Madam Speaker, that is absolutely true, and union leaders at the CSD, CSN and FTQ have made clear statements to that effect. On behalf of Quebeckers, I thank my colleague for his leadership when it comes to the importance of dental care and pharmacare. Clearly, the Bloc Québécois is not giving a second thought to the labour movement and the 600,000 Quebeckers who have signed up for these programs. If it respected them, it would not be moving this motion today, and it would not be attacking these programs. I look forward to hearing my colleague's speech, which will surely present the views of Quebeckers who want a better health care system.

Madam Speaker, I would say to my colleague that the fact that she has constituents who want to register and access this program shows that Quebeckers and Canadians see the importance of this type of program. I wonder why the Bloc Québécois is against it. If they want to collaborate on improving the registration process and finding solutions for a program that is in its early stages, then we invite them to do so. Instead of that type of collaboration, we are seeing political games, where the Bloc Québécois is going against many Quebeckers, the unions, Quebec citizens on the issue of dental care and pharmacare. In the meantime, it is collaborating with the right outside Quebec, who simply want to attack our health care system. It is unacceptable.

Clearly, Madam Speaker, Quebec must be consulted on issues that affect Quebeckers. We feel that the back-and-forth between the federal government and the provinces may be a good thing for social policy. We think that it is by working together rather than unilateral action from the federal government that the best social policies are developed. However, it is also true that a number of Quebec voices clearly support a federal dental care program and this program will improve the lives of many Quebeckers. The same thing happened during the debate on the Canada Health Act; there were discussions about that act and how it impacted provincial jurisdictions. Today it is seen as a done deal. It is one of our country's main values. One day, the same will hold true for the dental care and pharmacare programs. I am proud that it is thanks to the NDP that we can move forward on these programs. I want to be clear and to ensure that the voices of Quebeckers who support our dental care program and our pharmacare program are heard. The Centrale des syndicats démocratiques, or CSD, the Confédération des syndicats nationaux, or CSN, the Centrale des syndicats du Québec, or CSQ, and the Fédération des travailleurs et travailleuses du Québec, or FTQ, have been calling for public pharmacare for a long time. They have applauded this first step and are asking for more. It makes me wonder why the Bloc Québécois is ignoring Quebec's union leaders and the voices of Quebec workers on this issue. According to CSD president Luc Vachon, it is unconscionable that a person's health should depend on their income or be open to negotiation. Even though Quebec has its own system, it discriminates against low-income individuals. A truly public and universal system must guarantee all people the right to easy access to medication. The time has come to set aside constitutional wrangling and ensure that everyone has real access to affordable medication. The CSN believes that Quebec is going in the wrong direction by demanding an unconditional right to opt out. For the CSN, it would not be acceptable for Quebec to receive federal funding with no strings attached in order to maintain a dysfunctional and unfair system. The CSN calls on the federal government to be open to provinces that wish to fund universal provincial public plans. Why is the Bloc Québécois opposing what the CSN is saying? We base our position on the enthusiastic messages we received from Quebeckers about the dental care program. Over 600,000 of them have signed up for dental care. Why is the Bloc Québécois opposed to these 600,000 registered individuals? Once again, the facts are clear. The NDP plan would benefit 2.5 million Quebeckers and would save seniors $1,000 a year already. We already have 10,000 dental care providers registered. The following questions deserve to be asked of the Bloc Québécois: Why is this party, which claims to be the great defender of Quebec, opposing the union leaders of the FTQ, the CSD, and others? Why does the Bloc oppose the 600,000 Quebeckers who have signed up for the program? The big question is, why is the Bloc Québécois working so hard to defend provinces outside Quebec that are led by right-wing governments? I would like to turn to the speech we just heard from the leader of the official opposition. At some point he referred to nightmares and dreams. I could say that what his speech in the House symbolizes for so many Canadians, particularly low-income Canadians and working Canadians, is in fact the nightmare that we would have to deal with if we had a government led by the leader of the official opposition. Canadians remember the dark Harper years, when social programs were cut and health care investments were cut. In fact there were changes to investment formulas to provinces, which ensured that provinces like mine got less money than they needed to be able to live up to the needs of their communities. Manitoba still has not recovered from the cuts brought in by the Harper government. However, let us be clear: The Bloc is defending right-wing premiers and right-wing governments across Canada that are bringing our public universal health care system to its knees. We have seen the cuts in Ontario; we have seen the declarations from Premier Danielle Smith in Alberta, and the future for people in those provinces is particularly ugly. We have seen the way in which they are pushing privatized health care. They are taking away from the public health care in prioritizing privatized health care, all the while eroding universal health care that Canadians depend on. In effect, the Bloc is not just positioning itself against the interests of labour unions, working people, the 600,000 Quebeckers who have signed up for the dental care program and the many who have spoken of the importance of pharmacare as well. The Bloc is also, for some bizarre reason, defending right-wing premiers outside of Quebec who are all too committed to gutting public health care. We in the NDP will not let them do that. We are clear: We stand in solidarity with union leaders, with unionized workers in Quebec, with the 600,000 Quebeckers who signed up for the dental care program and the many more who we know will sign up in the months to come. We are saying that we must move forward to expand universal health care when it comes to dental care, when it comes to pharmacare and when it comes to the broader vision of health care that leaders like Tommy Douglas and others talked about so many years ago. It is inconceivable that in a country as wealthy as Canada, we are not able to look after one another and we are not able to look after our citizens in the ways that they need it. Just a few weeks ago, I had a chance to speak with a diabetes nurse here in my home community of Thompson. She talked about the challenges and how difficult it is to work with patients who cannot afford the medication and the equipment that they need when it comes to diabetes. I will finish by saying that I am proud to stand for constituents who desperately need what pharmacare would mean to them and who desperately need what dental care would mean to them. I am proud of the NDP's position, which relies on the Sherbrooke declaration and says yes to public universal health care, dental care and pharmacare and no to the political games of the Bloc, the right-wing premiers and the leader of the official opposition.

