It’s an honour to rise in the House today for the third reading of Bill 69, the Reducing Inefficiencies Act. I just want to start by acknowledging and thanking my colleague the Minister of Infrastructure for her remarks and for her leadership. I think it’s important to note that when it comes to building a better Ontario, when it comes to building a stronger Ontario, this minister thinks outside the box, finding meaningful partnerships and investing.

She made an important comment when she spoke about waste water and stormwater infrastructure, smaller projects which she said are no less important, and I can start speaking for the good people of Northumberland–Peterborough South, who I represent. She’s joined me on multiple occasions in my riding to see the important impact these investments are making in communities like mine to support a growing Ontario, because for years previous governments let this infrastructure crumble. That matters when it comes to building purpose-built rental units, when it comes to building affordable housing, when it comes to intensifying in existing urban centres, when it comes to expanding, building more homes so that people can get out of their parents’ basements. All of this stuff matters, so we have to tie everything in this bill into the bigger picture.

As you know, Madam Speaker, some elements in this bill come from my Ministry of the Environment, Conservation and Parks. I’m happy to take a few minutes to paint a bigger and fuller picture as to what this means.

I’m going to start off with the obvious, a number: 50 years. I’m a big political junkie, and I recall a mayor in Brockville with a fantastic set of hair—perhaps not here today, but a fantastic set of hair. This was—

But what has happened since then and now and these historic announcements he’s going to be joining me on? Well, the EA process has not changed. It isn’t touched. I don’t have to think back much farther—Madam Speaker, yourself as well, I think—to a time in university; when I went to university, social media was barely a thing. I remember getting my first cell phone in university. Today, these things are a part of our daily lives. We use them. I think to eDNA and the important work eDNA is having within the environmental permissions process for endangered species. But yet, this process hasn’t changed at all. Notwithstanding and despite the fact that technology has evolved incredibly to support the EA process, this process hasn’t changed in 50 years. I’m very proud that this government is taking long-overdue steps to modernize and improve the environmental assessment process.

Everything has changed, and the environmental assessment process must change with it. Simply put, it’s outdated, and Ontarians deserve better. Leaving Ontario with the ineffective and inefficient act that requires urgent updates our government is proposing—the foundations of the Environmental Assessment Act remain incredibly strong. This act does not fundamentally alter the act in any way.

The changes contained in this bill are not a revolution. We’re doing a lot of things in this government that are a revolution, a lot of great things to build more homes, to build more critical infrastructure, to build new subway lines, to transform and modernize Ontario Place so that people can actually get back in and enjoy the space. We’re doing a lot of things as a government, but I’ll acknowledge that this slight change we’re making through my ministry is not revolutionary, and it’s not one of those things.

This, of course, requires—and I will encourage everyone in this Legislature to take time to truly understand what we’re proposing here. It’s a planning and decision-making process that evaluates potential environmental impacts. That’s the environmental assessment process. The environmental assessment process identifies and mitigates potential environmental issues before a project is implemented. They consider the effect and inputs from groups like Indigenous communities, government agencies, the public.

The environmental assessment process: Let’s discuss within that what we’re actually changing. This is important as, quite frankly, listening to some in the debate on this so far, I do not believe that there is an in-depth—and I wonder whether there’s a true appreciation of what is being proposed here. The proposed amendments to the Environmental Assessment Act are merely to provide the Minister of the Environment, Conservation and Parks with the ability to waive or alter the 30-day review period, allowing projects to begin sooner. It’s a 30-day review period. That’s after the process is done. That’s after all of the work has been done. We pause in time, just freeze and sit still. I think there are a number of instances; I think to waste water treatment plants, which are improving water quality for communities, where perhaps the minister would want to waive that waiting period to allow the proponent to move forward faster to build this critical infrastructure.

This doesn’t change or alter the ability for community members to request a bump-up request to the minister for a full environmental assessment. It doesn’t change any of the big the pieces within the act itself. It merely provides the Minister of the Environment, Conservation and Parks with the ability to waive or alter the 30-day review period.

I think to where this started. As many good policies start, this started with a Bombardier project in Mississauga, where the mayor and where the community asked us and said, “This 30-day waiting period doesn’t make sense,” and where this project that was going to bring good-paying jobs and was going to bring investments into our aviation sector would have been kicked to another construction season. You think of the inflationary costs that that would have meant. This just enabled us to get shovels in the ground sooner. It didn’t do anything to change permissions, permits to take water, endangered species. A number of these permissions were not there in this instance, but it bears repeating that it wouldn’t change any of those permissions. Madam Speaker, I think this is the right thing to do.

As you can see, this arbitrary 30-day period here is delay. Usually we see this place in question period filled with youth, the next generation. I see our young member from Brampton, who is doing a fantastic job. I see some young people in the gallery today. What I hear is a generation who can’t see beyond their parents’ basements. That is what Ontario is for too many: their parents’ basement.

I thank the fantastic member for his important question. It’s on the minds of many whom I’ve had the opportunity to visit in the Lake Simcoe region, and that’s why my ministry and the incredible team at the Ministry of the Environment, Conservation and Parks is working hard to implement the Lake Simcoe Protection Plan by working with partners, including Indigenous communities and municipalities. We recognize the need to manage and expand and lay the critical infrastructure required for growth while also protecting the environment. That’s why I’m proud to say that working with communities there, we’ve ensured that this government, under the leadership of Premier Ford, has made the largest single investment into phosphorus reduction in that lake’s history. That’s building the critical infrastructure we need to support tomorrow’s growth while also protecting Lake Simcoe for generations to come, and I’m very proud of the leadership of this Premier and government.

