hospital in Don Valley West and made the brave decision to donate a kidney to her brother. She now advocates for more people to become donors.

They’re hosting a reception at lunch today in room 228 in honour of World Kidney Day on March 14, and I encourage members and their staff to join them to learn more about their transplant-first work to advance kidney donation, which I support. Welcome to Queen’s Park.

I rise today to talk about the housing crisis and my riding of Don Valley West. The average rent in Toronto for a one-bedroom has reached $2,500. In the recently tabled budget, the government projects lower housing starts than they projected last year, and at this rate, they will miss their 10-year housing goals by at least 50%. Yet still, the government insists they have a plan. So far, their plan seems to be only about tall and sprawl, neither of which is sustainable.

In my riding of Don Valley West, we are still feeling the impacts of their irresponsible decision to waste taxpayer money and override city council’s Midtown in Focus plan. Now, they are allowing 35-storey-plus towers of mostly one-bedroom condos at a handful of choke points like Bayview and Broadway—not because it’s good for our community; in fact, the city and residents say exactly the opposite.

Our neighbourhood is losing a valued medical building, along with its family doctors, to a 32-storey development, which will leave thousands more without a family doctor. Speaker, we need housing, but we also need a plan for our communities, where families and retired seniors can live too; a plan to ensure schools which are not overcrowded, parks and hospitals, that have made Don Valley West a great place to live.

Speaker, I would respectfully ask the government to let cities be planned by our planners, to allow sustainable mid-rise density in our neighbourhoods, along with a plan for new schools, parks, community centres to keep Don Valley West the great place it is to live.

On November 25, 15 top architectural firms and urban planners wrote an open letter to the Premier—I hope he read it—showing how Bill 23 will not help people achieve the dream of affordable home ownership that this government says it will.

The letter says, “It will inhibit the construction of affordable housing...; dismantle regional planning and urban design considerations; undermine ... environmental protection...; and limit public participation in how we build our communities ... ”—for example—“by reducing the affordable housing requirement in inclusionary zoning from 20% to” just “5%.” It will reduce fees that cities use to pay for housing inspections. None of that sounds good for Ontarians.

The Premier’s own housing task force did not say we need to swap land in the greenbelt to get housing built.

So, my question to the Premier: Who is telling him that paving over the greenbelt is the solution to the housing crisis? And are they the same people who will stand to profit from this decision?