Madam Speaker, I rise today to speak to the troubling motion that the Bloc Québécois moved today and that we are trying to amend. This motion poses serious issues for the future of Quebeckers and Canada as a whole. I will begin by saying that the NDP is unequivocally committed to respecting Quebec and we recognize that Quebec is a distinct nation within Canada. In fact, the NDP is proud to have recognized that when it adopted the Sherbrooke declaration several years ago under our former leader Jack Layton, with whom I had the privilege of serving. I also want to recognize Quebec's unique history when it comes to social programs and the concept of collective well-being. The federal government must take a leadership role and make vital investments to meet the needs of Quebeckers and Canadians. It is clear from Quebec's cultural history that the Quebec nation has a rich heritage. The NDP is progressive and we recognize that Quebec is a nation and that it both has and deserves the right to self-determination. We recognized this long before the Liberals and Conservatives. The Quiet Revolution was one of the great progressive and social democratic revolutions, not only in the history of Quebec, but also in the history of North America. It marks the moment when Quebeckers took their destiny into their own hands. Our former leaders, Jack Layton and Thomas Mulcair, as well as our current leader from Burnaby South have made it clear: Quebec is a nation with its own history. Madam Speaker, I would like to thank my colleague for the points he raised in his speech. As a progressive jurisdiction, Quebec is recognized as having a stronger social safety net than what exists in most of Canada, including its drug insurance plan, child care program, housing and so forth. This is not by chance; it is clearly the result of the battles waged by Quebeckers over decades. That being said, there are many Canadians who have fought to expand and strengthen the health system in the rest of Canada. I am proud of the work done by the NDP on pharmacare. We have major concerns when it comes to the promises made by the Liberals. We feel we have to make sure to expand the pharmaceutical services that Canadians are entitled to. Does my colleague agree that Canadians should have these services? As the NDP said, should there be negotiations with the Government of Quebec?

Madam Speaker, I think that 18 months is an unacceptable delay. That was clearly said. We can move forward much more quickly than that. Obviously, we need this bill. From Quebec's and British Columbia's experience, we know that it can make a difference for workers. Workers in federally regulated sectors need this support as soon as possible. Eighteen months is an unacceptable delay.

Mr. Speaker, I represent a region that has been very negatively affected by a free trade agreement. As a result, my riding has lost good jobs, particularly in the natural resources sector. The member was very enthusiastic about saying that he supports free trade agreements. Knowing that Quebeckers were also affected, is it not important to do a good job to ensure that jobs and key sectors here in Canada are protected and that we do not lose good jobs and the industries we have in Quebec and Canada?

