Madam Speaker, this Saturday, September 30, is the National Day for Truth and Reconciliation. In my community, on the homelands of the Lekwungen people, the Songhees and Esquimalt nations, the second annual South Island Powwow will be taking place at Royal Athletic Park. The Songhees Nation is partnering with the City of Victoria to host this event to honour survivors and their families and to celebrate traditional indigenous culture through song and dance. First nations far and wide will be joining the Songhees Nation to celebrate in its time-honoured powwow. Last year’s powwow brought over 10,000 people to witness, participate and stand together on Orange Shirt Day. Eddy Charlie and Kristin Spray, the organizers of Victoria Orange Shirt Day, will be there. I want to thank Eddy for his tireless advocacy to make September 30 a national holiday. I will be at the South Island Powwow this weekend, but wherever people are, I hope they take the opportunity to remember the children who never came home, to recognize survivors and the intergenerational impacts of residential schools and to honour the strength of indigenous communities and the power of indigenous culture.

Madam Chair, I thank the member for her speech and all the work she is doing to end gender-based violence. We need the government to provide immediate investments for a red dress alert system to notify the public when an indigenous woman, girl or two-spirit person is reported missing. Budget 2023 recognized the need for an alert system. However, the Liberals refuse to fund and set a deadline for its implementation. The member for Winnipeg Centre, the member for Nunavut and the member for Edmonton Griesbach have been fighting hard for far too long. The families and victims have been bearing the burden of change for far too long. Can the member tell us how urgent it is for the government to take action right away?

Madam Chair, I want to bring to the minister's attention that graphically describing some of the violence that has occurred impacts survivors. It impacts indigenous families that have lost loved ones. I would ask her to reflect on the language she uses in this House, especially knowing that there are families tuning in. The recent budget named the need for a red dress alert, but it failed to provide funding and a timeline for when it is going to happen. Could the minister outline right now what she is going to do, how much money is being provided and when this will be put in place?

Madam Chair, I thank the member for all of her work. She spoke about the 231 calls for justice. One of those calls for justice is for a universal basic income. I spoke to an indigenous woman whose mother was murdered. She said that this would not have happened to her mom if she had had the economic support that she needed. It is such a critical piece of this conversation. I would love to hear the member's thoughts on that call for justice.

Mr. Speaker, on International Women's Day, we must recognize that indigenous women, girls and two-spirit people experience higher levels of violence. They are murdered and go missing at disproportionate rates, but after eight years, the Liberals have barely implemented any of the calls for justice from the MMIWG2S report. Indigenous women, girls and two-spirit people deserve better. My colleague from Winnipeg Centre has urged the government to create a red dress alert to save countless lives. Will the Prime Minister do it?

Mr. Speaker, generations of indigenous people have experienced and continue to be impacted by violence at the hands of Canada's colonial systems. Geraldine Glattstein is a constituent in my riding and an indigenous woman from Panama who has been using her platform as a filmmaker to shine a light on the ongoing genocide in Canada. Geraldine's “our missing sisters” initiative focuses on the Highway of Tears and aims to honour the lives of those who were murdered and those who have gone missing, but also to engage Canadians broadly in our collective responsibility. For too long, the work of reconciliation and fighting for indigenous rights has fallen to indigenous people. We must all take on this work. It is critical that the government step up and implement all the calls for justice from the National Inquiry into Missing and Murdered Indigenous Women and Girls. As we honour the lives of those we have lost, we must also take immediate action to stop the ongoing violence against indigenous people.

