Madam Speaker, first of all, we have to start from the premise that all health care workers are basically caring and compassionate people. The premise of MAID's opponents is based on their belief that certain fundamentally malevolent and evil people want to get rid of vulnerable members of our society. It seems rather surprising that the Conservatives, as economic libertarians, believe that the state should get mixed up in such a personal decision as an individual's death. The reason is that other determinants are at play. I have asked them repeatedly why they think that they are in a better position to make that decision than the person who is suffering. Today, I will say the thing they lack the courage to admit: it is because of religious beliefs.

Mr. Speaker, Quebec would not have to ask for an exemption if Ottawa had implemented the majority recommendations on advance requests issued a year ago by the Special Joint Committee on Medical Assistance in Dying. Quebec is ready today, and patients should not have to suffer because of the government's inaction. If it does not want to condemn people to suffer needlessly, the federal government has two choices. It must either offer this exemption to the Criminal Code immediately or introduce a bill on advance requests. Will the minister make the humane, compassionate choice?

Madam Speaker, as I often say in the House, everyone wants to do the right thing. Everyone has the best of intentions and wants to look out for people's best interests. However, being compassionate does not square with undermining human dignity or a person's capacity for self-determination in a decision as personal as deciding one's death. In his bill, my colleague is telling us that mental illnesses are not considered to be grievous and irremediable medical conditions. However, according to the DSM‑5 definition, a mental disorder is a syndrome characterized by clinically significant disturbance in an individual's cognition, emotion regulation, or behaviour that reflects a dysfunction in the psychological, biological, or development processes underlying mental functioning. Can we really say that is not serious?