Mr. Speaker, yes, we recognize the Quebec nation. It was very important for us to work with the Government of Quebec in developing Bill C‑13. We were very happy to learn that an agreement had been signed between the Government of Quebec and the federal government to advance shared priorities. It is obvious that such an agreement is crucial to ensure Quebec's self-determination in many key areas, and that the federal government must be a part of the solution to protect the French language and stand up for official language minority communities. From the beginning of the debate on Bill C‑13, I have been very clear in saying that French is in decline. We see it here, in western Canada, and we know that it is obviously the case in Quebec. The federal government must keep this in mind not only in the context of this bill, but also, more specifically, when it invests and plans for the future.

Mr. Speaker, first of all, Bill C‑13 is a strong measure that gives us the tools to address the decline of the French language. It is a huge step in the right direction, but it is not enough, obviously. Of course, we must address the decline of French, be it in education or in other fields. We must make the necessary investments and recognize that we need clear and targeted plans to support our communities, especially outside Quebec, where we are seeing a fairly serious decline. We certainly need to have the right information. Of course, we want Statistics Canada or any other government agency to be able to collect the necessary information to ensure that our children, our schools and our school districts have the data they need to support education in French. As I said, we have a lot of work to do to end the decline of the French language, but I believe that Bill C‑13 represents a big step in the right direction.