Madam Speaker, I acknowledge the land that we are on. It is the unceded and unsurrendered territory of the Algonquin Anishinabe people. Since today we are debating Bill C-35, the Canada early learning and child care act, as we acknowledge the land we are on, it is important that we acknowledge the ongoing injustice that indigenous people face. We pause not only to remember and honour the indigenous survivors who were impacted by residential schools and the children who never made it home, but also we must collectively commit to a future where there is justice for indigenous people and where every child matters. A piece of this is supporting indigenous-led child care programming, committing to a future where every child matters and where indigenous children have the opportunity to experience high-quality, culturally rooted early learning and child care programming. Bill C-35, the Canada early learning and child care act, has been a long time coming. I thank the child care advocates who have worked tirelessly for decades to make this happen. I say tirelessly because their advocacy has continued despite decades of broken promises. However, it is also important to note that so many of the people who have been pushing for national child care, who are parents, grandparents and educators, are tired. Parents have been struggling to afford the unbelievably high costs of child care, paying monthly child care fees that are as much as or more than their monthly rent payments. They have been struggling to find child care spaces. They are struggling, and many parents, especially moms, have told me they would like to return to work. However, because of the impossibly high costs or because they cannot find a space, it is impossible for them to return to their careers. I have spoken with grandparents who are generously stepping in to provide care, but who have worked hard their whole lives. While they are stepping up as much as they can, they are tired and they do not want to be full-time caregivers. I have spoken to educators, who give so much to our children, yet for decades have been underpaid and undervalued. There are educators who are leaving the field, because they cannot afford to make ends meet without a living wage. Their stories highlight some of the reasons this piece of legislation is so important. I am glad the government is committing to funding. We are beginning to see that funding make an impact in my home province of B.C. The B.C. government has been reducing child care costs, creating more spaces and recruiting more early child care educators. Every parent and every child deserves access to high-quality affordable child care. The bill would enshrine this vision into law and commit the federal government to long-term funding for provinces and indigenous peoples. New Democrats pushed the government for this legislation. It is one of the 27 commitments outlined in the supply and confidence agreement. We were able to successfully push the government for the prioritization of public non-profit care, which would mean affordable, high-quality and accessible day cares for families who need them. That would ultimately mean better wages and working conditions for staff. We also pushed to make sure the bill would contribute to the implementation of the United Nations Declaration on the Rights of Indigenous Peoples and for the inclusion of a commitment to the right to child care, as recognized in the Convention on the Rights of the Child. I want to give a shout-out to my colleague, the member for Winnipeg Centre, for her tireless work on this file. There are also ways the bill could be further improved, and as New Democrats we will not only be supporting the bill but also working alongside child care advocates, educators, unions and other experts in the field to strengthen it at committee. We know that one of the major barriers to the expansion of affordable child care is staffing. We have been echoing the calls of unions representing child care workers that call for a workforce strategy that addresses staffing shortages in the sector. Early childhood educators in Canada continue to leave their profession due to the low pay, the lack of benefits, the lack of supports and the lack of decent working conditions. Enticing new people into a field when they are facing these conditions is extremely challenging. The federal government must take a leadership role, commit to a workforce strategy and support amendments to this bill that outline explicit commitments to fair pay and decent working conditions for staff. CUPE, which was my union before I became an MP, and also the union that represents over 12,000 workers in the child care sector, has stated clearly, “Until the child care staffing crisis is resolved, the promise of affordable and high quality child care for every family in Canada who needs it will remain unfulfilled.” It is constantly advocating for its members, reminding us that child care workers are highly skilled, trained individuals whose work is important. These are the people who are caring for and educating our children. They deserve respect and fair wages. We will continue to push for a more unequivocal commitment in this bill for decent work for child care staff. We need clear language that explicitly mentions fair wages and working conditions. We are also going to be pushing for stronger reporting requirements. The current language in the bill has a vague promise that the minister will report on progress, but there should be requirements to report on the number of new spaces built, the number of new child care workers being hired, and a detailed breakdown of federal spending. We will also be pushing for stronger accountability mechanisms to ensure the provinces are spending child care money for its intended purpose. This is particularly relevant when we see in Manitoba the average cost of child care not going down, and when we see Ontario opening the door to and prioritizing the expansion of for-profit care. Our New Democrat team is putting forward constructive proposals to improve the accountability and reporting mechanisms in the bill to ensure costs are reduced, child care spaces are created and child care workers are being hired, but we are also pushing for a workforce strategy and a clear commitment to decent working conditions and fair pay for staff. A study that was released last year by the Childcare Resource and Research Unit provided the dos and don'ts when building a universal child care program. The researchers drew from studies both in Canada and internationally and concluded that, based on the best available evidence and on all we know about building the foundations for a publicly funded universal child care system, the best way for Canada to build an affordable, accessible, inclusive, flexible, equitable and quality early child learning and child care system is to use our public funds to prioritize non-profit and public child care. That is not to say that we ignore or exclude the current for-profit child care providers. Instead, it argues that the most constructive way forward is a three-point plan. The first point is to maintain funding and the existing supply of regulated public, non-profit and for-profit child care. The second is to ensure more vigorous, publicly managed regulation, including affordable provincial parent fees and wage scales that ensure decent staff compensation. The third is that any future public funds aimed at the expansion of the supply of child care should prioritize public and non-profit providers, while simultaneously pursuing new public strategies for developing early learning and child care services for when, where and for whom they are needed. This is the road map to a national child care system that provides parents, children and educators with the support they need. I want to end with a few comments about the gendered impacts of our policy decisions. We know that a national system of affordable child care helps advance gender equality by making it easier for women to re-enter the workforce after having children on their own terms. Unpaid household and family child care responsibilities disproportionately fall on women, and investing in affordable, accessible and inclusive child care is essential if we want women to have equal opportunities. It is important to note that there is little data on the particular challenges faced by racialized women in accessing child care. If we want to ensure that the most marginalized women do not slip through the cracks of a new child care system, it is essential that we bring the voices of under-represented women and gender-diverse people to the forefront of these policy discussions. It is also important to remember that, professionally, the child care sector is one of the most feminized job sectors in Canada, and early childhood educators are some of the most undervalued workers, with low pay, low retention rates, low levels of job satisfaction and, unsurprisingly, labour shortages. Investing in affordable, accessible, high-quality child care, where child care providers are paid a fair wage, is good for gender equality, good for the economy and good for our children. Let us make a more prosperous, equitable, affordable and inclusive Canada for all.

