Mr. Speaker, I thank my colleague from La Prairie for his question. I am pleased to let him know that our government implemented a series of measures in 2015 that have evolved as the threat has evolved. Based on expert advice and independent reviews, we strengthened these measures. A very important bill is currently before Parliament. I welcome the Bloc Québécois's support for introducing enhanced measures to protect our institutions. We will continue to deal with the matter appropriately.

Mr. Speaker, our government has taken the threat of foreign interference seriously from the moment we formed the government. The former Conservative government was in power in 2013 when intelligence agencies detected the growing threat of foreign interference. The Conservatives, however, did absolutely nothing to strengthen our democratic institutions. We have done exactly the opposite since we formed the government. We will rely on reports by experts from everywhere to strengthen our democratic institutions.

Mr. Speaker, on the contrary, we are working to secure our democratic institutions. From the time we formed the government, we have worked to strengthen the mechanisms needed to counter foreign interference, something the Conservatives never did during their years in power. We constantly look for new ways to strengthen the existing mechanisms even further. Like our colleague, we are eagerly awaiting the report of the Right Hon. David Johnston in this matter.

Mr. Speaker, every minister in our government—and this should be true of every member of the House—agrees that we must work together to protect democratic institutions and to ensure that all members of the House, including our friend from Wellington—Halton Hills, are able to do their jobs as members of Parliament without foreign interference. This has always been a priority for our government. We have implemented measures that did not exist under the previous government. We will continue to strengthen them further.

Madam Speaker, my colleague from the Bloc Québécois knows full well that our government strengthened legislation to deal with foreign interference in our democratic institutions. He knows full well that we have taken several measures—which were definitely not in place when we formed the government in 2015—to strengthen our institutions and to counter foreign interference, which had already been a factor for 10 years. The good news is that we are continually working to strengthen our measures. We look forward to reading Mr. Johnston's recommendations on this issue.

Mr. Speaker, my colleague knows very well that, on the contrary, the Prime Minister and our government took this important issue seriously from the beginning, by seeking to strengthen Canadian democratic institutions against interference from China and other countries. This is not a new phenomenon in Canada or elsewhere around the world. The good news is that we have put in place measures to reinforce our democratic institutions and we will continue to do so, particularly through the work of the Right Hon. David Johnston. We will put in place all other necessary measures to go even further.

Mr. Speaker, as I said a few moments ago, we share the concern of all our colleagues over the importance of strengthening our democratic institutions with respect to interference by foreign states, including China. We have taken action on several fronts and put a number of measures in place. We will continue to further reinforce our democratic institutions, precisely as Canadians expect from a responsible and transparent government.

Mr. Speaker, I do appreciate the question from the NDP leader. We share his concerns, as should all members of the House of Commons, about the importance of strengthening our democratic institutions. That is exactly what we have done since coming to power. Yesterday, the Prime Minister announced other additional measures to increase this protection. We understand that we need to be transparent and open with Canadians. That is exactly what we will continue to do.