Mr. Speaker, I am rising in the House today to speak on behalf of the NDP at third reading of Bill C-13, an act to amend the Official Languages Act. This bill has our unequivocal support. Today is a historic day. No changes have been made to the Official Languages Act for 30 years, but we finally managed to do it. The work was sometimes hard, but it was important for the francophonie, Quebec, Acadia, Franco-Manitobans and all of the other francophone communities across the country. On a personal level, it is important for me, for my children, for all of our children and for our future. I am a proud francophile. I was born in Thompson, in northern Manitoba. I am the daughter of immigrant parents. My mother tongue is not English or French. It is Greek. I understand how lucky I am. My parents understood the importance of speaking both of Canada's official languages, and it is thanks to the battle waged by francophones across the country, teachers and allies, that I had the opportunity to study French through a French immersion program. In Manitoba, many francophones fought for their rights and for public investment in French education. In the 1980s, a Manitoba NDP government, of which my father, Steve Ashton, was a member, fought against discrimination and defended the right of francophones to have access to services and legislation in their language. I knew from a young age that we cannot take anything for granted. We have to fight to move forward. I also know that generations of young Canadians are able to communicate in our two official languages thanks to the dedication of our teachers, our schools and our communities and, above all, their passion for the French language. In my last speech, I paid tribute to almost every teacher that my generation of students and I had at our immersion school, Riverside School, in Thompson. It was through teachers, particularly in my immersion experience, that we learned not only French, but also about francophone culture. We now have unique insight and a richer understanding of our country and our world. I want the same thing for my two children, Stefanos and Leonidas. They are now five and a half years old. They are in kindergarten at École La Voie du Nord, a French-language school in the Division scolaire franco-manitobaine, or DSFM, in Thompson. My children are part of the next generation. For them, the world has become a little smaller, but it is a world where French is in decline in Canada. We must stop this decline and fight for this next generation. I want to point out that the work we did in committee was historic work. I am proud of what we accomplished at this committee. I want to mention a few important changes that we made to Bill C-13 to strengthen it and to better address the decline of French in our country. First, I want to mention that changes were made to the bill concerning immigration. We must ensure that we have ambitious targets that recognize that we must accept francophone immigrants and francophone families to enrich our communities across the country and address the decline of French. I recognize that this is also a priority in the government's action plan, but let us remember that ambitious targets are not enough. We also need to invest in consular services, particularly in sub-Saharan Africa. We need to invest in settlement services here in Canada, and we need to ensure that we have a well-organized and carefully targeted system to recruit the people that we need. I especially want to emphasize the recruitment of early childhood, elementary, secondary and post-secondary educators. The reality is that there is a major shortage of French teachers both in immersion and in the francophone network outside Quebec. We need to find solutions to this labour shortage. We need to acknowledge that the Canadian Association of Immersion Professionals has said that an extra 10,000 teachers are needed to meet the current demand for French immersion and French as a second language. How are we going to resolve these labour shortages and attract the professionals we need to maintain public services in French-language and immersion schools and day cares? We need to strive to meet the ambitious targets in Bill C‑13 with targeted investments and with a real plan to welcome the people we need to be able to educate the next generation of young people in French across the country. I have to say that this is personal for me. I have mentioned in committee several times that my own children were on a waiting list for more than a year to get a spot at a French day care in my community because of the labour shortage. Many efforts were made to resolve this problem, including an initiative to bring people with early childhood education experience to Canada. Despite all these efforts, the problem could not be resolved. Immigration, Refugees and Citizenship Canada did not provide enough help. The result is that several children, including my own, were unable to attend day care in French. We have to be able to make these crucial investments in education in order to educate the next generation in French. This step forward in the bill is also linked to one of the other changes we were able to make, of which I am very proud. It was the NDP that