Madam Chair, families have been calling for a moratorium on the continued use of the Prairie Green Landfill. This seems like the bare minimum of dignity and respect for the women who were killed and also for their families and their loved ones. Does the member support this? Could she also clarify her comments? She mentioned there is a debate around whether this is genocide. The member for Winnipeg Centre passed a motion in the House acknowledging that what is happening to indigenous people is genocide, not just cultural genocide but genocide, full stop. I would like the member to respond if she agrees with that statement.

Madam Speaker, I want to congratulate the hon. member on her re-election as leader of the Green Party. I am wondering if she could comment on the importance of this legislation and of strengthening this legislation, especially when it comes to the illegal spying against law-abiding protesters. I am thinking right now of Enbridge and the northern gateway pipeline projects, especially when it comes to first nations activists. Also, the CRCC released a report, after the RCMP was sued by the BCCLA, on Mounties' use of arbitrary searches and broad exclusion zones when it came to Mi'kmaq protesters doing anti-fracking standoffs in New Brunswick. I would love to hear her thoughts on that.

Mr. Speaker, Grand Chief Stewart Phillip has been calling for amendments to this proposed legislation to ensure that, if established, the enforcement watchdog would employ indigenous people as both decision-makers and complaints investigators. This was one of the recommendations that came out of the House committee study on systemic racism in policing. I am curious if the member will push his government to ensure that indigenous representation is top of mind, that these amendments are put forward and passed, and that indigenous investigators are probing complaints when it comes to indigenous people's files.

Mr. Speaker, I want to thank the member for her powerful speech. I also wanted to bring up our colleague, the member for Nunavut, who made me aware that there are children being bused back and forth, waiting 40 minutes to go through customs every day, just in order to attend school. I wonder if the member can speak to the need for the creation of an external oversight body for the Canadian Border Services Agency, to ensure that travellers are protected and that indigenous rights to mobility are better protected, so children do not have to spend too much time going through Canadian border services.

