Madam Speaker, the member refers to our House leader and other members, but 150 members of this place raised the concern with this individual. It is not just one Conservative member or one Bloc member. It is members who represent every region in Canada. Canadians are watching. They are very disturbed by what has been going on in this place and to find out that it appears the head referee is in the tank for one side. That is very disdainful for Canadians who have fought for this country, fought for our democracy and freedoms. For us to throw that away in an instance of partisanship, which is now commonplace in the Speaker's office, is shameful.

Madam Speaker, I have been honoured to serve under six Speakers, this one being the sixth, and I have to say that he is the most partisan Speaker I have ever served under. It is such a disappointment to have to bring this up, as we had such great hopes for this individual, hopes of restoring respect and improving decorum. However, from his actions on the weekend, the only obvious solution is for him to resign. I would like to know whether you believe that future Speakers would view this as a precedent. If we act in accordance with our traditions, it would be to further the position as being non-partisan, but if we decide to keep the current Speaker on, it would lead to more partisanship creeping into that office. Would you agree or disagree with that stance?

Mr. Speaker, one of the greatest honours of my careers was when my colleagues trusted me to be the 25th Speaker of the Saskatchewan legislature. The role of Speaker of the House is one of the most important roles in Westminster democracy. Without the Speaker, this place could not function, and without the trust and support of his colleagues on both sides of the chamber, the Speaker cannot perform his duties. That is why, when I looked at what was going on in Ottawa, decided I had to do my part to stop it and entered federal politics, I first resigned my post as Speaker of the Saskatchewan legislature so there would be no hint of partiality and no hint of partisanship, which could damage the office of the Speaker. The decision the Speaker of the House Commons made to speak at a partisan event dishonours and damages this chamber. The conduct is simply inexcusable. It defies all long-standing traditions and expectations attached to the high office of Speaker. The Speaker cannot be allowed to set a precedent, and he will have to take real, concrete steps to mend the trust he has broken.