You know, the first time I ever heard members opposite ask about this important phosphorus reduction initiative was when the member from Hamilton West–Ancaster–Dundas wrote to me asking why it hasn’t happened sooner. It’s not lost on me or anyone in the Lake Simcoe watershed that when that party had the opportunity to prop the previous Liberal government up, they voted to send sewage into Lake Simcoe, this shallow receptor body, and it was just shocking—shocking to Chief Big Canoe, shocking to neighbouring municipalities. We’re going to work with them to implement a solution.

I appreciate the question from the member opposite.

It’s important that Ontarians know that we’re very blessed to live in this province that has such robust standards for water—the Safe Drinking Water Act, the Clean Water Act, the Health Protection and Promotion Act.

It’s unfortunate that the member opposite is choosing to politicize water rather than work with this government to make investments that protect water.

That’s why, as a government, as I mentioned in the previous answer, we’ve worked at no charge to train water operators—dealing with systemic challenges in training for water operators—in Indigenous communities. That’s why we’re working with rural municipalities, the Ontario Clean Water Agency, and dealing with staff and retention challenges there. That’s why we’re investing in the modern and critical infrastructure.

That member said “urgent action”—that’s why we’ve required updated monitoring and reporting in her own community, to ensure that we’re protecting water for generations to come and investing in the modern infrastructure to support those growing communities.

I’d like to thank the member opposite for her leadership and advocacy to support a critical need in housing. We heard it through the last election and we know that our municipal counterparts heard it through theirs. For years, Ontarians have struggled to find attainable home ownership. Parents and grandparents are looking in the eyes of their children, wondering if they’ll ever have a place to call home. And if we’re going to be honest with ourselves, Speaker, that means we need to build the critical infrastructure to support that housing growth. Simply put, Ontarians deserve reliability and strong environmental oversight for simple actions like turning the faucet on or flushing the toilet.

It’s not sexy, I know, but for years, the previous Liberal government ignored this critical infrastructure needed to give people the dignity of a roof over their head and a place to call home, and for years, these regions struggled to meet their population growth numbers because of neglect by the previous Liberal government. Well, I’m proud to say that under the leadership of this Premier and this Minister of Housing, we’re solving the problem. We are getting shovels in ground on the roads, the bridges, the houses and, yes, the critical water and waste water infrastructure needed so that people can have a place to call home in the province of Ontario.

And finally, they’ve done the important work of looking at optimizing existing infrastructure. They’ve done excellent work, and that’s why our ministry is here, providing certainty for both regions, to support the growth, working with Indigenous partners to meet important duty-to-consult requirements. I appreciate the question from the member opposite.

The government is working diligently on building adaptation and resiliency. That’s why we were the first government to launch a climate change impact assessment, something that could have been done under the decade-plus rule of the previous government but wasn’t. We have launched that impact assessment to work with municipalities at a regional level to identify areas of vulnerability and act. That’s why our Minister of Infrastructure has invested historic dollars into rural municipalities, northern municipalities, and is working around the clock with her federal counterparts at making these historic investments.

Also, that member would know very well, coming from the Beaches, the record investment in stormwater and waste water investments under this Premier. In fact, I’ll quote the mayor, who said this was a “significant investment” to benefit and improve the lives of Toronto residents. That member knows that because, in her community, under the previous Liberal government, sewage was discharged in record amounts into Lake Ontario. This Premier is cleaning it up.

Step one is the platitudes that we heard from the previous government. Step two is meaningful action, making investments into municipalities, something this government has done. Thanks to the leadership of this Minister of Municipal Affairs and Housing, we have record partnerships, historic investments into the municipalities. Thanks to this Minister of Economic Development, Job Creation and Trade, we’re creating clean, green jobs of the future, making record investments into the electrification of the automobile that’s breathing new life. We’re taking two million cars off the road thanks to partnering with Algoma and Dofasco, and those workers are staying right here in Ontario. You know where they would have gone? Step one for them was leaving the province, under the previous government.

Our government is taking meaningful action, attracting jobs and talent into this province, and we’re building a greener future—

Speaker, all they offer is doom and gloom, driving jobs out of this province. This Premier is building a cleaner, greener future.

They offer doom, gloom and misery. This Premier offers green jobs, opportunities for young boys or girls in the trades, and we’re proud of it.

I thank the member opposite for his question and was pleased to join him with members of Ottawa city council to discuss climate change and the commitments that this government is taking to address and improve adaptation and resiliency through the province’s first-ever climate change impact assessment. I know my colleague will address some specifics in the supplemental, but I’d like to lead by saying that this is the first-ever climate change impact assessment this province has ever undertaken. It was welcome news by the city of Ottawa and will help build our resiliency.

To add to that, Speaker, we’ve made critical investments in stormwater and waste water infrastructure upgrades after years of neglect by the previous government, where we saw sewage spills leeching into Lake Ontario, where infrastructure was crumbling and not able to meet extreme weather events. Under this government, we’ve increased OCIF, a critical funding instrument for rural municipalities. We’ve increased funding for sewage and water to address overflow issues. We’ve launched the first-ever climate change impact assessment and we’ll continue to work with municipal partners to address this.

I’d like to thank the incredible staff at Hydro One for the work that they’ve done to address these outages—
