Mr. Speaker, what is unfair is that Canadians are doing everything right, but they are still struggling to keep up with costs. Meanwhile, big oil and gas CEOs are raking in billions while not paying their fair share. It is because the Liberals refuse to stand up to their friends in oil and gas, while the lobbyists in the Conservative party fight to get rich CEOs even more handouts. A windfall tax on the richest oil and gas appropriations would bring in $4.2 billion to put back into Canadians' pockets. Why will the Liberals not do it?

Madam Speaker, the hon. member talked a lot about the handouts to big oil and gas. We just heard that the Trans Mountain pipeline is going to cost taxpayers $34 billion. That money could have gone into climate solutions. We had the environment minister come to the environment committee, and I asked him if it was a mistake. He refused to answer. He said that the question should be for the finance minister. I told him that he was at the cabinet table and that he makes decisions with the government, yet he still refused to take accountability for the decision. Could you talk about the lack of courage from the Liberals when it comes to taking on oil and gas?

Mr. Speaker, “It's like an elephant sitting on my chest.” That is how a child in Edmonton describes the air quality right now. Canada currently has the worst air quality in North America. Our kids are breathing in harmful toxins and it is only going to get worse with this year's wildfire season. However, the Liberals are acting like it is business as usual, breaking climate promises while handing out billions to Canada's biggest polluters. The Conservatives cannot even agree on whether climate change is real. Will the Liberals stop putting the interests of oil and gas CEOs over the health and safety of our children?

Mr. Speaker, it does feel as though the Conservatives do not have any plan to address the climate crisis. They cannot even really admit that there is a climate crisis. However, the Liberals have failed to communicate what their silver bullet solution is for carbon pricing. To double the rebate right now for rural Canadians and try to gain back some ground, they will be increasing the carbon price on small businesses. The Liberals already owe small businesses and indigenous groups $3.6 billion. Why would the Liberals not make big oil pay what it owes by implementing an excess profits tax? We just saw polling that says the majority of Canadians wants an excess profits tax on big oil and gas. Why will the Liberals not do it?

Mr. Speaker, even without the orphaned well cleanup, there are billions of dollars being handed out to profitable oil and gas companies every year. The member did not answer my question about why the government is doing the oil and gas lobby's dirty work. Perhaps, since I have the parliamentary secretary to the government House leader here, I will ask another question on another topic. The recent allegations about foreign interference are incredibly serious. They further erode confidence in our electoral systems, and the Liberals, today, voted against a public inquiry. They do not seem to see the damage they are doing to individuals and also to communities that are at risk of being stigmatized. We need a transparent, independent public inquiry. At this point, it is the only way to get to the bottom of this. Will the member commit to pushing for a transparent, independent public inquiry?

Madam Speaker, a report released yesterday shows clearly that carbon capture and storage is not an effective net-zero solution, so why did the Liberals plow ahead with this flawed approach, committing $8.6 billion? Well, they were listening to big oil. Here is a hot tip: If the government wants to make good climate policy, stop listening to oil and gas lobbyists, who, by the way, are making record profits while destroying our planet. Will the Liberals cancel their carbon capture handouts to big oil and instead invest in real climate solutions?

Mr. Speaker, I want to thank the member for her comments, but she did not answer the question. All the strongly worded statements about the oil and gas industry needing to come to the plate will not make big oil and gas do the right thing. It is hard to take any of these Liberal comments seriously when they have been in power for seven years and have increased fossil fuel subsidies year after year. Oil and gas companies are making record profits while fuelling the climate crisis. The devastating impacts of the climate emergency are costing billions of dollars and communities are struggling. Fighting the climate crisis should not come at the expense of everyday Canadians who are paying record prices at the pump and struggling to make ends meet, all while oil and gas companies are making record profits. They should be paying what they owe. Will the government make them? Will the government implement a windfall profits tax on oil and gas?

Mr. Speaker, people are worried about the climate crisis, especially since Canada just received embarrassingly low marks for climate action at COP27, scoring 58 out of 63 countries. Only Russia, South Korea, Kazakhstan, Saudi Arabia and Iran ranked lower. While people are losing their jobs, homes and lives during heat waves, flooding and forest fires, the Liberals keep handing out subsidies to big oil, breaking climate target after climate target. When will the Liberals own up to their climate failure and stop giving away billions to big oil and gas?

Mr. Speaker, big oil has been making record profits off the backs of Canadians who are struggling, all while refusing to clean up its climate mess. The environment minister said he is not opposed to a windfall tax, but he is waiting to see if big oil will invest in climate action on its own. Instead, it is paying out huge dividends to its shareholders and bonuses to its rich CEOs. If the minister is waiting for big oil to do the right thing he is going to be waiting a long time. Mr. Speaker, I thank the member for her question. I am sorry but I will continue in English. The member brings up a really important point. The current government has proposed handing over billions of dollars to big oil and gas companies for carbon capture, utilization and storage. This is not a climate solution. Reports have shown that this is just a giveaway to big oil and gas. We need to invest those billions of dollars the government seems set on handing over to profitable companies into climate solutions and policies that will make a difference. The science is clear. We have the technology, the answers and the ability to meet our climate targets if we actually take the action.
