Mr. Speaker, when Quebeckers and Canadians across the country watch us on television, they surely realize what the Conservatives are up to. The Conservative attitude is to dismiss the investments that this government has delivered to make Canada the envy of the world.
Just last Friday, I was at the opening of Moderna's first plant in Canada. This plant will manufacture 100 million vaccines to ensure the health and safety of Canadians for generations to come.
Canada is making a name for itself internationally. Our workers are doing an outstanding job, and we will continue to invest in this country.

Mr. Speaker, it is a bit rich for my colleague to criticize this government when, at the time, what we did was the responsible thing. The responsible thing we did at the time was to invest in a different family of vaccines. Why? It was to protect the lives of Canadians.
Since that moment, we have invested a record amount of money in Canada to make sure that we have onshore biomanufacturing. Do members know why? We did not choose to have a pandemic and we are not going to choose to have another one, but we choose to be better prepared to save the lives of Canadians.

Mr. Speaker, we invested to protect the health and safety of Canadians. Canadians watching today should just watch this guy again. Everyone in the country understood at the time that we needed to invest in all types of vaccines.
Today, we are in solution mode. We want to protect the jobs, manufacturing facility and IP of Medicago.
Canadians learned something from COVID. We have their backs. We will continue to invest in the Canadian economy.

Madam Speaker, I would like to remind my hon. colleague, for whom I have enormous respect, as he knows, that we were in “prevention mode” at the time. It is important to remember that, at the time, there was not enough scientific data to know what kind of vaccine was needed to fight COVID-19.
Canada was one of the few countries in the world to invest in the various families of vaccines to ensure the health and safety of Canadians. As I said this morning, this is not the time for recrimination; it is the time for problem solving. That is exactly what we are doing.
Last night I talked to CEOs from across the country until almost midnight to try to find a solution and save the jobs, technology and intellectual property.

Mr. Speaker, it seems that my colleague was absent for a couple of months. There is nothing more important than ensuring the health and safety of Canadians. That is why we acted. We brought Moderna to Canada to produce vaccines. It was not for COVID-19 but for about 30 families of vaccines that Canadians would need, including for cancer. We have Sanofi investing in Toronto. We invested in Biovectra.
One thing we understand on this side of the aisle is that we did not choose the pandemic and we do not know if there is going to be another one, but we choose to be better prepared. That is what Canadians expect from us.

Mr. Speaker, I thank the hon. member for his excellent question.
The Prime Minister and I were in Montreal last week to mark a historic step forward in the life sciences sector, as we announced that Moderna would build its plant in Quebec.
For the past two years, we have been rebuilding the Canadian biomanufacturing sector with strategic investments. Thanks to our vision, Canada will be better prepared to deal with any future health emergency.
We are going to invent the future of vaccines right here in Canada.

Mr. Speaker, I would like to take the opportunity to recast history a bit. It seems the member has lost the passage of time. When the World Health Organization declared a pandemic in March 2020, we made sure, as a government, that we would invest in all the families of vaccines to protect the health and safety of Canadians. Plant protein vaccines work and have been recommended by our experts. The investment we made was to protect the health and safety of Canadians. We will find a solution, and we will continue to work for Canadians across this nation.