pushed to include the negotiation of mandatory language clauses in agreements between the provinces and the federal government. Our aim is to ensure that every agreement between the federal government and the provinces includes language clauses so funding can be given to francophone and anglophone minority communities, to ensure they receive their fair share. Be it for health care, employment services or day care, we absolutely need to include language clauses in our agreements with the provinces to ensure that francophone and anglophone minority communities have access to adequate services and opportunities. I would also like to point out that we were able to make changes to increase the Treasury Board's powers regarding the enforcement of Bill C‑13. We were also able to give more powers to the Commissioner of Official Languages. We were able to make changes that a number of stakeholders had requested, particularly with respect to access to justice. I would like to mention that Manitoba's francophone jurists clearly indicated that Bill C‑13 should address the importance of access to justice in French and ensure that Manitoba francophones can go to court in French. Of course, the same right will apply to English-speaking minority communities. With all our colleagues around the table, we were able to ensure that people will have access to justice in French outside Quebec in provinces like Manitoba. I would also like to talk about another change we made. We insisted on the issue of access to federal lands for francophone school districts. This is something of utmost importance for many school boards that need to grow to meet increasing demand yet do not have the space to do so. Bill C-13 provides that opportunity. Finally, I am very proud of the work we have been able to do. I want to once again recognize organizations like the Fédération des communautés francophones et acadienne, or FCFA, and its president, Liane Roy. The FCFA is the national voice of 2.8 million French-speaking Canadians living in nine provinces and three territories. It represents the voice of francophones across Canada. It has played a key role and was crucial in ensuring that the President of the Treasury Board would have greater responsibility for implementing Bill C‑13 and that francophone immigration will be supported. It is also thanks to that organization that we pushed further on the issue of language clauses and succeeded in giving more powers to the Commissioner of Official Languages. I also want to recognize the work of the FCFA member organizations working on the ground, including here in Manitoba. They are the true defenders of the French language. I want to commend them for their hard work on Bill C‑13. The last major reform of the Official Languages Act was in 1988. It was clear that there were gaps in the act. It was not easy for our youth to receive all their education in French, from early childhood to post-secondary education. There was a lack of francophone staff. Access to justice in French was difficult. Emergency alerts and information on health and public safety were not available in French. I believe that Bill C‑13 is a big step in the right direction. I want to acknowledge the committee's cooperation during our work. I want to thank all the committee members who moved amendments to the bill. I know that we did not always see eye to eye, but we all had the same goal of protecting the French language in Canada and defending the rights of official language minority communities in Canada. The amendments that were adopted by the committee are essential. We hope that the Senate will respect them. The reality is that this bill will change the federal government approach by recognizing that French is a minority language throughout Canada and North America. The government's actions will have to reflect that. We must recognize that the sharp decline in the number of francophones in Canada is a serious problem and that we must take action in whatever way we can. We are all familiar with the statistics. The French language is in decline across our country. In 1971, the demographic weight of francophones was 25.5%; today, it is less than 23%. If we do not defend our services and institutions, if we do not defend French education in French and immersion schools, the decline will continue. Today, we are moving forward with a national project, a project rooted in the recognition of first peoples and indigenous languages. It is a project that recognizes our two official languages and the fact that we must work to protect French in Canada. It is a project that recognizes the diversity of our country, the multiculturalism of our country. It is a project that recognizes the fact that there are many Canadians like me, whose parents came from other countries and who want to raise their families and contribute to our country in both official languages, perhaps even in their mother tongue, and thus contribute to a bilingual country, a multicultural country, a country that respects the first peoples of Canada. I strongly encourage all my colleagues in the House to vote in favour of this historic bill so we can continue the work needed to defend French and support official language minority communities.