Mr. Speaker, I fundamentally disagree with some of the member's positions, in particular on safe supply. Health experts and addiction specialists have been calling on the government to decriminalize and create a safe supply because it would save lives. However, I think the member has a point about the government making statements about ideals and principles, but then failing when it comes to delivering the policies that would actually make a difference. I am thinking right now of indigenous justice. Chantel Moore was an indigenous woman who was killed by police. Her family has not only drawn attention to the fact that too many indigenous and Black lives have been lost at the hands of police, but also they are calling for indigenous oversight. Would the member support amendments to strengthen this bill to ensure there is indigenous oversight?

Mr. Speaker, the member spoke a lot about indigenous rights and ensuring the government is investing in meaningful reconciliation. As she was speaking, I was thinking about an organization in my community, the Aboriginal Coalition to End Homelessness, which has a shovel-ready project, a healing house. It offers for indigenous, by indigenous housing. This project envisions housing that also offers culturally supportive detox to the indigenous street community. The government has committed and has promised for indigenous, by indigenous housing. In this budget there is significant investment in on-reserve housing, but not the same level of investment for urban indigenous people. I am wondering if the member will commit to pushing her government for significant investment in for indigenous, by indigenous housing for urban, indigenous people and for supporting projects like the amazing one I mentioned, the healing house by the Aboriginal Coalition to End Homelessness.

