Madam Speaker, saying that we need to do more harm reduction does not necessarily involve doing more to ensure a safe supply. It means that we need to make changes to safe supply. We need more measures to ensure that these drugs do not fall into the wrong hands. Safe supply does not kill. What kills are illicit drugs on the illicit counterfeit drug market. My colleague insinuated that safe supply drugs are making their way to schoolyards. I heard the same claims at the Standing Committee on Health, but the experts we met with said that there is no evidence for this. I invite my colleague to table an official document containing evidence about safe supply drugs being diverted and sold in schoolyards, rather than a mere newspaper article.

Mr. Speaker, my colleague participated in all three sessions on the issue. When Quebec tabled its report and when we voted on Bill C-7 in 2021, I was very reluctant to consider opening up MAID to mental disorders. However, I worked my way through the experts' report and I invite my colleague to read it again. My colleague says there is nothing in the legislation. However, it does not have to be in the legislation. The regulations can set out the “how to”. Recommendations 10 and 16 are important safeguards. Let us assume I am not questioning anything in my colleague's speech; the fact remains that, today, as I speak, there are people who are suffering irreversibly and intolerably. What solution does my colleague have for those people?

Madam Speaker, I do not know how many times I have to rise to say the same thing, but my Conservative colleagues are oversimplifying. That is okay. They are entitled to do that, what with free speech and all. However, among the experts who drafted the expert report and who addressed the issue of mental health care, none of them supports the idea of giving access to medical assistance in dying to someone who is depressed. It is quite the contrary. The expert report includes all the necessary safeguards to exclude those people. It is true that socio-economic determinants can lead to depression and suicidal ideation, but those people would not be granted medical assistance in dying. I invite my colleagues to read the report because I have noticed that there is a lack of understanding of the safeguards and precautionary principles underlying each of the recommendations. There are 16 very important recommendations in the expert report, and I invite my colleagues to read it.

Mr. Speaker, at the beginning of his speech, the member said that Bill C‑21 does not target hunting rifles and that hunters are capable of managing their firearms responsibly. This bill, however, is a half measure. The member said people should feel safe. As a member from the Island of Montreal, he knows that there are neighbourhoods where people no longer feel safe. Does he agree that Bill C‑21, while it may be a step in the right direction, should have gone much further and should have included stricter control at the border and joint efforts to fight organized crime and smuggling as well as the registry we have been talking about for weeks that could have given us more control over smuggling and made Montreal's streets safer?