Mr. Speaker, I thank my colleague for his hard work in defending the interests of Quebec, but also for his support of francophone communities outside Quebec. We New Democrats are proud of the work we did with the Quebec government to finalize a bill that reflects the interests of Quebeckers. We supported the agreement that the Quebec government has with the federal government. It is clear that there is a lot of work to be done to support French, even in Quebec. The federal government has a key role to play and must fulfill its obligation.

Mr. Speaker, I rise in the House today on behalf of the NDP to speak to Bill C-13, an act for the substantive equality of Canada's official languages. Today is an historic day. It has been 30 years since the Official Languages Act was last amended. Finally, here we are; we have succeeded. It was hard work at times, but it was important. This work is not only important, but it is essential for the francophonie, for Quebec, for Acadia, for the Franco-Manitoban community, as well as for all our communities. It is important for me, for my children, for all of our children and for our collective future. I am a proud francophile. I was born in Thompson, in northern Manitoba. I am the daughter of two immigrants. My first language is neither English nor French, but Greek. I understand how lucky I am. My parents understood the importance of speaking both of Canada's official languages, and it is because of the struggle of francophones across the country, educators and their allies that I have had options to study French. Manitoba is home to many francophones, and they have fought for their rights and for public investment in education, for example. In the 1980s, a Manitoba NDP government, including my father, fought against discrimination and defended the language rights of francophones in terms of public services and legislation. This taught me, from an early age, that nothing can be taken for granted. I also know that generations of young Canadians can communicate in our two official languages because of the dedication and especially the passion for French shared by our teachers. I applaud the work of Mrs. Vachon, Miss Duceppe, Mr. Vermette, Mr. Labelle, Mr. Lamothe, Mr. Picard and many others. Many of us will never forget Mr. Macdonald, who put his heart and soul into his work to help us learn his language, our language. Mr. Macdonald was a proud Acadian, and his joy for his people and the Acadian culture was infectious. It is because of teachers like Mr. Macdonald and all those I have named, as well as hundreds of other francophones across the country, that many generations like mine speak French and that we have a unique and enriched understanding of our country and our world. I want the same thing for my two children, Stefanos and Leonidas, who are now five and a half. They go to kindergarten at La Voie du Nord, a French school in the Franco-Manitoban school division. They are part of the next generation. The world has become smaller for that generation. However, in a Canada where French is in decline, we need to reverse that decline and fight for the next generation. Today, I want to say that I am proud of the work that we did on the Standing Committee on Official Languages. On several occasions, I shared my experience and the challenges that families like mine experience in being unable to access French day care services. That is why I am proud of the work that we did in committee and that the NDP did in committee to guarantee that language provisions will be mandatory in federal-provincial agreements. The money that will be distributed and the funding that will finally be granted will help to ensure that francophone and anglophone minority communities get their fair share in this and other areas. I also want to highlight the leadership demonstrated by such organizations as the Fédération des communautés francophones et acadienne, or FCFA. I want to recognize the efforts of its president, Liane Roy. The FCFA is the national voice of 2.8 million French-speaking Canadians. They represent the voice of francophones across Canada and played a key role that has led us to this day. Thanks to them, the President of the Treasury Board will be responsible for enforcing Bill C‑13, francophone immigration will be supported, and there will be language provisions and stronger powers for the Commissioner of Official Languages. I want to salute defenders of the French language across the country. The last major official languages reform took place in 1998. Clearly, the Official Languages Act had holes in it, such as the struggle to create an unbroken educational pathway for our children from early childhood to the post-secondary level, the lack of francophone staff, and problems related to accessing the justice system in French, communicating in French in an emergency, and obtaining health or public safety information. The number of francophones in Canada has also experienced a sharp decline. We all know the statistics. In 1961, francophones accounted for 25.1% of the population. Today, they make up less than 23%. Obviously, if we do nothing to protect our services and institutions, the decline will continue. I do not understand why the leader of the Conservative Party keeps attacking the CBC and Radio‑Canada. Bill C‑13 clearly states that the federal government recognizes that the CBC contributes through its activities to enhancing the vitality of the English and French linguistic minority communities, as well as to protecting and promoting both official languages. The leader of the Conservative party even asked to cut $1 billion from CBC/Radio-Canada's funding. In 2021‑22, CBC/Radio-Canada received $1.2 billion from the federal government, so that kind of cut would be disastrous. If the Conservative Party understands that French is in decline across Canada, then why does it want to cut so much money from an institution that is so critical to protecting and promoting our two official languages? The work of the Standing Committee on Official Languages was hard, but the spirit of collaboration was there. I want to thank all the members of the committee, whether they were Liberal, Conservative or from the Bloc, who made important amendments at the committee. I know that we did not always agree, but we all had the same goal: to protect French in Canada and stand up for the rights of linguistic communities in Canada. The amendments that were supported in committee are essential, and I sincerely hope that the Senate will respect them. I would also like to acknowledge the work of the Minister of Official Languages. We found a way to work together with the common goal of amending the Official Languages Act in order to give communities the resources to protect their own language, our language. Respect is fundamental to the work that we did in committee. I want to highlight the fact that, unfortunately, some members of the House of Commons based their comments in committee on outdated concerns and claimed that the systemic decline of French does not exist, even in Quebec. The NDP has a clear message for those who subscribe to the idea that if francophone rights and resources are protected, other communities will suffer or vice versa: There are no losers when we protect official languages. Living in a country where French and English are respected makes life richer. The reality is that Bill C‑13 would change the federal government's approach by recognizing that French is a minority language throughout Canada and North America and that the measures the government takes must reflect that. This is an important change that will help slow the decline of French. Today, we are moving forward on a national project, a project rooted in the recognition of first peoples and indigenous languages, a project that sends a clear message that we are proud of our two official languages. We are proud of a multilingual, multicultural, diverse Canada. We are proud to be able to move forward and fully support the protection of French, to ensure the rights of official language minority communities. That is why I strongly encourage all my colleagues in the House to vote for Bill C‑13, an historic bill.