Madam Speaker, I am thrilled to support this bill. Environmental racism is a pressing issue in Canada and addressing environmental injustice is one of the reasons I got into politics. This is a priority for me and for my New Democrat colleagues. I want to thank the member for Saanich—Gulf Islands for bringing this bill forward and for bringing this important issue back to the House. I have followed the progress of efforts to pass a bill on environmental racism for years, starting with the provincial bill that our former colleague Lenore Zann had worked on with Dr. Ingrid Waldron and put forward when she was a New Democrat member of the Nova Scotia legislature. Before being elected to represent Victoria, I was teaching at the University of Victoria. I taught a course that focused on environmental racism, and I got my students to read that provincial bill, which was the first of its kind in North America. Sadly, despite several attempts, it never passed in Nova Scotia. I was so excited to see Lenore introduce a new, federal version of her bill in the last Parliament, and was deeply disappointed to see it die on the Order Paper with the last election, even though it had passed through the environment committee with support from all parties. Environmental racism is a huge problem, but it is often ignored or, worse, denied by those who do not wish to acknowledge systemic racism in Canada. Across Canada, we know that toxic dumps, polluting projects, risky pipelines, tainted drinking water and the effects of the climate crisis disproportionately hurt indigenous, Black, and racialized communities. Systemic discrimination has been embedded in environmental policy-making. There is uneven enforcement of regulations and laws, and indigenous, Black and racialized communities are targeted for toxic waste facilities, and the presence of life-threatening poisons and pollutants is officially sanctioned. The communities that are so disproportionately impacted are too often excluded from environmental decision-making. This bill has strong support from civil society and environmental groups, including the support of Dr. Waldron, who has spent so many years advocating for change on this issue; the ENRICH Project; and the Canadian Coalition for Environmental and Climate Justice. I am hopeful that other members in this place will support this critically important bill and help move it forward quickly to the stage it reached in the last Parliament. I am hopeful that this time we can pass it. We need to take urgent action toward environmental justice, and this bill is an important step. In addition to a national strategy to address environmental racism, I would also like to see the right to a healthy environment enshrined in law. I would like to see the establishment of an office of environmental justice, which could help oversee the strategy on environmental racism that this bill proposes. This kind of office could improve our understanding of the burden of preventable environmental health hazards faced by indigenous, Black and racialized communities for which data is sorely lacking. It could assess possible interventions to address those hazards and ensure that all Canadians have the opportunity to enjoy the same level of protection from environmental health hazards. It could also help with capacity and help coordinate the integration of environmental equity across governments. Addressing environmental racism and environmental justice is a big task. Canada currently lacks that coordinated capacity to ensure racialized and marginalized communities have the same level of protection as other Canadians. Increasing evidence confirms that Black, indigenous, racialized and marginalized communities bear the disproportionate burden from the effects of the climate crisis and from preventable environmental health hazards, such as pollution, toxic substances, and environmental degradation. According to the Public Health Agency of Canada, significant health inequities exist among Canadians living on low incomes, indigenous people, racial and sexual minorities, immigrants, and people living with physical or mental impairments. While the climate crisis will impact everyone, federal government reports repeatedly confirm that it will exacerbate these existing inequities. Government programs, policies and regulations that address environmental hazards rarely address these inequities. A federal office of environmental justice could champion efforts to advance environmental justice. It has already been talked a bit about how the United States has models that we can look to. The U.S. has the Office of Environmental Justice. They have had it since the early 1990s, and it could act as a model. The U.S. Office of Environmental Justice is mandated to protect and promote environmental and public health in minority, low-income, tribal, and other vulnerable communities. In 1994, a complementary executive order in a high-level inter-agency working group on environmental justice was put forward and required every federal agency to make achieving environmental justice part of its mission. The Green Budget Coalition recommended that the government fund a Canadian office of environmental justice and equity to support a whole-of-government approach, mirroring the governance structure in the U.S. and working actively to coordinate with other departments. This was one of its top five budget requests. Unfortunately, it was not taken up by the government and included in this budget. I was proud to see the establishment of an office of environmental justice as part of the NDP's platform. It is something that I will continue to push the government to adopt as a way to support the work of tackling environmental racism in Canada. Canada has a lot of work to do to address environmental racism. The systemic inequities that exist are a direct result of historic and ongoing colonization, and this is well document. After visiting Canada in 2019, the UN special rapporteur on human rights and hazardous substances and wastes wrote, “I observed a pervasive trend of inaction of the Canadian Government in the face of existing health threats from decades of historical and current environmental injustices”. A report submitted to the UN Human Rights Council stated, “Pollution and exposure to toxic chemicals threaten the right to life, and a life with dignity”. It also said, “The invisible violence inflicted by toxics is an insidious burden disproportionately borne by Indigenous peoples in Canada.” Many of us recognize the names of communities that have a toxic mess dumped on them and are abandoned by the government to deal with the devastating consequences. Chemical Valley, Grassy Narrows, Boat Harbour and Africville are just a few examples. We know that the climate crisis is disproportionately impacting indigenous peoples. Canada is warming at more than twice the global rate, and northern Canada is about three times the global rate, depleting traditional food sources, driving up the cost of imported alternatives and contributing to a growing problem of food insecurity and related negative health impacts. Canada is not adequately supporting the efforts of indigenous peoples to adapt to the climate crisis and is failing to do its part to reduce greenhouse gas emissions. Canada is not adequately taking into account indigenous science and indigenous knowledge in relation to the environment and its protection. It is clear that we have a problem of systemic racism that our government is doing almost nothing to address. In the absence of government action or legislation, and often excluded from the leadership of mainstream environmental movements, indigenous and racialized communities and their allies have been demanding environmental justice, demanding their rights and demanding to be heard. I also want to mention the right to a healthy environment. Over 150 countries already have legal obligations to protect the right to a healthy environment. However, there is still no federal law that recognizes the right to a healthy environment in Canada. This is something the NDP has long advocated for. Former NDP MP Linda Duncan put forward a bill to establish a Canadian environmental bill of rights, a bill that has been reintroduced in this Parliament by my NDP colleague, the member for South Okanagan—West Kootenay. The Canadian Environmental Protection Act does not currently include any reference to environmental justice or human rights and is 20 years out of date. While I welcome Bill S-5, currently in the Senate, there are troubling limitations being proposed by the government. I look forward to debating that bill, strengthening it and ensuring that Canadians have the right to a healthy environment. I want to end by once again thanking the member for Saanich—Gulf Islands and expressing my strong support for this bill. I also want to once again congratulate Dr. Ingrid Waldron for her tireless work to bring attention to environmental racism. We need to take urgent action to address the disproportionate environmental impacts felt by indigenous, Black and racialized communities and to advance environmental justice in Canada. I look forward to supporting this bill and continuing to work with colleagues to tackle environmental racism, but also to establish an office of environmental justice and ensure the right to a healthy environment for all Canadians.

