Mr. Speaker, families saw their homes burned to the ground in northern British Columbia this week, and summer has not even started. However, the Conservatives do not seem to think that climate change is real, and the environment minister offers up nothing but empty words and delays. The Liberals refuse to invest the billion dollars needed for a B.C. watershed security fund that would prevent wildfires and save lives. They knew this wildfire season was going to be devastating for communities, and yet they are leaving British Columbians to fend for themselves. Will the government fix its mistake and immediately establish a B.C. watershed security fund?

Madam Speaker, the Liberal government has been in power for eight years. It is shameful that there are still indigenous communities without access to clean drinking water. Also, February 6 is the one-year anniversary of the tailings ponds leak that impacted northern indigenous communities, first nations and Métis communities. It has been one year, and we know that Imperial Oil knew for years that there was leakage. There have been no charges and no accountability. Indigenous leaders have come to testify at the environment committee, and they have been calling for accountability for Imperial Oil and big corporations that pollute our waters. When will the government stop letting big polluters like Imperial Oil off the hook, start listening to indigenous communities and protect their inherent right to clean water?

Madam Speaker, the climate crisis is also a water crisis. From catastrophic flooding to the devastating impacts of hurricane Fiona and the unprecedented mass die-off of salmon in B.C. streams, Canadians are feeling the impacts. Canada is already spending $1.9 billion each year on climate damages from extreme weather, and that number will only continue to grow. However, there are solutions. A recent Canadian Climate Institute report shows that every dollar spent on adaptation now will save us $13 to $15 in the future. Investing in the health of our waters can build climate resilience, support job creation, advance reconciliation and help ensure clean drinking water for all. We must create a truly independent Canada water agency and adequately resource the freshwater action plan. Indigenous water rights must also be recognized and rooted in nation-to-nation relationships. Canadians care deeply about the health of our waters. It is time for federal leadership and meaningful investments to protect our most precious natural resource. Water is life.

Madam Speaker, I want to thank the member for her question, for her work and for the motions she has put forward to protect watersheds and fresh water around Canada. I really appreciate her bringing up the motion that the member for South Okanagan—West Kootenay has put forward, because it is an environmental rights bill. To just put it in the preamble of this update to the Canadian Environmental Protection Act is not the same thing. To talk about the right to a healthy environment is not the same thing as having a broad approach to making sure that across government this right is being protected. It is also not the same thing as ensuring that the mechanisms we have to enforce that right, to protect Canadians, are in place. I hope the government will look at the bill presented by the member for South Okanagan—West Kootenay, but I also hope it will reconsider and open up the section on citizen enforcement, so that we can protect Canadians and the right to a healthy environment.