Mr. Speaker, the modernization of the Official Languages Act should be a historic moment. This is our chance to support French in this country and linguistic minority communities. Despite the fact that it is their own bill, the Liberals are in chaos. They are taking contradictory positions, and several MPs are threatening to vote against Bill C-13. Where is the Liberal vision? French is in decline in Quebec and in Canada. We must take action. Rather than playing political games on the backs of these communities, can the Prime Minister assure us that his caucus will vote in favour of Bill C-13?

Mr. Speaker, I want to thank my colleague for the points he raised in the House. As I mentioned, back home, ordinary people are having a tough time because of the cost of living and inflation. We see that taxpayers money, Quebeckers' and Canadians' money, is being used by the Liberals to help their friends, their contacts, those who have power or hidden power. Could my colleague share his thoughts on what an injustice this scandal is to Canadians?

Madam Speaker, I rise today for the second time to proudly speak to my bill, Bill C-245, an act to amend Canada's Infrastructure Bank, with a plea. Time is running out, and our communities need help. It is clear the climate emergency is here. Our region is already being hit hard. Yesterday, in Winnipeg, we saw record high temperatures. Over the last month, Peguis first nation has seen unprecedented flooding. First nations such as Tadoule Lake had winter storm warnings in June, and we are already experiencing extreme forest fires, which have caused extensive damage. In parts of Ontario and Quebec, tornados and severe storms have been wreaking havoc the last number of weeks. The bill is rooted in this reality, the reality that communities on the front lines, particularly indigenous and northern communities, need action to survive climate change now. Since I tabled this legislation, I have heard from many indigenous and northern leaders across the country who have advocated tirelessly for federal support, support they have yet to receive. I have also heard from many who have reached out to the Canada Infrastructure Bank only to be rejected. I have heard stories of first nations that were refused funding to upgrade a community hall in desperate need of fixing because they could not show the Canada Infrastructure Bank how it would be profitable, and of a northern community that was trying to switch off from diesel and were told to apply for solar panel funding without any recognition of the infrastructure needed to transition the community. Communities do not need band-aids. They want to work with government to build infrastructure that mitigates and adapts to the increased precarious realities they face. Two first nations in our region, Poplar River and York Factory, have been left stranded in the last few weeks. It is clear they need all weather roads. The government might show up to put a on band-aid for a short-term solution, but that is it, and we continue slowly and surely down a path, and we know where it ends. This is not how the federal government should be governing. Canadians deserve better. Communities at the forefront of the climate crisis deserve better. Time is running out and communities need our help. Instead of getting that help, indigenous and northern leaders, and advocates can tune into this debate and hear the Liberals tell us that the Infrastructure Bank is doing great and that nothing needs to change. It is business as usual. What we heard from the Liberals today on the bank is pure fiction. Communities know it. Canadians know it. The bank is a corporate welfare scheme. It is not doing the job the Liberals promised it would. Ironically, this week marks five years since the bank was founded. Five years later, the bank does not have a single success story to point to. It has given plenty of ammunition to those that were critical from the beginning, and it reinforces what many of us believe, which is that Liberals are more concerned with helping their wealthy friends than standing with Canadians. In committees, in the House and in private meeting with Liberal MPs, I have consistently heard an acknowledgement that the bank is not what the government hoped for. We in the NDP have made serious propositions to fix it so it is there for the communities that need it most. We believe that public ownership is a critical tool in taking on the climate crisis. We believe that reconciliation ought to mean investing in critical infrastructure in indigenous and northern communities. We cannot afford to miss this opportunity. When this historic agreement between the NDP and the Liberals was signed, there was talk about our shared principles on the environment and reconciliation. The Liberal opposition to our bill flies in the face of the spirit of that agreement. It used to be that the Liberals would steal good ideas from the CCF and the NDP. Now they cannot even see the value of a good idea in front of them. The bill has unprecedented support, and for that I am thankful, from indigenous and northern leaders, climate activists, labour leaders, economists and Canadians from coast to coast to coast. We need to wake up. The world is burning. Indigenous and northern communities are fighting to survive. We do not need the Liberal greenwashing. Indigenous and northern leaders are fighting for a better future. We cannot miss the opportunity to create a livable future for the communities that are already on the front lines. I hope that members of Parliament will read the hundreds of letters they have received from constituents and communities on the front lines. Time is running out. Our communities need help. Bill C-245 is a step in that direction.

Madam Speaker, the reality is that the French language is in decline in Canada. We believe this bill is essential, not only out of respect for Quebec, but for French across Canada. Does my colleague believe that this is part of the solution for reversing the decline of the French language in Canada?

Madam Speaker, people in Quebec and across the country are concerned about the decline of French. We know that this is a true systemic crisis. Unfortunately, after seven years of the Liberals in power, the failures are mounting: a unilingual Minister of Immigration, Refugees and Citizenship; failures on francophone immigration; a CEO of Air Canada who has contempt for French; the news that there are no francophones on the board of Montreal-based CN; and finally the Commissioner of Official Languages saying that the government is responsible for a systemic crisis that francophone workers are paying for. It is clear that we need a very strong Official Languages Act. As we know, several members have made it clear that amendments are needed to improve Bill C‑13. Does the government support these calls for improvements? Is it willing to accept amendments so that we can strengthen this legislation now?

Madam Speaker, I would like to indicate that for us in the NDP it is critical that Quebec in particular maintains its position in Parliament. I would ask my colleague to share his views once more on the importance of Quebec's role in Parliament and the importance of preserving that role.

Mr. Speaker, I thank my colleague. He and our colleague from Edmonton Strathcona have been champions for Campus Saint-Jean, defending it and the francophone community in Alberta against vicious attacks by the provincial government. It is because of this reality that we in the NDP are recommending several measures for improving Bill C‑13. One of them involves ensuring that federal-provincial agreements contain language clauses, investment requirements and specific protections for francophone communities outside Quebec. As we have said, we missed an opportunity to include such protections in the last federal‑provincial agreement on child care. In all areas where federal‑provincial agreements are signed, such as post-secondary education and health, we must protect the rights of francophone communities outside Quebec and meet their needs.

Mr. Speaker, my colleague has clearly described the situation in Quebec. I would also like to point out that he asked the committee to study the decline of French in Quebec, which gave us the opportunity to hear some troubling testimony on this reality. The NDP supports Quebec's right to manage its own affairs. When it comes to the French language, clearly, Quebec is very familiar with its own reality and the need to respect the minority communities on its territory. The federal government must respect Quebec's areas of jurisdiction and recognize that the decline of French exists not only outside Quebec, but also in Quebec itself.