Madam Speaker, it should never have come to this. In a speech before this one, a Conservative member brought up the Coastal GasLink pipeline and implied that somehow the destruction of property there was equal or worse than what we have been witnessing: firearms, arrests for conspiracy to murder, attempted arson of a residential building and convoy members deputizing themselves and claiming they have the authority to detain and arrest others. Some are even saying they have guns. In expressing sympathy with the convoy participants, the Conservative member denounced indigenous land defenders, and this is all too common. Canadians have witnessed the huge difference in the way indigenous and racialized protesters are treated compared with the way the convoy has been treated over the past few weeks by the RCMP and governments. I would like the member to tell Canadians how her government is going to address the disproportionate treatment of racialized and indigenous people who engage in peaceful protests and who defend their own land, compared with these groups.

Madam Speaker, the member so clearly laid out the structural challenges that the federal government has created and that Nunavummiut face. Every time I hear her speak in this chamber, I am always struck by what a strong and powerful advocate she is for her territory. In my riding there are seniors who have lost access to provincial benefits because of the GIS clawback. For example, the rental assistance program SAFER requires recipients to be on GIS. However, the impact of CERB repayment requirements on people who are on income assistance have an even more dire impact because of the government's miscommunication on CERB. Could the member speak a bit more about the difference it would make for Nunavummiut seniors and elders to have amnesty when it comes to CERB repayments?

