Madam Speaker, talking about Christmas presents, I have an idea for the Conservative Party of Canada: It could give Canadians a Christmas gift for once.
Third reading of the affordability bill is just around the corner. If the Conservatives mean what they say, why not prove it to Canadians and vote in favour of competition reform? The best gift that Canadians could get is help in stabilizing prices across the country. People tuned in are wondering what, after eight years, the Conservatives are going to do for them.
In the lead-up to Christmas, they have a chance to do something for everyone. Will they?

When it comes to helping Canadians, the Conservatives need to understand that that is exactly what we are doing by introducing the affordability bill. I know my colleague; he is a man of influence in this party. He is a man people listen to. He must convince his colleagues to vote in favour of the bill. If he wants to give Canadians a gift between now and Christmas, he can help us overhaul competition, because he knows, and Canadians who are watching us know too, that the best way to stabilize prices in Canada is to have more competition.
Will he use his influence once and for all to help Canadians?

Mr. Speaker, I know the member is a very influential member of his caucus, and people watching would know that. If he wants to give a gift to Canadians before Christmas, why does he not convince his caucus colleagues to vote for the affordability bill? Canadians know that bill would reform competition, one of the most fundamental reforms in Canadian history. It would give more power to the Competition Bureau and we will make sure it can do the study.
Canadians know that the best way to stabilize prices in the country for the mid to long term is to have more competition. We are going to do the right thing for Canadians once and for all.

Mr. Speaker, I appreciate my colleague's question. I even have an idea for her. Christmas is coming. If she is so concerned about affordability, she can give Canadians a gift by voting in favour of Bill C‑56.
Why? With this bill, we are going to reform competition. This is a reform that has been needed for the past 30 years. We are going to have fewer mergers, more competition and better prices.
My colleague should convince all of her colleagues to pass this bill as soon as possible to help Canadians before Christmas.

Mr. Speaker, I have enormous respect for my colleague from Louis-Saint-Laurent; he is an honourable man.
If he wants to convince his colleagues to do one thing for Canadians before Christmas, he must convince them to vote for Bill C-56. This is a bill that will help with affordability, reform the Competition Act after 36 years and allow us to stabilize prices in Canada.
I know my colleague is a man of influence. Will he be strong enough to influence his colleagues to do one thing for Canadians before Christmas?

Mr. Speaker, for all the people from Mégantic—L'Érable watching us today, there is something their MP can do: convince all Conservative members to vote for the affordability bill. Why? Mr. Speaker, we all feel for what she has said. Instead of having words, why do we not talk about action? There is one thing the opposition can do, not many, I agree, but one thing. It can vote for the affordability bill.
If she really cares about the lady she refers to, why does she not convince her caucus to vote for the affordability bill, so they can do something for once for Canadians?

There is one thing the Leader of the Opposition can do. There are not many, but there is one thing he can do to help Canadians. He can vote to support our bill on affordability. Why? First, because we want to reform competition, and second, because we want to reduce the GST on new housing construction.

Mr. Speaker, I get the feeling from the other side of the House that there is a lot of enthusiasm for the response.
While Quebeckers and Canadians are concerned about affordability, health care, dental care, building the economy of tomorrow and talking about investments, the Bloc Québécois is talking to us about the monarchy.
That is quite something, in 2023, to be talking about the monarchy while Canadians' minds are on affordability.

Mr. Speaker, affordability, affordability, affordability: That is what is driving our government policy, and my colleague knows that very well.
My position has been made very clear. I have said I would not allow the wholesale transfer of licences from Shaw to Rogers. The matter is now under review by the Competition Bureau, and it is going to be looked at by the CRTC. I can assure the member that every step of the way we will make sure that Canadians continue to enjoy the affordability that they deserve, but at the same time that we foster competition across the nation.

Mr. Speaker, accountability is on this side. I have been very clear to Canadians that affordability is central in my decision. I have even said publicly that under no circumstances will I allow the wholesale transfer of licences from Rogers to Shaw.
This is an experienced member of the House. He knows that in addition to my department, the CRTC needs to make a decision, as does the Competition Bureau. Affordability is key to Canadians. That is what we will defend.