Mr. Speaker, this bill does not offer any new bold solutions to the challenges we are facing: the pandemic and the omicron variant, the affordability crisis and rising inflation, the climate emergency and the devastating heat waves, fires and floods that have come with it. It is certainly not up to the task of addressing the housing crisis that is being felt so severely by people in my riding of Victoria. In Victoria, the average rent for a two-bedroom apartment is now over $2,000 a month. The cost of housing is skyrocketing. Families that want to own a home have given up hope of ever getting into the market. Under the Prime Minister, the average cost of a home is now 38% higher than it was just one year ago. Renters have very few options and are too often being forced into precarious housing. Too many people in my community are struggling to find housing. After the immense challenges of the past few years, too many families are struggling to keep a roof over their heads. I want to share the story of Valma and her family. For the past month, Valma and her partner Darcy have been living with their six-year-old daughter in Hotel Zed by Accent Inns. They are searching for housing. They were paying for their nightly motel costs and they went through almost all of their savings. Faced with no other options, they made a plan to purchase a tent, thinking they would be sleeping outdoors when they ran out of money. As Valma shared her story with me, she started to talk about that moment and she was in tears. She shared what it was like being on the brink of homelessness, how horrible it was not to have a home for her little girl and how she was fighting to stay housed. Luckily, after hearing their story, Hotel Zed offered Valma and her family a room for free for another few weeks, buying them some time. She also talked about how she was worried that if she could not find housing, she might lose her daughter, and about how parents experiencing financial hardship also have to worry about having their children taken. It is what she called a broken cycle. I told Valma I would bring her story to Ottawa. I asked her what she would want me to say to the government. She said, and these are her words, “There has got to be something done. It is not just us. There are other families just like ours. It is so tough out there. There has got to be something done.” Valma had the courage to share her story, and because she did, Accent Inns reached out to the United Way of southern Vancouver Island to see what more could be done. They teamed up and, just this past Friday, launched a hotels for families in need fund. This fund supports local families that are on the brink of homelessness. Community members have already started donating. The funds will be distributed to families for accommodations, food and other essentials as they navigate finding more stable housing. It is incredible to see our community come together like this. However, these families should never have been put in the situation where they are competing in an impossible rental market. It is what the provincial minister responsible for housing has called “a Hunger Games-style struggle, competing to access the limited supply of rental housing”. Housing is a human right, and while the provincial government has been taking bold steps, the federal government's lack of action is shameful. We need affordable rentals, we need housing that has rent geared to income, we need more co-op housing and we need home ownership to be within reach of our community members. The Liberals have made a lot of big promises for what they would accomplish in the first 100 days of their re-elected government. One of those promises was the appointment of a federal housing advocate. However, that 100-day mark passed last week, with no sign of a federal housing advocate. While I am disappointed, I am sadly not surprised. Like so many Liberal promises, this one is unfulfilled. This was not even a new promise. The position was first announced in 2017. The job posting closed 13 months ago. There is still no housing advocate. Over the past six years that the Liberals have been in power, they have made lots of promises. They have talked a big game. They claim they care about access to affordable housing, but they have not backed up those words with actions, and because of the government's inaction, the housing crisis has only gotten worse. The government had an opportunity with this bill to take action, but there is no additional funding to increase an affordable supply of housing. There is nothing in this bill to address flipping or to discourage speculators from continuing to buy properties to renovate and resell quickly for a profit. They are outbidding families and driving up housing prices in communities across Canada. There is nothing in the bill to tackle blind bidding. There is no change in the definition of what the government considers affordable. What the government calls affordable is still far above what many Canadians can afford. Once again, there is no funding allocated for a “for indigenous, by indigenous” national housing strategy, which the Liberals have been promising but have repeatedly failed to deliver. I want to take a moment to give a shout-out to the incredible team at the Aboriginal Coalition to End Homelessness Society in Victoria. It continues to do innovative work to provide culturally supportive housing, affordable housing and services to the indigenous street community. It needs core funding to continue to do this important work. The Aboriginal Housing Management Association in British Columbia recently launched a plan to show how “for indigenous, by indigenous” housing can be done successfully. This approach to housing is badly needed. The federal government needs to step up and provide funding so that indigenous people have access to the housing they deserve. The Liberals, I am sure, will get up in the House and say that this bill does do something on housing, pointing to the underused housing tax. However, after decades of inaction from Liberal and Conservative governments, and amid a growing housing crisis, this is not anywhere near enough. It is not going to help Valma. Not only is this one small piece a half measure, but it is full of loopholes. The bill established a 1% annual tax on the value of vacant and underutilized residential property only when the direct and indirect owners are non-residents and non-Canadians. Permanent residents and Canadian citizens are completely exempt, even if the house is vacant. Foreign ownership is exempt if someone declares the home as a principal residence. What is particularly concerning is that the Liberals have indicated that they will introduce regulations to add another exemption for non-Canadians who own vacation homes if they are used at least four weeks per year, potentially reducing the amount generated by this tax to $130 million per year. This approach is too little and it is too late. The New Democrats would make different choices. Instead of protecting the profits of wealthy speculators who drive up the cost of housing, we would introduce a tax on flipping, while making significant investments to build 500,000 truly affordable homes. We would invest in co-ops, social housing and non-profit housing. Everyone should have the right to a safe and affordable place to call home. People should be able to afford to live in the communities where they work. Young people should be able to afford to stay in the neighbourhoods they grew up in. Seniors should never be forced out of the communities they have spent their lives in. As I was writing this speech, I got a message from a senior who had just been rent evicted and was looking at the rental market scared. All of the prices were above the income they got per month. The reality is that too many people in my community are facing this crisis. They cannot afford rent, they cannot afford to buy a home and they are having to move away, forced out of the communities they spent their lives in. If we want to solve the housing crisis, it is time to leave half measures behind and take the bold action needed.

Mr. Speaker, in my riding, we have an incredible organization, the Aboriginal Coalition to End Homelessness. It does incredible work in our community, but it needs permanent, stable core funding. Indigenous advocates and the NDP have been calling on the government to develop and fund a for indigenous, by indigenous housing strategy. Although the funding component is critically important, it is also important that indigenous people be directly involved in developing and governing the strategy. Why has this not happened yet? The Liberals have been in power for six years. Will the member commit to pushing her government for a for indigenous, by indigenous housing strategy?
